Abstract: When forming the regional innovation system, everyone should take into account specific conditions and the possibility to develop regional economic complexes. Modern development of oil and gas producing region implies an increase in cooperation between all participants of the innovation process. The most promising organizational form of such an association in Khanty-Mansiysk Autonomous Okrug - Yugra is Yugra Technopolis. It aims to strengthen the interaction of research and industrial sectors, to improve the commercialization of scientific research results

The theoretical issues of project-oriented management of innovative development of the national economy in the turbulence of the modern economic environment have been investigated. In-depth studies of the nature of the emergence of synergistic effects of project-oriented management of innovative development and reveals their specific characteristics in the context of modern development of the national economy. The paper substantiates that the understanding of synergetic effects from the interaction of participants in the innovation process is characterized by a new look at their content and sources, and the project approach to the common goal in combining their interests determines the importance of developing new approaches to understanding them. The application of a project-oriented approach to the study of innovative development of the national economy allows to take into account its complex internal structure, the links between its subsystems and elements. It is noted that this aspect of the problem of innovation development in the national economy contributes to the emergence of new meanings such as project-oriented management of innovation development, as well as new perspectives of synergetic effects inherent in the practical implementation of such management. The origins of the spread of synergetics for the study of innovation processes, the relationship with project-oriented management, and on this basis, the sources and main types of synergetic effects are identified. It is noted that using a project-oriented approach to manage innovative development, the main synergistic effects allow participants to achieve common goals to increase the profitability of the project; reducing the cost of its implementation; reducing the need for resources; optimization of the timing of the project. The article develops views on the manifestation of synergetic effects at the level of formation of the project-oriented cluster from the standpoint of project-oriented management as a subsystem of the innovation system. The directions of manifestation of synergetic effects of the project-oriented innovation cluster are singled out. A graphic model of realization of synergy of national economy in the context of project-oriented management of innovative development is offered.

The article examines domestic and foreign approaches to the definition of innovation and the innovative potential of universities as key factors in the development of a regional innovation system (RIS), since universities are one of the most important structural elements of a regional innovation system, representing a platform for generating ideas, their implementation and subsequent commercialization. Based on the content analysis, the author identified the main strategic steps of universities in the framework of integration into regional innovation systems to increase the indicators of innovation activity, reveal the essence of the strategy for changing the university management system based on the identified problems. Based on the two selected approaches, the author proposed to divide the forms and methods of integrating universities into RIS into five aspects: educational, entrepreneurial, scientific, economic, socio-cultural, digital. The author considers the modern experience of integrating the universities of the Russian Federation into RIS. It was revealed that many universities take part in regional projects, create small innovative enterprises, hold various grant competitions for regional scientists. Based on the results of the study, the author's view on the interaction of the university's performance and regional innovative development is proposed, taking into account the influence of various external factors on the university.

The article presents the review of the basic ratings of innovative development of Russian regions. The role and position of Khanty-Mansi Autonomous District - Yugra in the ratings of innovative development are determined. The main indicators describing innovative activity in the entity have been analyzed. The core of the scientific potential of the region has been studied. Trends and peculiarities of regional innovation processes are determined. The innovative infrastructure of Khanty-Mansi Autonomous District - Yugra and the features of its territorial location are studied. The analysis of innovative development of the territory is carried out taking into the consideration factors of innovation activity resources and results. The thesis on the predominantly “imitative nature” of the innovation system at the regional level is confirmed. The necessity of using two directions of innovative development for Khanty-Mansi Autonomous District - Yugra is justified. The possibility of using the diversity factor for the present stage of development of medium-sized deposits is revealed. It is suggested to actively increase the number of entities of the innovative regional process. The need to use own territorial scientific and educational resources, as well as innovations from other regions has been identified. The necessity to create institutional conditions stimulating small and medium business to develop deposits of hard-to-recover hydrocarbon resources is justified. Opportunities and prospects for the formation of regional innovation clusters in Khanty-Mansi Autonomous District - Yugra have been analyzed. Experimental polygons focused on the development of new technologies taking into account the specific features of deposits of specific regions are considered as an instrument for launching a scientific and resource multiplier in the oil and gas sector. The priorities of innovative development for Khanty-Mansi Autonomous District - Yugra are proposed.

The technologies and scientific knowledge have promoted the reorganization and acceleration of the innovation process around the world. The hegemony of countries recognized as innovators is being divided with the developing countries, because they have seen innovation as a social and economic process. Innovation requires an ecosystem to provide for it, in which organizations act by similarity and cooperation. In this direction, the city of Florianópolis, in the State of Santa Catarina, stands out as one of the most innovative cities of Brazil. So, this article aims to identify the factors that promote regional innovation development in Florianópolis, based on the study of Chen (2017). The methodological path adopted herein began from a bibliographical and documentary research, in which the data were described and explored through a qualitative approach. During this development, in the analysis of aspects such as national and regional environment, the population size and the number of patents granted, the universities involved and the public policies developed, the Regional Innovation System of Florianópolis has presented a virtuous circle for innovation, because it can bring together universities and research institutes that create and share knowledge and develop researches. In addition, there are companies committed to transforming knowledge into value-added products, as well as the municipality's support in fostering innovation policies. Therefore, it is clear the participation of the Triple Helix in the development of innovation in Florianópolis.

The innovation economy is the main direction for Russian’s regional development. It is important to understand organizations that utilize new technologies will determine the significance of innovations. Innovation is changing under the influence of society—the basis for the development of the society is knowledge transfer, and this is one of the most important tasks of the higher education system. In this regard, universities can be considered a factor in innovative development. In this article, the authors hypothesize a link between regional and university indicators. We assume that universities, as part of the regional innovation system, affects the effectiveness of this system. We believe that it is necessary to single out a system of indicators that can be used for analysis, which allows us to determine the efficiency of the region in terms of contribution of universities to its development—because, at the moment, there is no official methodology. The purpose of this study is to determine which indicators are significant for assessing the efficiency of the region, taking into account the activities of university complexes. We will evaluate the efficiency of regional innovation in the region using a data envelopment analysis (DEA). The research objects, or decision-making units (DMU), will be represented by 85 regions of the Russian Federation. A complex of universities operates in each region, and there is a list of socio-economic statistical indicators based on their performance over the past years. There are similar statistical results on the innovative activity of the regions. Thus, we will use the indicators of the complex of universities in the region as initial resources for analysis (2011), as well as indicators of the innovative development of the region as a result of the introduced resources (2018). A time lag of six years is justified by the end of the crisis, and the many factors affecting the activities of universities and regions. For example, increased funding for scientific activities of universities encourages small innovative enterprises within universities. As a result, we were able to identify the level of efficiency, and identify factors that are of greater importance in the resulting model. The findings of the study highlight the importance of educational organizations in the regional innovation system, and encourages alternative interactions between universities and the region, such as joint research and development, training of qualified personnel, and other channels.

A small-world simulation model of a regional innovation system combining the strength of the intersubject relationship of the regional innovation system with the loosely coupled system is constructed. We use a simulation to observe knowledge flow within the regional innovation system under relationships of varying strength. The results show that when the relationship between the subjects of the regional innovation system reaches a certain strength, the system will exhibit high module independence and high network integrity, forming a loosely coupled system. The knowledge flow in the system exhibits the emergence of a fast flow rate, a high mean value and little variance. When relationship strength is at other levels, the emergence of knowledge cannot be identified.
