Interação universidade-empresa tem-se constituído um importante arranjo voltado a criar condições para o desenvolvimento inovativo. Contudo, este arranjo assume características distintas em nível regional. Em regiões menos desenvolvidas observam-se fracas interações que correspondem a um sistema regional de inovação imaturo. O resultado do estudo sobre processo interativo entre os grupos de pesquisas das universidades e institutos de pesquisa e empresasna região Centro-Oeste do Brasil constata este registro. A estrutura do sistema de ciência, tecnologia e inovação regional mantém baixas interações com o setorprodutivo. Contribuem para isso, o período recente de constituição da estrutura de ensino e pesquisa, concentração das interações nas áreas de ciências agrárias, especialização produtiva de baixo valor agregado e estrutura empresarial que não prioriza as atividades inovativas, em suas decisões.University-company interaction in the Central East Region of Brazil: the characteristics of a regionalsystem of immature innovationAbstract: The university-enterprise interaction has become an important instrument to create conditions for the innovative development. However, this partnership has some specific characteristics at regional level. In less developed regions, we observe weaker interactions which are stemmed from a new regional system of innovation. Our study found out that still weak relationship betweenresearch groups at universities and research institutions and companies innovation in the Center-West region of Brazil. The structure of science and technology systemis one of the main causes for such result. Other causes for this weak performance are: the recent created structure of teaching and research, the high concentration of research in the agribusiness sector, high percentage of production of low aggregated value products and business structure that does not prioritize the innovative activities in their decisions.Key-words: university-entreprise interaction; regional innovation system.

The article examines domestic and foreign approaches to the definition of innovation and the innovative potential of universities as key factors in the development of a regional innovation system (RIS), since universities are one of the most important structural elements of a regional innovation system, representing a platform for generating ideas, their implementation and subsequent commercialization. Based on the content analysis, the author identified the main strategic steps of universities in the framework of integration into regional innovation systems to increase the indicators of innovation activity, reveal the essence of the strategy for changing the university management system based on the identified problems. Based on the two selected approaches, the author proposed to divide the forms and methods of integrating universities into RIS into five aspects: educational, entrepreneurial, scientific, economic, socio-cultural, digital. The author considers the modern experience of integrating the universities of the Russian Federation into RIS. It was revealed that many universities take part in regional projects, create small innovative enterprises, hold various grant competitions for regional scientists. Based on the results of the study, the author's view on the interaction of the university's performance and regional innovative development is proposed, taking into account the influence of various external factors on the university.

PurposeThe goal of the research is to analyze the university development trends in the national innovation system. The paper presents a review of the formation of innovative development strategies and the place of a university in them. The structure is based on the analysis of foreign trends of the transformation of universities and the examination of the efficiency of the interaction between the university, industry and the state. Russian experience in the transformation of universities is presented.Design/methodology/approachResearch methodologies include methods of statistical and comparative analysis and synthesis. The information analysis base of the research is composed of the reports of the World Intellectual Property Organization at year-end 2019, as well as global comparative assessments of the status and development of innovation activities by the Global Innovation Index and Global Competitiveness Index, which are calculated according to the methodology of the World Economic Forum and others.FindingsIn the course of research, the authors put forward a new model of universities within the framework of the national innovation system, which is based on the “triple helix model of innovation” implemented by universities, industry and the state. The logic and structure of the research are set forth in the following way. First, a review of the global practice of the formation and implementation of state innovation policy is given, with the university being a key link, the foreign experience in the transformation of universities is analyzed and the efficiency of the interaction between the university, industry and the state is examined. Furthermore, consideration is given to the Russian experience in the transformation of universities. In conclusion, the main findings of the research are presented.Practical implicationsResults testify that goals and objectives that can be solved by achieving indicators in the world rankings are important for improving competitiveness of education, but they are only efficient if they conform to management decisions that are taken for achieving them and coincide with strategic goals and directions that should be implemented within the framework of the national innovation and academic system.Originality/valueResearch hypothesis is as follows: modern age is characterized by the rapid development of digital technologies and globalization processes, which transform technologies and cultural patterns into techniques and methods of working with information. Despite the fact that a university is the center for the development of society and culture, which serves as an axiological core, it is subject to the transformation, which is mainly manifested in instrumental changes and the expansion of the social procurement range. The modern educational system is yet to find a contemporary conceptual framework of a university that would satisfy the up-to-date requirements of the global information society in an age of digital revolution and dominate in the educational services market.

The article presents the results of a comprehensive analysis of the functioning of the national innovation system of Indonesia and identifies the main trends in its development in the context of global changes. An overview of the basic concept of the NIS and the methods of its research is given, the main elements of the system are highlighted. The author has studied in detail the activities of organizations that are part of the national system, identified their advantages and disadvantages. Special attention is paid to the experience and problems of the formation of regional innovation systems. On the example of the city of Bandung, a positive experience of promoting innovative development in the region is studied. Based on the results obtained, the author made the appropriate conclusions and recommendations for improving the policy of strengthening NIS and RIS to counter global challenges.

It is vital to examine the strategic plans and leadership insights of the university, the faculties, the departments and the institutions in the research of the „third mission” of the universities. Because of the undertaken social-economic role in the region it is indispensable to know the turbulently changing environment (hazards – opportunities), to map the competencies available in the university (strengths – weaknesses) and to recognize the relations between the external and internal environment. It is an important factor to define the strategic directions of the departments, examining them in direction dimension (pro-active – adaptive) and in role dimension (top-down – bottom-up). The main objective of this research is to recognize the formal and informal strategic visions of the institutes and departments in the Centre for Agricultural and Applied Economic Sciences of the University of Debrecen, and to examine how these visions are related to the university's role in the regional innovation system.

The paper is devoted to identifying patterns of activity of Russian universities in the national innovation ecosystem. Decisions on the development of innovative activity, effective commercialization and implementation of scientific developments are substantiated in strategic documents of state development. In fact the level of innovative security of a country, the state of protection of national interests of the state from internal and external threats arising from the conditions of innovative development, depends to a large extent on the success of the implementation of scientific and development projects. The leading higher education institutions are entrusted with the task of becoming centers of regional innovation ecosystems, transforming universities into active participants of socio-economic and innovative development. Official statistics on national research universities of the Russian Federation have been used in order to identify patterns of the activity of higher education institutions in this area. An analysis of the changes in the analyzed indicators has made it possible to single out universities that implement the most promising models of scientific activity management in terms of world experience. These are primarily universities for which there is a positive relative increase in indicators of total R&D, the share of extra-budgetary funds in university income from R&D, and the share of income from R&D in total income. It has been established that the current stage of development of universities is characterized by the presence of both competitive advantages and challenges that form the features of their modernization. The response to the challenges should be the creation of a business model of the University 4.0 activity which includes new technologies, products and services that are in demand in the country.

Recent literature has moved from a primarily economic perspective to awareness of the institutional role of a university in a regional innovation system. This chapter contributes to the scholarly discussions by combining the theories of institutional entrepreneurship and institutional logics to provide an analytical framework for understanding how universities can support institutional change in a regional innovation system. In particular, the authors consider the university as an institutional entrepreneur that not only initiates diverse changes in the institutional environment, but also actively participates in the implementation of such changes. The analytical framework is used to analyse the case of Tongji University in a regional innovation system in Shanghai, China.

AbstractRecent work on Region Innovation Systems (RIS) has emphasised the importance of universities. Until recently, however, related insights into the dynamics of this relationship in respect of the specific role of the science park have been limited. This paper presents a systematic review identifying the key roles of each actor in relation to innovation. We link the dynamic roles performed by the university between science parks and the RIS. Our results enable us to identify how the key activities performed by the university change during its interrelations within the RIS and with the science park. Our analysis of the literature distinguishes between three sets of relationships through which the university plays differing roles: RIS-university, RIS-university-science park, and university-science park. Respectively, the University’s relationships between these different RIS actors focuses on: resource sharing, brokerage, and commercialisation-exploitation. Secondly, we find that within each of these relationship types the university can perform three types of roles: on knowledge co-creation, acting as conduit, and inter-organisational relationship building. Distinguishing between these differing relationships and roles enables us to identify a total of nine dynamic roles performed by the University, which include: provision of information, channels of communication, infrastructure, regional networking, building research collaboration, acting as knowledge intermediaries, economic development, technological change and commercialisation processes, and start up creation and commercialisation. The review identifies several gaps in the literature in need of further research, and suggests that university relationships with RIS, interlinked with those between the university and science park itself, are important factors affecting science park innovation performance.

The article considers the University as the core of the formation and development of a regional innovation system that implements the innovative vector of development of the region and the country as a whole. In modern Russian society, including in education, problems related to the ecology of the child’s personality, with the processes of his socialization and individualization in the socio-cultural space are being updated. Concerning to this, changes in the socio-cultural conditions of the higher education system appears. There is a need not only to expand and deepen the professional competence of the teaching staff, but also to strengthen professional knowledge, practice-oriented orientation of students as future specialists. The article substantiates the need to create a Center for social-psychological partnership “Three Whales” as a single integral subject of innovative development of the system “university — future teacher — preschool educational organization” on the basis of the University. The main goal of the Center “Three Whales” is to improve the psychological culture of the subjects of the system “university — future teacher — preschool educational organization”. Primary psychological prevention is a priority area of its work.
