In a situation of uncertainty, there is a rapid change of priorities, which is reflected both in the requirements for the level of professional training of specialists and in the requests of employers for new specialties. However, the list of specialties and areas of training of workers for the regional economy in the regional system of secondary vocational education is formed on the basis of applications from employers for a five-year perspective, but in a situation of uncertainty, no one can guarantee that in five years graduates of a particular specialty or profession will be in demand in the labor market. To achieve a balance in this problem, it is necessary to develop and implement new mechanisms for interaction between professional educational organizations and employers. The aim of this study is to determine the list of popular vocational education specialties, the description and identification of effective mechanisms of interaction between professional educational organizations and employers that affect the improvement of the quality of specialists training and the indicators of their employment according to their specialty based on the analysis of the indicators of the admission campaign and graduates employment of vocational education system of the Republic of Buryatia.

The article considers the problem of including universities in the continuous development of pedagogical workers and proposes a model of a scientific and methodological center for supporting of pedagogical workers. The purpose of the article is to describe the model of the scientific and methodological center for supporting pedagogical workers in the process of interaction between a pedagogical university and basic schools, which allows the university to be included in the regional system of continuous development of pedagogical workers. The authors consider the scientific and methodological center for support of pedagogical workers, created on the basis of the university, as a system-forming element of the system of interaction between the university and basic schools, which makes it possible to ensure the coordination of actions of the pedagogical university, regional government bodies, professional associations (communities) of teachers and basic schools. The article reveals the main elements of the center model (principles, directions and lines of interaction, functions and interaction mechanisms) that determine its effectiveness. The proposed model was developed in the course of a study conducted on the basis of the Novosibirsk State Pedagogical University in 2021.

Государственная политика в сфере образования определяет значимость дополнительного образования детей как элемента общей системы выявления и развития талантов и способностей у детей и молодежи. Дополнительное образование, являясь подсистемой общего образования, в региональном контексте рассматривается как открытая вариативная педагогическая система, работающая на достижение общенациональной цели по развитию талантов и самореализации подрастающего поколения. Отвечая вызовам современности, постепенно формируются новые региональные практики управления сферой дополнительного образования, включающие активные горизонтальные и межуровневые связи, интеграцию внеинституциональных поставщиков образовательных услуг в общий содержательный контур, децентрализацию управленческих механизмов. Рассматриваемое как основа «образования в течение жизни» понятие «дополнительное образование детей» приобретает новые смысловые характеристики, включающие требования к содержанию образовательных результатов, преемственность образовательных программ, ориентацию на различные категории обучающихся. Для разрешения противоречия между складывающейся региональной практикой и недостаточной научной обоснованностью используемых подходов требуется переосмысление традиционно применяемых исследователями методологических подходов к управлению сферой дополнительного образования на региональном уровне. Предпринята попытка применения экосистемного подхода к описанию сферы дополнительного образования в условиях конвергентной образовательной среды. The state policy in the field of education actualizes the importance of additional education of children as an element of the overall system for identifying and developing talents and abilities in children and young people. Additional education, being a subsystem of general education, is considered in the regional context as an open variable pedagogical system that works to achieve the national goal of developing talents and self-realization of the younger generation. Responding to the challenges of our time, new regional practices of managing the field of additional education are gradually being formed, including active horizontal and inter-level relations, integration of non-institutional educational service providers into the general content circuit, and decentralization of management mechanisms. Considered as the basis of “long life education”, the concept of “additional education of children” acquires new semantic characteristics, including requirements for the content of educational results, continuity of educational programs, orientation to different categories of students. To resolve the contradiction between the emerging regional practice and the lack of scientific validity of the approaches used, it is necessary to rethink the methodological approaches traditionally used by researchers to manage the field of additional education at the regional level. The article attempts to apply an ecosystem approach to the description of the field of additional education in a convergent educational environment.

Показаны современные направления развития системы среднего профессионального образования (СПО) в России. Обозначены особенности СПО Томской области и стратегические цели его преобразования в контексте их взаимосвязи с приоритетами социально-экономического развития региона. Представлено экспертно-теоретическое обоснование целесообразности использования кластерного подхода для развития региональных систем СПО. Аргументированы необходимость и продуктивность управления изменениями в региональной системе СПО средствами кластерной политики. Предложено проектное видение нового дизайна инфраструктуры СПО Томской области в логике кластерной политики. Доказательно заданы базовые характеристики кластеров двух видов: образовательного и образовательно-отраслевого, приведены научно обоснованные гипотезы о закономерностях их эффективного функционирования. Обоснованы проектные предложения, отражающие организационно-педагогические механизмы интеграции практик СПО и непрерывной профессионализации действующих кадров реального сектора экономики в кластерном формате. Обозначены способы такой интеграции. Предложено экспертное авторское видение условий реализации образовательного потенциала взаимодействия субъектов, включенных в кластерно-отраслевые сообщества. Обобщен имеющийся практический опыт, отражающий проектирование изменений в управлении развитием СПО на основе кластерного подхода в Томской области. Спрогнозированы социально-экономические и образовательные перспективы кластерно-сетевого взаимодействия в региональной практике СПО для решения актуальных и перспективных задач его развития на региональном уровне. Материалы статьи основаны на результатах образовательного проектирования и подготовлены при использовании исследовательских методов теоретического анализа, опроса, экспертного метода. The article discusses modern trends in Russia’s secondary vocational education (SPE) system development. Features of SPE in the Tomsk Region and strategic objectives of its transformation as opposed to their relationship with the priorities of the region’s socioeconomic advancement are outlined. An expert-theoretical justification of the expediency in using the cluster approach for the SPE regional system development is presented. Necessity and productivity in the SPE regional system change management by means of cluster policy are argued. A project vision of Tomsk Region’s SPO new infrastructure design in the logic of cluster policy is proposed. Basic characteristics of the clusters’ two types are educational and educational-industrial; scientifically substantiated hypotheses on the regularities of their effective functioning are proved. Project proposals reflecting organizational and pedagogical mechanisms of SPE practice integration and continuous professionalization of the current economy’s real sector personnel in a cluster format are substantiated. Paths of such integration are outlined. The authors’ expert vision of conditions for implementing educational potential in the interaction between the subjects included in the cluster-branch communities is offered. The current practical experience reflecting the design of changes in the SPO development management on the basis of cluster approach in the Tomsk Region is generalized. Socio-economic and educational prospects of cluster-network interaction in the SPO regional practice for solving urgent and prospective problems of its development at the regional level are predicted. Materials of the article are based on the results of educational design and prepared using research methods of theoretical analysis, survey, and the expert method.

The article concludes the description of the standard regional infocommunication system “Student and Labor” (ST), begun by the authors in previous publications in the “Informatics and Education” journal. This system is an integral part of the regional system for identifying, developing and involving creatively gifted youth in labor activity, starting from high school age. The S&T system is aimed at identifying and developing university students who are creatively gifted in the field of science and technology in the process of their gradual involvement in real labor activities in cooperation with leading enterprises in the region. The S&T system is aimed at identifying and developing university students who are creatively gifted in the field of science, technology and technology in the process of their gradual involvement in real labor activity in interaction with the leading enterprises of the region. Organizational and informational issues of its creation and functioning were discussed in previous articles, this article presents tools that allows a student to most effectively plan the developmental content of his activities, taking into account individual goals and interests, available resources, as well as a wide range of opportunities provided by the surrounding socio-economic environment. The central part of the toolkit is an individually adjustable optimization mathematical model. The article provides a formalized description of this model and considers an example of its use.

Abstract The process of landscape-ecological zoning of a large natural object makes it possible to represent spatial combinations of geosystems that perform the most important ecological functions. To preserve them at the level of municipal district government, it is necessary to identify ecologically significant landscapes that can be optimally used in the economy and at the same time being part of the regional system for preserving the natural environment. This is a case study of two municipal districts of Khabarovsk Territory – Vanino and Sovetskaya Gavan, their place in the landscape-ecological zoning of the Northern Sikhote-Alin, the dynamics of spatio-temporal changes in the categories of regional landscape-ecological zoning within these districts have been considered.

Based on the analysis of the problems that restrain the development of secondary vocational education, the article proposes tools for the development of the regional secondary vocational education system, the use of which will contribute not only to improving the quality of secondary vocational education in the region but to the socio-economic development of districts by creating new jobs and launching of new industries. Special attention has been paid to the creation of the Secondary Vocational Education Development Fund, which finances projects aimed at updating the material and technical base, expanding human resources, and also establishes partner companies at colleges.

Neither has any other human-rights treaty received as much vitriolic bashing as the African Charter on Human and Peoples’ Rights (African Charter), 1981, nor has there been a dearth of negativity about the treaty as a human-rights instrument. Such is the spate of pessimism about the African Charter and its system that it has repeatedly been referred to as “a paper tiger”, among other undignified labels. Beyond the endless lampooning of the treaty and its system as mere platitudes, have there been no opportunities for the civil society to strengthen the promise of this treaty and its system. To what extent has the civil society exploited such opportunities? Can there be a reconceptualization of the roles and attitudes of civil society that will galvanize the African regional human-rights system towards a veritable mechanism for more effective human rights protection? This article examines the contributions of civil society to the evolutionary processes, successes, and perceived weaknesses of the African regional human-rights system since 1981. Extrapolating from some landmark institutional, normative and jurisprudential developments within the African regional arrangement, this article identifies civil society as an inevitable, integral bearer of credit for the successes, and blame for the shortcomings of the aforementioned system. The overarching objective here is to canvass for a repositioning of civil society towards more effective praxis, and, to identify the trajectories for such engagement.

This article deals with the universal nature of human rights recognised by all civilisations and legal systems. The important thing is that the actions of the state are consistent with the content of these rights is justified by the fact that they protect the dignity of every human being and enable cooperation between people. Universal treaties impose the same international legal obligations in the field of human rights on as many states as possible. Regional treaties perform this function in relation to a group of states. It seems, however, that for the full protection of an individual’s rights, the ideas of universalism and regionalism of human rights need to complement each other. No regional system can exist if it is inconsistent with the norms and principles of the Universal Declaration of Human Rights.
