The article presents the review of the basic ratings of innovative development of Russian regions. The role and position of Khanty-Mansi Autonomous District - Yugra in the ratings of innovative development are determined. The main indicators describing innovative activity in the entity have been analyzed. The core of the scientific potential of the region has been studied. Trends and peculiarities of regional innovation processes are determined. The innovative infrastructure of Khanty-Mansi Autonomous District - Yugra and the features of its territorial location are studied. The analysis of innovative development of the territory is carried out taking into the consideration factors of innovation activity resources and results. The thesis on the predominantly “imitative nature” of the innovation system at the regional level is confirmed. The necessity of using two directions of innovative development for Khanty-Mansi Autonomous District - Yugra is justified. The possibility of using the diversity factor for the present stage of development of medium-sized deposits is revealed. It is suggested to actively increase the number of entities of the innovative regional process. The need to use own territorial scientific and educational resources, as well as innovations from other regions has been identified. The necessity to create institutional conditions stimulating small and medium business to develop deposits of hard-to-recover hydrocarbon resources is justified. Opportunities and prospects for the formation of regional innovation clusters in Khanty-Mansi Autonomous District - Yugra have been analyzed. Experimental polygons focused on the development of new technologies taking into account the specific features of deposits of specific regions are considered as an instrument for launching a scientific and resource multiplier in the oil and gas sector. The priorities of innovative development for Khanty-Mansi Autonomous District - Yugra are proposed.

Currently, one of the priorities of the country's development is the transition of the economy to an innovative path of development. Analysis and evaluation of innovative development at the regional and national levels, quantitative assessment of regional innovation activity, and development of methods for evaluating the effectiveness of interaction between science and business that allow choosing the right strategies for solving management problems are of particular relevance. The subject of the research is the indexes of innovative development of regions. The purpose of the study is to compare the indexes of innovative development of regions and identify indexes that do not have significant differences. Eight indexes describing the innovative development of Russian regions are compared. We use four of the author's indexes, published earlier: the index of technical efficiency innovative space for international patent applications TEMPZ, the index of technical efficiency innovative space for patent applications TEPZ, the index of technical efficiency innovative space issued patents TEPV and the index of technical efficiency innovative space developed for new technologies TETECH. Along with the author's indexes, four other indexes with a similar applied focus are considered, published by the Institute for Statistical Studies and Economics of Knowledge (ISSEK) in National Research University — Higher School of Economics (HSE), RIA rating, and Association of Innovative Regions of Russia (AIRR). In the course of the study, a comparative analysis of the indexes of innovative development in the space of expert-defined characteristics of regional differentiation was made. Analysis of the cosines of the angles between the indexes constructed using the beta coefficients of the regressions of these indexes on the differentiation characteristics allows us to refine the results of correlation analysis and identify a subset of indexes that are not distinguishable when solving control problems parameterized using the differentiation characteristics.

The paper is devoted to identifying patterns of activity of Russian universities in the national innovation ecosystem. Decisions on the development of innovative activity, effective commercialization and implementation of scientific developments are substantiated in strategic documents of state development. In fact the level of innovative security of a country, the state of protection of national interests of the state from internal and external threats arising from the conditions of innovative development, depends to a large extent on the success of the implementation of scientific and development projects. The leading higher education institutions are entrusted with the task of becoming centers of regional innovation ecosystems, transforming universities into active participants of socio-economic and innovative development. Official statistics on national research universities of the Russian Federation have been used in order to identify patterns of the activity of higher education institutions in this area. An analysis of the changes in the analyzed indicators has made it possible to single out universities that implement the most promising models of scientific activity management in terms of world experience. These are primarily universities for which there is a positive relative increase in indicators of total R&D, the share of extra-budgetary funds in university income from R&D, and the share of income from R&D in total income. It has been established that the current stage of development of universities is characterized by the presence of both competitive advantages and challenges that form the features of their modernization. The response to the challenges should be the creation of a business model of the University 4.0 activity which includes new technologies, products and services that are in demand in the country.

The article examines domestic and foreign approaches to the definition of innovation and the innovative potential of universities as key factors in the development of a regional innovation system (RIS), since universities are one of the most important structural elements of a regional innovation system, representing a platform for generating ideas, their implementation and subsequent commercialization. Based on the content analysis, the author identified the main strategic steps of universities in the framework of integration into regional innovation systems to increase the indicators of innovation activity, reveal the essence of the strategy for changing the university management system based on the identified problems. Based on the two selected approaches, the author proposed to divide the forms and methods of integrating universities into RIS into five aspects: educational, entrepreneurial, scientific, economic, socio-cultural, digital. The author considers the modern experience of integrating the universities of the Russian Federation into RIS. It was revealed that many universities take part in regional projects, create small innovative enterprises, hold various grant competitions for regional scientists. Based on the results of the study, the author's view on the interaction of the university's performance and regional innovative development is proposed, taking into account the influence of various external factors on the university.

Introduction. In In today’s conditions of economic development, business entities face the challenge of reformatting systems, methods and economic mechanisms for managing sustainability in terms of innovative approach. Therefore, the solution of economic, social, managerial and personal problems in contemporary society implies a specific innovative style of management, which is based on innovation, innovation, systematic and continuous innovation activities. The purpose is to identificatt the positive trends and shortcomings of the processes of innovative development of economic entities that exist in Ukraine, and to clarificate of modern scientific approaches to encourage businesses to innovate in order to ensure financial stability and innovative development of the country’s economy. Results. The study of the mechanism of innovation activity allows us to conclude that the formation and development of an innovative management strategy by an economic entity is an integration process that combines the processes of forecasting, planning and accounting of the resource base of the enterprise in the long-term, medium-term and short-term prospects in the new conditions modernization of the state economy. Creating a national innovation system is to build a holistic system that effectively transforms new knowledge into new technologies, products and services that find their real consumers in national or global markets. At the same time, attention should be paid to the development of an innovative strategy by each domestic enterprise, which will create conditions for positive trends in the development of this process. Conclusions. Innovations are essentially related to the cyclical development of the economy, as they initiate new technological developments. Therefore, in an innovative economy, the state plays an important role in implementing anti-cyclical economic regulation, smoothing out cyclical fluctuations and mitigating their effects. To ensure the further development of innovation in Ukraine, it is necessary to comprehensively use methods to stimulate innovation, in particular the improvement of tax legislation; improving the legal framework for venture funds; improving the mechanism of protection of intellectual property rights; ensuring effective cooperation between the scientific and business sectors in the field of innovation.

The innovation economy is the main direction for Russian’s regional development. It is important to understand organizations that utilize new technologies will determine the significance of innovations. Innovation is changing under the influence of society—the basis for the development of the society is knowledge transfer, and this is one of the most important tasks of the higher education system. In this regard, universities can be considered a factor in innovative development. In this article, the authors hypothesize a link between regional and university indicators. We assume that universities, as part of the regional innovation system, affects the effectiveness of this system. We believe that it is necessary to single out a system of indicators that can be used for analysis, which allows us to determine the efficiency of the region in terms of contribution of universities to its development—because, at the moment, there is no official methodology. The purpose of this study is to determine which indicators are significant for assessing the efficiency of the region, taking into account the activities of university complexes. We will evaluate the efficiency of regional innovation in the region using a data envelopment analysis (DEA). The research objects, or decision-making units (DMU), will be represented by 85 regions of the Russian Federation. A complex of universities operates in each region, and there is a list of socio-economic statistical indicators based on their performance over the past years. There are similar statistical results on the innovative activity of the regions. Thus, we will use the indicators of the complex of universities in the region as initial resources for analysis (2011), as well as indicators of the innovative development of the region as a result of the introduced resources (2018). A time lag of six years is justified by the end of the crisis, and the many factors affecting the activities of universities and regions. For example, increased funding for scientific activities of universities encourages small innovative enterprises within universities. As a result, we were able to identify the level of efficiency, and identify factors that are of greater importance in the resulting model. The findings of the study highlight the importance of educational organizations in the regional innovation system, and encourages alternative interactions between universities and the region, such as joint research and development, training of qualified personnel, and other channels.

The current stage of development of the regional economy is associated with a new view of human resources as the most important factor of economic growth. In this regard, the rational use of labor resources is an urgent direction of socio-economic development. Innovative development of a region is an economic process aimed at forming an innovation system in it. It is important to address the issue of ways to activate regional innovation activities. A significant role in this process is assigned to the personnel component. Analysis of the scientific literature of recent years has shown that in economics, sociology, statistics, and management sciences there are various concepts related to human labor activity. Among all of them, a special place is occupied by “human potential”, which has not yet been unified in its interpretation. It is noted that the economic category “human potential” is based on the concept of efficiency. The article considers the theoretical foundations of the analysis of the region's human resources potential and the problems of its formation, and forms a system of indicators for its assessment. The initial data for calculations are taken from the information database of official statistics of Rosstat. In modern conditions, the formation, development and effective management of human resources should act as the most important factors of innovative development of the region, as the basis for increasing its competitiveness. A comprehensive analysis of the regional human resources potential, as well as a study of its development problems, can increase the competitive advantages of the region. Analysis and assessment of the state of human resources, identification of factors affecting its development, identification of strengths and weaknesses in the context of economic modernization are necessary for the sustainable growth of the regional economic system. An increase in the number of researchers of the most productive age can be considered a positive trend. It is important to study the level of employment of graduates, as well as the correspondence of their work and the received specialty.

The subject of the research is the current state of the fuel and energy complex (FEC) that ensures generation of a significant part of the budget and the innovative development of the economy.The purpose of the research was to establish priority directions for the development of the FEC sectors based on a comprehensive analysis of their innovative and investment activities. The dynamics of investment in the fuel and energy sector are considered. It is noted that large-scale modernization of the fuel and energy complex requires substantial investment and support from the government. The results of the government programs of corporate innovative development are analyzed. The results of the research identified innovative development priorities in the power, oil, gas and coal sectors of the fuel and energy complex. The most promising areas of innovative development in the oil and gas sector are the technologies of enhanced oil recovery; the development of hard-to-recover oil reserves; the production of liquefied natural gas and its transportation. In the power sector, the prospective areas are activities aimed at improving the performance reliability of the national energy systems and the introduction of digital technologies. Based on the research findings, it is concluded that the innovation activities in the fuel and energy complex primarily include the development of new technologies, modernization of the FEC technical base; adoption of state-of-the-art methods of coal mining and oil recovery; creating favorable economic conditions for industrial extraction of hard-to-recover reserves; transition to carbon-free fuel sources and energy carriers that can reduce energy consumption and cost as well as reducing the negative FEC impact on the environment.

Abstract Currently, production and exploration drilling has entered a stage of development where one of the highest priority goals is to reduce the time for well construction with new technologies and innovations. One of the key components in this aspect is the utilizing of the latest achievements in the design and manufacture of rock cutting tools – drill bits. This article presents some new ideas on methods for identifying different types of vibrations when drilling with PDC bits using a system of sensors installed directly into the bit itself. In the oil and gas fields of Eastern Siberia, one of the main reasons for ineffective drilling with PDC bits are vibrations, which lead to premature wear of the cutting structure of the bit and the achievement of low ROPs in the dolomite and dolerite intervals. For efficient drilling of wells of various trajectories with a bottom hole assembly (BHA), including a downhole motor (PDM) and a PDC bit, special attention is paid to control of the bit by limiting the depth of cut, as well as the level of vibrations that occur during drilling process. Often, the existing complex of surface and BHA equipment fails to identify vibrations that occur directly on the bit, as well as to establish the true cause of their occurrence. Therefore, as an innovative solution to this problem, a system of sensors installed directly into the bit itself is proposed. The use of such a system makes it possible to determine the drilling parameters, differentiated depending on the lithological properties of rocks, leading to an increase in vibration impact. Together with the Operators, tests have been successfully carried out, which have proven the effectiveness of the application of this technology. The data obtained during the field tests made it possible to determine the type and source of vibration very accurately during drilling. In turn, this made it possible to precisely adjust the drilling parameters according to the drilled rocks, to draw up a detailed road map of effective drilling in a specific interval. Correction of drilling parameters based on the analysis of data obtained from sensors installed in the bit made it possible to reduce the resulting wear of the PDC bit cutting structure and, if necessary, make changes to the bit design to improve the technical and economic indicators. Thus, the use of a system of sensors for measuring the drilling parameters in a bit ensured the dynamic stability of the entire BHA at the bottomhole when drilling in rocks of different hardness, significantly reduced the wear of the drilling tools and qualitatively improved the drilling performance.
