In recent years, climate change has been getting more serious. How to mitigate and adapt to climate change has caught the concerns of governments and academia. Firstly, this article briefly addresses the causes of climate change and its impacts, and then analyzes the link between climate change and urban settlements and the impacts of climate change to urban settlements in winter city. Finally, according to the Characteristics of winter city, the paper presents some optimization strategies of urban residential quarter in winter city addressing climate change including reducing carbon emissions, ensuring settlements security and guiding residents to public participation. Reducing urban settlements carbon emissions includes improving internal functions, combing the internal transportation system, optimizing the green mode and applying special techniques. Protecting the safety of urban settlements includes improving emergency response system, strengthening the vertical and horizontal connection and optimizing the layout of public space. Guiding residents to public participation includes establishing the information banks of urban settlements addressing to climate change and improving the quality of the residents.

Given the ubiquity of computer networks and our reliance as a society on their integrity and robustness, the quality of cyber-security is an issue that affects everyone. Yet, cyber-security policy making has remained almost entirely within the purview of lobbyists and technical experts. This article argues for both the plausibility and normative imperative of greater public participation in cyber policy making.

Nowadays public participation is recognized as an integral procedure to achieving sustainable development as well as a good method of environmental governance. This study aimed to improve the quality of public participation in the field of environmental governance. To this end, it used Benin republic as a case study to provide an analytical review of two public participation approaches developed in Republic of Benin for environmental management. Results highlighted some keys limitation of each of those approaches. The study concludes with recommendations to improve the quality of public participation application in Benin.

Good governance is a government that is transparent, open, and participatory. Includes the whole process of managing public resources since the process of decision making, implementation, and evaluation. The benefits of freedom of information are not only to create a government that is clean, efficient and able to prevent corruption, but also to improve the quality of public participation in the process of making public policies, and supervising their implementation. <p>Meskipun Indonesia telah memiliki Undang-Undang Nomor 10 Tahun 2004 tentang Pembentukan Peraturan Perundang- undangan yang selanjutnya disempurnakan dengan Undang-Undang Nomor 12 Tahun 2011, tetapi kerawanan dalam proses pembentukan peraturan peraturan perundang-undangan yang mengarah pada bentuk perilaku koruptif masih terjadi. Dengan menggunakan metode yuridis normatif, studi ini mencari jawaban atas pertanyaan apakah pengaturan dalam Undang-Undang Nomor 12 Tahun 2011 telah mengantisipasi terjadinya korupsi legislasi dalam pembentukan peraturan perundang-undangan. Studi ini menyimpulkan bahwa secara normatif Undang-Undang Nomor 12 Tahun 2011 sudah cukup antisipatif dalam menciptakan mekanisme pembentukan peraturan perundang-undangan yang mengarah pada bentuk pencegahan terhadap praktik korupsi legislasi. Namun, perwujudan pembentukan peraturan perundang- undangan yang baik dan bersih sangat tergantung pada kualitas pelaksanaannya. Dari lima tahapan pembentukan peraturan perundang-undangan, studi ini menemukan tahap perencanaan dan pembahasan mengandung kerawanan yang cukup tinggi, sedangkan pada tahap penyusunan, penetapan/pengesahan, dan pengundangan kecil kemungkinan terjadi. Untuk meminimalisasi peluang terjadinya korupsi legislasi, studi ini mengusulkan empat prinsip yang dapat diterapkan, meliputi ketatalaksanaan, profesionalitas, justifikasi, dan partisipasi publik.</p><p>Indonesia has Law Number 10 year 2004 on drafting of the laws then its superseded by Law Number 12 year 2011 but the vulnerability in the law making process that lead to corruptive behaviour remain happens. By using juridical normative methods, this study seeks answers whether the regulation in the Law Number 12 year 2011 have been anticipating for the vulnerability of legislative corruption in law making process. This study conclude that normatively Law Number 12 year 2011 has been quite anticipative in forming mechanism of law making process which is lead to prevent legislative corruption practices. However, the embodiment of clean and good establishment of legislation is depend on the quality of its implementation. Among the stages of law making process , this study found that planning and discussion stages are quite vulnerable to legislative corruption, while preparation, enactment, and promulgation less likely occured. In order to minimize possibility of legislative corruption, this study proposes four principles can be applied icluded the management, professionalism, justification, and public participation.</p>

This present study intends to analyze the factors affecting the performance of the local government of North Sulawesi. The population of this study includes the members of the Regional People’s Representative Assembly and the leaders of Regional Apparatus Organizations managing the Regional Revenue and Expenditure Budget (APBD). Those Regional Apparatus Organizations include Education and Culture Office, Health Office, Regional Revenue Service, Tourism Office, Public Works Office, and Auditor Inspectorate of North Sulawesi Province. The sampling technique used is the saturated sampling technique. Data collection techniques employed consist of an interview, documentation study, and questionnaire dissemination. The analysis is conducted using Partial Least Square (PLS). Based on the analysis, we found that public participation has a significant effect on the transparency of financial management; the internal control system has a significant effect on local government performance; the internal control system has a significant effect on public accountability; the internal control system has a significant effect on the quality of financial reports, and public accountability has a significant effect on the performance of local governments. However, public participation has no significant effect on local government performance; public participation has no significant effect on public accountability; public participation has no significant effect on the quality of financial reports; the internal control system has no significant effect on financial management transparency; financial management transparency has no significant effect on local government performance, and the quality of financial reports has no significant effect on local government performance. This study also reveals that public accountability is the mediating variable between the internal control system and local government performance.

The distribution of public participation in Western political environments has become an important topic in recent years. Low participation rates combined with low levels of trust toward government officials has resulted in low efficiency of public participation projects. Whereas prior research has focused on the quality of public participation projects, this study focuses on upstream processes to optimize public participation marketing and distribution. The present study tests the applicability of hierarchical marketing instruments with structural equation modeling in a sample of 266 individuals obtained from a random survey in Germany. The results indicate a sufficient relationship between the hierarchical steps.
