York University Libraries Open Access Week 2020 panel discussion entitled, "Perspectives on Openness: Honouring Indigenous Ways of Knowing", moderated by Stacy Allison-Cassin, in conversation with Alan Ojiig Corbiere, Deborah McGregor, and Sean Hillier, that took place online on October 20, 2020. The theme for Open Access Week 2020 is Open With Purpose: Taking Action to Build Structural Equity and Inclusion. The basis of the discussion for the panel is the question, "In an era of open scholarship and research, how do we as a research community navigate and balance openness while respecting Indigenous knowledge and cultural expression?". This panel discussion offers the opportunity to encourage broader participation in conversations and actions around emerging scholarly communication issues, by centering on Indigenous approaches to open scholarship and research.

In calling for research papers to be made freely available open access advocates promised that doing so would lead to a simpler, less costly, more democratic, and more effective scholarly communication system. To achieve their objectives they proposed two different ways of providing open access: green OA (self-archiving) and gold OA (open access publishing). However, while the OA movement has succeeded in persuading research institutions and funders of the merits of open access, it has failed to win the hearts and minds of most researchers. More importantly, it is not achieving its objectives. There are various reasons for this, but above all it is because OA advocates underestimated the extent to which copyright would subvert their cause. That is the argument I make in this book, and I include a personal case study that demonstrates the kind of problems copyright poses for open access. I also argue that in underestimating the extent to which copyright would be a barrier to their objectives, OA advocates have enabled legacy publishers to appropriate the movement for their own benefit, rather than for the benefit of the research community, and to pervert both the practice and the concept of open access.

Keynote presentation. The prevailing science communication system has showed little success in making science a global, participatory and equitable conversation. At the same time, a very robust ecosystem of science communication has been built in the Latin-American region, one that is intrinsically open, non-commercial and academy-owned. However, this “regional” approach has remained outside the legitimated channels of scholarly communication. In Latin America, more than 2000 universities are publishing journals under the principle of science as a common and public good. Around half of them are public institutions which means that public budget is being heavily invested in sustaining non-commercial Open Access. AmeliCA, a multi-institutional community-driven initiative supported by UNESCO and led by Redalyc and CLACSO, seeks a cooperative, sustainable, protected and non-commercial solution for Open Knowledge. AmeliCA is taking the 16-year experience and technological resources from Redalyc to strengthen non-profit publishing beyond the region. AmeliCA’s and Redalyc’s approach is based on the fact that scholarly communication in control of the academy is a strategy much healthier and sustainable for the development of science and society. Why is it that commercial publishers are a pivotal actor in science communication – in many parts of the world – if the biggest part of activities concerning the generation of knowledge is in the academy? Academy owned publishing seems not to exist in the mainstream databases (Web of Science and Scopus). So, it is strategic for the research community and libraries to join forces, as well as share and connect individual efforts to build a cooperative infrastructure, in order to guarantee that publishing is led by the scholarly community and that its openness is sustainable. The research community and libraries should also work together in the reshaping of how research is assessed, in order to give the non-profit academy-owned scholarly communications their place. All must be leveraged with technology to find more effective methods of communication and deployment of the knowledge generated by different regions, disciplinary fields or languages.

This qualitative study investigates how faculty gather information for teaching and research and their opinions on open access approaches to scholarly communication. Despite generally favorable reactions, a perceived lack of peer review and impact factors were among the most common reasons for not publishing through open-access forums.Cette étude qualitative examine comment les membres du corps professoral recueillent l’information pour l’enseignement et la recherche, et leurs opinions envers les approches de la communication scientifique à libre accès. Malgré des réactions généralement favorables, le manque perçu de révision par les pairs et les facteurs d’impact comptent parmi les motifs habituellement évoqués pour ne pas publier sur ces tribunes à libre accès.

This chapter focuses on the juvenile fiction of the British settler colonies to 1950, and considers how writers both take up forms familiar to them from British literature and revise these forms in the attempt to account for the specific geography, politics, and cultures of their places. It is during this time that the heroics associated with building the empire had taken hold of British cultural and literary imaginations. Repeatedly, the juvenile fiction of settler colonies returns to the question of the relations between settlers and Indigenous inhabitants—sometimes respecting the power of Indigenous knowledge and traditions; often expressing the conviction of natural British superiority to Indigenous ways of knowing and living; always revealing, whether overtly or covertly, the haunting of the stories of settler cultures by the displacement of Indigenous peoples on whose land those cultures are founded.

Scholarly communication faces increasing economical and ethical challenges, including pricing policies and overbearing behavior of commercial publishing houses. Based on the hypothesis that a diamond open access neuropathology journal of a high scientific and technical quality can be run entirely by neuropathologists, we launched Free Neuropathology (FNP; freeneuropathology.org) in January 2020. Classical publisher activities, such as copyediting, layout, website maintenance, and journal promotion, are undertaken by neuropathologists and neuroscientists using free open access software. The journal is free for both readers and authors, and papers are published under a Creative Commons BY SA licence, where copyright remains with the authors. Based on 26 articles published by August 2020, it takes FNP 11.1 days from submission to first, and 19.9 days to final, decision. High-quality copyediting, layout, and online publishing in the final format is accomplished in only 8 days. Absence of a commercial publisher enables prioritization of democratic and scientifically-driven decisions on editorial structure, website design, journal promotion, paper formatting, special article series, and number of accepted papers. This new model of journal publishing, which returns the control of scholarly communication to scientists, will be of interest to neuropathologists and wider scientific community alike.Learning ObjectivesSummarize the current state and driving forces behind commercial and non-commercial scientific publishing in neuropathology.Describe the advantages and challenges of a non-commercial publishing platform for neuropathology.

This research explored the awareness, usage and perspectives of Tanzanian researchers on open access as a mode of scholarly communication. A survey questionnaire targeted 544 respondents selected through stratified random sampling from a population of 1088 university researchers of the six public universities in Tanzania. With a response rate of 73%, the data were analysed using the Statistical Package for Social Sciences. The study reveals that the majority of the researchers were aware of and were positive towards open access. Findings further indicate that the majority of researchers in Tanzanian public universities used open access outlets more to access scholarly content than to disseminate their own research findings. It seems that most of these researchers would support open access publishing more if issues of recognition, quality and ownership were resolved. Thus many of them supported the idea of establishing institutional repositories at their respective universities as a way of improving the dissemination of local content. The study recommends that public universities and other research institutions in the country should consider establishing institutional repositories, with appropriate quality assurance measures, to improve the dissemination of research output emanating from these institutions.
