The Indian Ocean offers the “global commons” the sea lanes of communication that connects the East with the West. These SLOCs nurtures the global economic world by providing for a classical instance of ‘multilateral maritime matrix,’ whereby merchant ships are manufactured in one country, maintained and owned by another, underwritten by third, registered in fourth and crewed by subjects of another. In this regard, the strategic and commercial concerns of nation-states extends from its immediate maritime borders to the protection of chokepoints where merchandise is most vulnerable to array of contemporary security threats. The third largest ocean, since the cessation of bipolar hostilities after the end of the Cold War, has been integrated to global market economics to a critical extent whereby any interruptions to the established trade networks is likely to have a ‘shockwave effect’. The Indian Ocean is presaged to continue as a ‘central shipment pathway’ for regional and inter-continental trade in wide scope of commercial commodity items. The patterns observed in the region consists of up gradation of existing port infrastructure and developing export markets and resources based on blue economy would strengthen maritime ties. These transformations have the potential to permit the Indian Ocean to be the “strategic heart of the maritime world”.

This article discusses the changing perceptions on national security and civic anxiety. During the Cold War and its aftermath, security was rather a simple and straightforward issue. The countries knew their enemies, where they are and the threats they presented. On the event that, the enemies's secrets were unknown, probing techniques were employed to determine the weaknesses of the enemy. This formulaic situation which seeped through in to the twenty-first century left little room for innovation. In fact, in some countries, security maintained at the Cold War levels despite criticisms that new and emerging national security threats should be addressed at a new level. Of the powerful nations, America maintained the role of a world policeman and adapted its national security priorities according to its perception of a new series of strategic threats; however these new security strategies were without a sense of urgency. However, the perception of global threats and national security radically changed in the event of the 9/11 attack. The sleeping national security priorities of America came to a full force which affected the national security priorities of other nations as well. In the twenty-first globalized world, no conflict remains a regional clash. The reverberations of the Russian military action in Georgia, the Israeli intervention in Gaza, and the results of the attacks in Mumbai resonates loudly and rapidly through the wider international security system. While today, nations continue to seek new methods for addressing new security threats, the paradox of the national security policy is that nation-states have lost their exclusive grip of their own security at a time when the private citizens are assailed by increased fears for their own security and demand a more enhanced safety from the state. Nation-states have been much safer from large-scale violence, however there exists a strong sense of anxiety about the lack of security in the face of multiplicity of threats. Nations have been largely dependent on international coordinated action to achieve their important national security objectives. National policies and security theory lack precision. In addition, the internationalization of national security has eroded the distinction between domestic and foreign security. These blurring lines suggest that the understanding of national security is still at the height of transformations.

The article discusses the ways in which, in the seventeenth century, as India drew the attention of more Europeans, both as private traders and as part of larger east India companies, networks of contacts were established. Two ports in particular, Surat and Madras (now Chennai), became points of intersection of Europeans and Asians, through the multi-pronged trade networks that linked these two ports to other ports in the Indian Ocean world, through traders from across regions. Focus is on the English in particular, as their main port of trade for Mughal North India was Surat, and Madras, their first fortified establishment on the coast of India.

This article explores the private trade networks of English East India Company merchants on the west coast of India during the first half of the eighteenth century. Existing studies of English private trade in the Indian Ocean have almost exclusively focused on India's eastern seaboard, the Coromandel Coast and the Bay of Bengal regions. This article argues that looking at private trade from the perspective of the western Indian Ocean provides a different picture of this important branch of European trade. It uses EIC records and merchants' private papers to argue against recent metropolitan-centred approaches to English private trade, instead emphasising the importance of more localised political and economic contexts, within the Indian Ocean world, for shaping the conduct and success of this commerce.

The history of Islam in East Africa stretches back to around 1000 CE. Until the mid-20th century, it remained largely confined to the coast and closely bound up with the history of the Swahili towns situated on it. The Swahili language remains central to many East African Muslims, hence the occasionally heard phrase, “Swahili Islam.” East African Muslims are mostly Shafiites and some belong to Sufi orders, especially Qadiriyya and Shadhiliyya. Since c. 1850, Islam, with many variations in ritual, has become the religion of speakers of a multitude of languages across the region, second only to Christianity. The region’s independent nation-states initially promised equality for all religions within a secular order. Since c. 1990, though, the minority status of East African Muslims has fed into a multitude of grievances related to the region’s economic and political impasses. This situation has led to growing movements of Islamic preaching and activism, supported by increased contacts with congregations elsewhere in the Indian Ocean. At times, they have influenced electoral politics, especially in Zanzibar, where Islamic activism resonates with fear of marginalization by the mainland. In Kenya, Somali-influenced Islamist terrorists committed a series of atrocities in the 2010s. East African governments, in turn, have been proactive in tracking and disrupting such networks, and in Kenya, the government engaged in targeted assassination. Nevertheless, peaceful coexistence between Muslims and adherents of other religions remains the norm in East Africa, and its dynamics are often poorly understood.

At the end of World War 2, there were high hopes across the Indian Ocean for a new world in which the relationships between working people would mean more than the borders which separated them. This paper will explore the fate of the hopes for new worlds, in the decades after 1945, by following the uneven relationships among working class Australians, Indonesians and Indians in the aftermath of an intense political struggle in Australia from 1945 to 1949 in support of Indonesian independence. They had been brought together by intersections between the networks established through colonialism, like trade unions, communism and feminism, with those having much longer histories, like Islam. The men and women in this Australian setting expressed their vision in 1945 for a future of universal and transnational networks across the Indian Ocean which would continue the alliances they had found so fruitful. Today their experiences as well as their hopes might be called cosmopolitanism – they expected that the person-to-person friendships they were forming could be sustained and be able to negotiate the differences between them to achieve common aims. Although these hopes for new futures of universal alliances and collaborations were held passionately in the 1940s, all seem to have died by 1970, diverted by newly independent national trajectories and defeated by the Cold War. Yet many of the relationships persisted far longer than might be expected and their unravelling was not inevitable. This paper will trace the course of a few of the relationships which began in the heat of the campaigns in Australia, 1943 to 1945, in order to identify the continuing common ground as well as the rising tensions which challenged them.

The Indian Ocean has occupied an important place in the history of Africa for millennia, linking the continental land mass to the peoples, products, and ideas of the wider Indian Ocean world (IOW). Central to this relationship are environmental factors, including the biannual operation of monsoon winds, which determined the maritime movement of people, things, and ideas. The earliest of these connections involve the movement of food crops, domestic animals, and commensals both from and into Africa and its offshore islands. From the beginnings of the Current Era, Africa was an important Indian Ocean source of valuable commodities, such as ivory and gold; in more recent times, hardwood products like mangrove poles, and agricultural products like cloves, coconuts, and copra gained economic prominence. Enslaved African labor also had a long history in the IOW, the sources and destinations for the export trade varying over time. In addition, for centuries many different Indian Ocean immigrant communities played important roles as settlers, merchants, sailors, and soldiers. In the realm of culture and ideas, African music, dance, and spiritual concepts accompanied those Africans who were forcibly removed from the continent to the different Indian Ocean lands where they were enslaved. A further indicator of Indian Ocean connectivity is Islam, the introduction of which marks an important watershed in African history. The human settlement of Madagascar marks another significant Indian Ocean connection for Africa. At different times and in different ways, colonial rule—Portuguese, Dutch, Omani, French, and British—tied eastern African territories to India, Arabia, and Southeast Asia. Since regaining independence, African nation-states have established a variety of new linkages to other Indian Ocean states.

For historians of the Indian Ocean, the stakes in thinking about law and economic life are very high. As a key arena of world history, the Indian Ocean world has emerged as a site for reflecting on issues of connectivity and circulation, and for writing histories that cover broad spans of space and time. Many of these histories—and indeed, the pioneering works in the field—have focused on matters of trade and empire, the twin pillars of world history more broadly. Since around 2000, research has taken on different forms of migration as well as matters of ideology, culture, epidemiology, and more, but many of these discussions are still built on foundations of trade and empire: people, books, ideas, and diseases primarily circulate through networks forged via trade or through imperial channels. All of it, however, requires a rigorous engagement with questions of law, which undergirded production and trade in the region. The history of law and economic life in the Indian Ocean might be mapped onto three arenas. First, law played an important role in the politico-economic constitution of empires (Muslim or otherwise) in the Indian Ocean. Beyond that, though, one must consider the legal dynamics of trade networks within this world of empires, examining the intersecting private-order and public mechanisms that merchants drew on to regulate their commercial affairs. And finally, the histories of law, empire, and economic life all intersected in courtrooms around the Indian Ocean world, as economic actors took their disputes to different tribunals, shaping the contours of the legal history of the region.
