<p>The quality assurance system at Higher Education (especially in STKIP PGRI Tulungagung) is a must that must be done systemically, planning and sustainable through the establishment, implementation, evaluation, control and improvement of National Education Standards. In its implementation, the quality assurance system at STKIP PGRI Tulungagung has not run in accordance with the demands of the rules that are planned in a planned and consistent manner so that quality assurance is carried out sporadically.</p><p>The study used a qualitative approach with the research subjects being policy makers (Chairperson, Deputy Chairperson and Head of the Quality Assurance Agency), as well as the academics of STKIP PGRI Tulungagung, data collection techniques, using observation, interviewing, and documentation techniques. Data analysis techniques use the Miles and Huberman models. And in checking the validity of the data, researchers extended their participation, observation persistence, triangulation and peer discussion.</p><p>The results show that; first, quality assurance at STKIP PGRI Tulungagung has been carried out through the STKIP PGRI Tulungagung Education Quality Assurance Agency, while the quality assurance activities at STKIP PGRI Tulungagung are oriented towards strengthening and fulfilling the accreditation of study programs; second, the factors that become obstacles in quality assurance at STKIP PGRI Tulungagung are (a) the unavailability of quality manual documents; (b) the low level of leadership and academics, (c) human resources, (d) commitment, third communication technology systems, as well as strategies for improving quality assurance that must be carried out by institutions namely through meeting national quality standards.</p><p>The findings above are recommended; first, to the leadership of STKIP PGRI Tulungagung to improve insight, commitment and quality awareness as well quality culture through establishment, implementation and evaluation, control and increase in the National Standards for Higher Education in the STKIP PGRI Tulungagung environment</p>

<p><em>The purpose of the higher education quality assurance system is to ensure that all higher education standards run systematically and continue in a sustainable manner. Therefore, it is hoped that a quality culture will grow and develop in the university environment. In implementing the Quality Assurance System, Islamic Institute of Muhammadiyah Sinjai has a Quality Assurance Agency (LPM) which is tasked with implementing the SPMI. LPM as the organizer of SPMI acts as a tutor, facilitator, internal consultant, quality control and referee for the operations of all existing units. The evaluation was carried out in the form of distributing questionnaires filled out by the academic community which included the ability of LPM staff to meet document needs, the reliability of LPM staff in serving users, socialization of LPM product information, evaluation and monitoring of guidelines or standards, publication of evaluation results and monitoring of guidelines or standards, follow up evaluation and monitoring, service speed of LPM members, accuracy of service schedule implementation, and accuracy of completing tasks.</em></p>

Higher education quality assurance and accreditation was officially implemented inVietnamover twelve years ago. From a totally centralized model,Vietnam’s accreditation system has been becoming more independent, especially with the establishment of accrediting agencies. The first accreditation certificates were also awarded to universities that met quality standards and criteria. This paper investigates the development ofVietnam’s higher education quality assurance and accreditation for the last decade since the national quality assurance organization was established. The study first synthesizes the results achieved within this system, both in policy and practice, leadership and management. It also discusses human resources development for quality assurance and accreditation in the national context. Next, the paper highlights the self-evaluation and external evaluation activities, two most important steps of the accreditation process. In addition, building quality culture within higher education institutions is also paid attention to. Finally, lessons from the establishment and development ofVietnam’s accreditation are drawn. This study looks at an overall picture ofVietnam’s higher education quality assurance system since its establishment with a focus on policy, practice, leadership and management. It also hopes to contribute to the literature related to accreditation ofVietnam’s higher education.

This study aims to determine the model of the Internal Quality Assurance System applied in STKIP Singkawang. This study is a qualitative research using case study as a research method. The study was conducted in STKIP Singkawang with research subjects STKIP Singkawang Quality Assurance Agency. The technique is done to collect data consist of interviews and observations. The results showed (1) an internal quality assurance system STKIP Singkawang applying standard 41; and 2) quality assurance management model applied in STKIP Singkawang is PDCA model consisting of four main components, namely Plan, Do, Check and Action.

The regulation of Portuguese Higher Education is now in a period of evolution and undergoing profound changes. The quality assurance system implemented was criticised from the beginning, raising many doubts, and was often associated with some weaknesses. The pressure put on the Portuguese government to meet quality assurance standards in the scope of European Higher Education is enormous and several reforms and policy developments show that Portugal's Higher Education system is on the move. This paper compares the regulatory models in other European countries and analyses the new Portuguese model.

Each country in the world has its own individual approaches to the quality assurance system of higher education, so the quality of educational services in each country is different. The developing countries should be guided by the standards and recommendations put forward by the world’s leading countries in the field of the assurance system of higher education in order to improve the quality of education services. The purpose of the scientific investigation is to formulate the objectives and analyze the practical aspects of functioning of the quality assurance system of higher education. In the study’s framework of the practical aspects of the higher education’s quality in European Union’s countries, the methods of general analysis have been used, including comparison and grouping; at the same time, the presentation of statistics is also demonstrated by graphical methods. The practical aspects of quality assurance of higher education in European Union’s countries have been analyzed, which is reflected in the dynamics of the number of students who have received higher education, the structure of higher education degree seeking applicants, the employment rate of graduates who have graduated from higher education institutions (Employment rates of recent graduates), the World University Rankings, the Europe Teaching Rankings, rating of the strength of the higher education system (the QS Higher Education System Strength Rankings). Proposals for ensuring the proper quality of higher education and a high level of educational services to educational institutions of the European Union have been presented.
