Program modeling in the application and determination of key actors in integrated cropland rice management and resource management for policy making is critical and strategic towards sustainable agriculture development. the objective of this research is to get key element actors in determining integrated crop management (PTT) of paddy rice for sustainable agriculture. As an indicator element interpretive structural modeling (ISM) in this research using 5 (five) Indicator element that is 1) Role of government, 2) Purpose, 3) Main obstacle, 4) Requirement of a program, 5) Institution involved. Results of interpretive structural modeling (ISM) analysis indicate that integrated rice plant cultivation to sustainable agriculture is the role of government in making strategic plan program hence need to follow by making technical instruction. Achieve the objective of applying integrated cropland rice management using high yielding varieties with high productivity and favored by farmers. The need for integrated cropland rice management needs to have proper fertilizer subsidies, seed subsidies, improved irrigation infrastructure and additional capital. The main constraint of integrated crop management is the uncertain climate change so pest disease is still high and at the time of planting season gadu water difficulty. While the institutions involved should be well synergized between the agricultural service and the institute for agricultural technology assessment. Policy direction in the strategic plan program needs a short, medium and long-term strategic plan by related institutions so that the youth will be evaluated according to the action stage.

PurposeStrategic planning is the best tool for managers seeking an informed presence and participation in the market without surrendering to changes. Strategic planning enables managers to achieve their organizational goals and objectives. Hospital goals, such as improving service quality and increasing patient satisfaction cannot be achieved if agreed strategies are not implemented. The purpose of this paper is to investigate the factors affecting strategic plan implementation in one teaching hospital using interpretive structural modeling (ISM).Design/methodology/approachThe authors used a descriptive study involving experts and senior managers; 16 were selected as the study sample using a purposive sampling method. Data were collected using a questionnaire designed and prepared based on previous studies. Data were analyzed using ISM.FindingsFive main factors affected strategic plan implementation. Although all five variables and factors are top level, “senior manager awareness and participation in the strategic planning process” and “creating and maintaining team participation in the strategic planning process” had maximum drive power. “Organizational structure effects on the strategic planning process” and “Organizational culture effects on the strategic planning process” had maximum dependence power.Practical implicationsIdentifying factors affecting strategic plan implementation is a basis for healthcare quality improvement by analyzing the relationship among factors and overcoming the barriers.Originality/valueThe authors used ISM to analyze the relationship between factors affecting strategic plan implementation.

This study aims to determine the level of role of agricultural extension workers on adopting integrated crop management, determine the level of adoption of integrated crop management of paddy rice in increasing productivity, analyze the relationship between the role of agricultural extension workers and adoption of integrated crop management, and analyze the relationship between adoption of integrated crop management and the productivity of lowland rice.  Determination of sampling conducted by proporsional random sampling and obtained 99 people divided into eight agricultural extension work areas.  The research data is analyzed by descriptive and inferential statistics of Rank Spearman correlation test.  The results of the study showed that the role of field agricultural extension workers in the management of integrated crops of paddy fields was in the medium classification; these roles included activities in education, dissemination, facilitation, consultation, supervision, monitoring, and evaluation. Adoption of integrated plant management based on the use of quality seeds and planting systems, irrigation, fertilization, control of plant pests, handling of harvests to post-harvest were in the medium classification. The role of field agricultural extension workers was significantly correlated with the adoption of integrated crop management, while adoption of integrated crop management was related to the productivity of lowland rice.Key words : adoption, agricultural extension workers, integrated crop management, paddy, roles

The purposes of this study were to determine the level of adoption of integrated crop management ’jajar legowo’ innovation in lowland rice cultivation, related factors, household income of lowland rice farmers after adopting the innovation, and to know the relationship between the adoption rate and the welfare of farmers. This research was conducted in Palas Jaya and Pulau Tengah Villages, Palas District, South Lampung Regency. Respondents were 68 rice farmers taken proportionally and randomly from each of the two villages. Adoption of ‘jajar legowo’ planting system in Palas Jaya and Tengah Tengah Villages of Palas District, South Lampung Regency was high (92.64 percent). Factors related to the adoption were characteristics of innovation, characteristics of farmers, the role of extension workers, and household welfare of wetland rice farmers. Annual household incomes of rice farmers adopting integrated crop management were Rp24,251,188.24 consisting of Rp18,310,012 from on farm, Rp5,058,823.53 from nonfarm and Rp882,352.94 from off-farm activities. There is a significant correlation between the level of adoption of innovation in integrated crop management of paddy rice and household welfare of rice farmers.Key words: adoption, income, welfare

The purpose of this paper is to present an approach for modeling the barriers of information sharing (IS) in supply chain (SC) by developing the relationship between various information sharing barriers (ISBs). Using interpretive structural modeling (ISM), the result shows a hierarchy-based model and the mutual relationships among the ISBs. The result shows that there is a group of ISBs having high driving power and low dependence which requires maximum attention and of strategic importance while another group consists of those ISBs which have high dependence and are the resultant actions. This categorization provides an important guideline to top management to differentiate between independent and dependent ISBs and their mutual relationships which are playing the role of roadblocks for effective IS in SC.
