This essay examines the opinions and perceptions of 15 elementary school teachers and administrators regarding the English Education Reform Plan released by MEXT in December 2013 in order to pinpoint problems that may occur over the following six-year implementation period. The study consists of short individual and small group interviews loosely structured around six questions concerning the proposed policy and its impact on elementary level EFL. Participant responses are analyzed for their possible implications for the following language policy metrics: compatibility, complexity, relative advantage, observability, and trialability. The essay concludes by advocating a two-way approach to curriculum development at the elementary level and citing a need for both macro- and micro-level policy actors to work together to effectively deal with the challenges ahead. 本論では、平成25年度に文部科学省が発表した「グローバル化に対応した英語教育改革実施計画」の6年間にわたる実施にあたって、小学校レベルでどのような問題があるかを突き止めるため、その実施計画を基にそれぞれの小学校関係者の意見をまとめた結果を考察する。今回の研究は、15名の現役のクラス担任、学校長、また教育委員会、ALTを対象に、実施計画の中長期的な影響を話題にした、1対1および小グループに対する6つの質問からなる聞き取り調査を行った。対象者の回答を分析し、実施計画について、適合性(compatibility)、複雑性(complexity)、相対的優位性(relative advantage)、可観測性(observability)、試行可能性(trialability)などの言語政策基準に基づいて論ずる。結論として、今後、計画の実施に関連する問題を克服するには、国と各地域における小学校現場との緊密な関連が必要である。

Resumo: A Língua Inglesa é considerada o idioma mais falado do mundo, sendo caracterizado como a língua da comunicação e das relações internacionais. Cada vez mais o número de falantes deste idioma vem crescendo, e a necessidade de dominá-la passa a fazer parte da maioria da vida das pessoas, sendo frequente a busca por cursinhos durante a idade adulta, por necessidade de se inserir no mercado de trabalho. Esta procura decorre justamente da falta de incentivo que a aprendizagem de uma segunda língua recebe durante a infância, em que essa realidade se reflete de forma mais atenuada quando comparado às escolas privadas e públicas, em que uma oferece esse tipo de ensino desde a Educação Infantil, contudo a outra somente oferta a partir do Ensino Fundamental- Anos Finais. Nesse contexto, o presente artigo intitulado “O ensino da língua inglesa na educação infantil: o distúnciamento entre a escola pública e privada.” tem por objetivo analisar como se deu a introdução da Língua Inglesa no Brasil, bem como verificar a diferença entre o ensino do inglês na Educação Infantil das escolas públicas e particulares, ressaltando a importância e as vantagens de aprender um segundo idioma ainda na infância. A base teórica do trabalho se deu através de autores como Santos (2011), Rossato (2012), Kumaravadivelu (2013), constituindo assim uma pesquisa bibliográfica, que fez uso do método qualitativo para elaboração do escrito. A partir do exposto no decorrer do trabalho, foi possível concluir que as crianças, em razão do fator curiosidade, são mais propícias para aprender coisas novas, e portanto à introdução do ensino da L.I desde a infância é essencial para que o gosto por um novo idioma se desenvolva. Destarte, foi imprescindível também notar que as diferenças entre as instituições de ensino pública e privada, são fatores que dificultam o trabalho com o Inglês, em razão da muita ou pouca importância que ele recebe em cada instituição. Depreende-se que, a Língua Inglesa deveria ser mais valorizada principalmente no que tange sua relevância dentro da sociedade, o que implica dizer que quanto mais cedo for iniciada nas escolas, mais validos serão os conhecimentos adquiridos a partir dela, e por isso o ideal é que se inicie seu processo de aprendizagem ainda na infância, em conjunto com a Língua Portuguesa. Palavras-Chave: Escola pública; Escola privada; Ensino; Língua Inglesa; Infância. Abstract: The English language is considered the world’s most spoken language, being characterized as the communication and international relationships language. The number of people who speak this language has been increasing, and the need of knowing it precisely became a part of most of these people, so they search for lessons during their adulthood, to upgrade themselves in the business market. This need comes from the low encouragement received when it comes to bilingual education during the childhood, and this reality hits when we compare the public and private schools education, when one offers this type of education during the elementary school, and the other only introduces it from the late years in elementary school. With this in mind, the present article named “The English language teaching during the kindergarten: the gap between public and private school.” is focused in analyzing how the English language was introduced here in Brazil, and also verify the differences between the English education of private and public schools, being aware about the importance and benefits of learning a second language during the childhood. This article is based in works from authors like Santos (2011), Rossato (2012), Kumaravadivelu (2013), constituting a bibliographical research, using the qualitative method to formulate the article. From the above during this article, it was possible to conclude that children, from their curiosity, are more favorable to learn new things, so the introduction of the English education starting in their kindergarten it’s fundamental to develop interest for a new language. Thus, it was also essential to note that the differences between public and private educational institutions are factors that make working with English difficult, due to the high or low importance it receives in each institution. It appears that the English language should be more valued especially with regard to its relevance within society, which implies that the earlier it is started in schools, the more valid the knowledge acquired from it will be, and therefore the ideal is to start their learning process still in childhood, together with the Portuguese language. Keywords: Public School, Private School, Teaching, English Language, Childhood.

ABSTRACTThe shifting of curriculum from School-based to curriculum of 2013 which has been regulated under the Government of the Republic of Indonesia’s Regulation number 32 year 2013 about the alteration of Government Regulation number 19 year 2005 about National Standard of Education has some consequences in several factors. One of them is on the elimination of English subject in elementary school. Meanwhile, English is still badly needed in elementary school level. As a result, English is still offered in elementary school level but not as a subject. Instead, it is offered as a compulsory extra curricular for students. However, there was problem in its implementation which was caused by the different materials taught while the test administered was the same. As the consequence, the target for achievement could not meet the Minimum Mastery Criterion. It is even worse thatEnglish score becomes one of the requirements for enrolling in Junior High level. Thus, uniformity of syllabus and teaching materials for English subject for elementary school students is deemed necessary. Local values needs also to be embedded in the teaching materials to be developed as it is important in providing character education and reinforcing nasionalism for students. Prior to material development, a guideline for development is required.  Thus, need analysis and local wisdom-based syllabus development for elementary school level becomes the focus for this research. ABSTRAKPerubahan kurikulum tingkat satuan pendidikan (KTSP) menjadi  kurikulum 2013 untuk tingkat sekolah dasar berkonsekuensi pada berbagai faktor. Salah satunya adalah penghapusan mata pelajaran Bahasa Inggris pada tingkat sekolah dasar. Sedangkan permintaan masyarakat masih besar terhadap pembelajaran Bahasa Inggris di tingkat sekolah dasar. Dengan kondisi seperti sekarang ini, Bahasa Inggris tetap diberikan di tingkat sekolah dasar bukan sebagai mata pelajaran namun sebagai ekstra kulikuler wajib. Pada pelaksanaannya, timbul masalah karena tidak adanya keseragaman materi yang diberikan pada siswa padahal Bahasa Inggris diujikan di ujian sekolah. Sehingga target pencapaian Bahasa Inggris tidak bisa memenuhi Kriteria Ketuntasan Minimal (KKM). Ironisnya lagi, nilai Bahasa Inggris adalah sebagai salah satu syarat untuk masuk Sekolah Menengah Pertama. Maka dari itu, perlu adanya keseragaman silabus dan buku ajar Bahasa Inggris untuk sekolah dasar. Kearifan lokal juga dimasukkan dalam pengembangan buku ajar Bahasa Inggris untuk menanamkan pendidikan karakter dan penguatan rasa nasionalisme bagi peserta didik. Sebelum mengembangkan buku ajar, perlu ada acuan sebagai dasar pengembangan. Maka, dalam penelitian ini, dilaksanakan analisa kebutuhan dan pengembangan silabus untuk buku ajar berbasis kearifan lokal untuk sekolah dasar. How to Cite: Sartika,  D. H. This paper aims to discuss the implementation of English education in elementary school in Japan. What challenges faced by the implementation of English education in elementary school. This paper reviewed some articles and book chapter regarding teaching English at elementary school in Indonesia and Japan, and the principles of teaching English to young learners (TYL). First, it provides an overview of the characteristics of young learners and challenges faced by teachers in the teaching English to young learners. Second, it will briefly describe the history of English education in Japan, followed by the discussion of the present implementation of English education at elementary schools. Finally, it relates the discussion of English education at elementary school to Indonesian context.Key Words; English Education, Elementary School, TYL
