Decolonizing Refugee Studies, Standing up for Indigenous Justice: Challenges and Possibilities of a Politics of Place

This paper interrogates the challenges and potentials for solidarity between refugees and Indigenous peoples by bringing decolonial, anti-colonial and anti-imperialist critiques in different parts of the world, including in white settler colonies and in the Third World, into conversation with each other and with Refugee Studies. The first section of the paper offers two analytical steps towards decolonizing mainstream Refugee Studies. The first step involves identifying, analyzing and problematizing what we may call “an elephant in the room,” a parallax gap between Refugee Studies and studies of International Politics. The second analytical step is problematizing and challenging the popular discourses of charity and gratitude that dominate refugee discourses and narratives in the Global North. The second section of the paper engages in a more direct and detailed discussion about challenges to and possibilities for solidarity between refugees and Indigenous peoples. Articulating historical and contemporary parallels between refugee displacement from land and Indigenous dispossession of land, this section demonstrates that there are nevertheless no guarantees for political solidarity. It argues that potentials for solidarity are contingent on a politics of place, as articulated by Indigenous and non-Indigenous scholars; and also possibly on a reconceptualization and reorientation of refugee identity different from the ways it has been constituted in colonial discourses.

The chapter critically analyses the discourses on global factory workers that rest on three assumptions. First, the discussions of production are centred on stories of victimhood and produce a homogeneous image of third world workers as cheap and docile, who are affected by global labour market dynamics similarly and equally. Second, the third world is always theorised as a site of production and women factory workers are always positioned as sweatshop workers and never as consumers. Third, women's role as consumers appears only in relation to white women from the global north, who are assumed to have more purchasing power. Third world workers' consumption practices have been largely overlooked. The chapter problematises some of these assumptions. It proposes to look at the gender dynamics in the lives of women workers in global garment factories with a focus on their clothing consumption in order to further an approach that acknowledges the heterogeneity and agency of garment workers.

Ulf Johansson Dahre: Indigenous peoples and the right to self-determination: selfdetermination towards a new meaning? The beginning of the last decade of the 20th century has seen the end of a distinet era in international relations. This era, encompassing the years 1945-1990, was the era of decolonization, in which self-determination was defined or understood in relation to decolonization in the third world. This era also brought a distinet definition of self-determination. Entitled to self-determination were the peoples of European overseas colonies. Minorities and indigenous peoples excluded. However, a redefinition, or an extension of the concept, is ocurring. It is likely that self-determination will become a legal right of indigenous peoples, but not explicitly recognizing secession, but a right to political and social participation within the existing States. In the transition from colonial to postcolonial contexts, self-determination is becoming a means of conflict resolution and a way of pushing for democratic rights, also for indigenous peoples.

Abstract “A Frenchwoman Writes about Indochina, 1931-1949: Andrée Viollis and Anti-colonialism” examines investigative reporter Andrée Viollis’ journalistic career, especially her articles and books on French and other European colonies between 1922 and 1935, in order to challenge recent postcolonial critiques of her 1935 book, Indochine S.O.S, as immured in colonial ideology and rhetoric, including a kind of patriarchal feminism, despite being an exposé of colonial abuses and sympathetic to indigenous rebels against the colonial regime. Following the lines of recent critiques of postcolonial cultural approaches for inattention to the material conditions of colonialism, and feminist transnational scholars who attempt to link labour conditions in the “First World” to those in the “Third World,” The article establishes Viollis’ credentials as a liberal, not a maternal or patriarchal feminist, analyses her journalistic style, especially her use of indirect suggestion as a reporter in the popular daily press, and describes the interest in the colonies in the French public and press. Next the article describes Viollis’ colonial reporting and publications from the 1920s through 1935, with special attention to her exposés of economic exploitation in British and French colonies. Third, the article examines the evidence cited in postcolonial critiques of Viollis’ advocacy of equality between colonizers and colonized as mere equality between people of the same social class, her portrayal of indigenous Vietnamese as degraded, her belief that the French or French women should be moral tutors of the uncivilized natives, and finally her portrayal of indigenous peoples as degraded and animalistic, in light of a full analysis of her career and book. After a detailed analysis of her position on equality, morality, and the condition of peasants and workers up to and in the book, the articles rejects the evidence as partial and decontextualized, and the interpretation as unfamiliar with Viollis’ style.

Abstract:The state of the art is summarized showing many efforts but only few results which can serve as demonstration examples for developing countries. Education in health informatics in developing countries is still mainly dealing with the type of health informatics known from the industrialized world. Educational tools or curricula geared to the matter of development are rarely to be found. Some WHO activities suggest that it is time for a collaboration network to derive tools and curricula within the next decade.
