<p>The term "Learning Region" is used to identify a region which is innovative, economically successful, and inhabited by citizens who are active members of their local community. Such regions are characterised by strong links between local businesses, community groups, and education providers. Within a regional area interaction and exchange of information is easier and cheaper than in a national or international context. The success of an individual organisation is directly related to the quality of information available locally. Information technology can be an important tool in improving the flow of knowledge between the stakeholders within a region. The study examines the role that information and communication technologies (ICTs) play in the development of learning regions in New Zealand, and how they can be used to improve the quality of information flows both within the region itself, and between the region and the outside world. In particular the research considers what contribution ICTs make to organisational learning and innovation. Historical methods are used to build up a picture of the significant changes that have taken place within two contrasting regions of New Zealand between 1985 and 2005. The two selected regions are Southland and Wellington. Data was collected by searching regional newspapers, and conducting interviews with key figures in each region. A "6-I" framework of the "ideal" features of a learning region was developed from the literature review and this was used to analyse the data. The findings show a clear linear progression in terms of the development of hard ICT based networks, but a less clear pattern in terms of soft social networks where the same issues were revisited a number of times over the years. Though there was evidence of a relationship between the soft networks that existed at the regional level and the utilisation of hard ICT networks within a region it was difficult to quantify. Hard and soft networks evolve differently over time and the relationship between the two is nuanced. Both regions were successful in setting up high quality ICT networks. However, with the exception of the education sector, both regions struggled to co-ordinate their soft networks. Though good social capital existed in each region, especially in Southland, it was located in different interest groups and was not easy to bring together. This lack of co-ordination meant that the possibilities opened up by ICT infrastructure in terms of increasing innovation were not fully realised. Both regions demonstrated many of the characteristics of learning regions but neither region was able to bring all aspects together to reach their full potential. The thesis demonstrates the important role that soft social networks play in the successful utilisation of ICT networks within a regional setting.</p>

The purpose of this chapter was to investigate how effectively information and communication technologies (ICTs) were used at primary schools in the Ekurhuleni South district of Gauteng Province, South Africa for re-envisioning and restructuring e-schooling in underprivileged communities. Governments and schools made huge investments, integrating ICTs and providing computer-based education, to support teaching and learning. There have been numerous initiatives, which have been endorsed by national and international bodies worldwide. The main aim of all ICT-based initiatives was to enhance the quality of education and prepare learners for the emerging digital world. Numerous studies across the world have provided impressive outcomes for the use of ICTs in schools, and more evidence is also emerging regarding the sustainability of ICT transformation in schools. There has also been abundant literature, which emphasized the need for teachers to change their beliefs about and perceptions of ICTs in order to realize the full potential.

With the rapid development of information and communication technologies (ICTs), having a website is inevitable for the organizations. Ministry of Saudi Arabia has adopted a policy to use ICT to universities to improve their university portals and services that they offer. Although having good ICT infrastructure in the Saudi Arabian universities, the usage of university portal still low. This paper aims to identify the current situation of student’s portal usage and its content issues that face student in Saudi Arabia universities, and how to solve these issues to produce good quality of portal content that can encourage the students to use the student portal. An online survey questionnaire was collected from 40 academic staff from various universities in Saudi Arabia, and reviewed a numbers of papers. The findings reveal that there is a lack of student’s portals contents, awareness of using ICT, and training and guidance. By enhancing quality of content that will increase the student satisfaction to use the portal, and that will help the university to produce good portal to their students.

This paper focuses on the determinants of the impact of social networks on the recruitment process in Kosovar enterprises, concluding that the main factor of that impact is the quality of information, cost benefits, and timeliness. Another factor of particular importance is the competitive advantages social networks provide with respect to efficiently attracting suitable candidates to recruit through their unified data processing speed. The managers interviewed in this study provided evidence that recruitment using social networks is faster than with traditional methods. Social networks enable firms to quickly and easily access applicants from all over the world easily at a low cost. Social networks provide in-depth discussions to understand the views and opinions of both parties in the recruitment process. The information provided by social networks on the personal and professional life of the potential job candidate makes social networks an important tool for recruitment

The ability of coroners to make recommendations to various agencies and organisations is inextricably linked with the coroner's emerging role in death and injury prevention. Despite this, there is no legal obligation in New Zealand for agencies and organisations to respond to, or implement, proposed changes, which has led to claims that recommendations are being overlooked. However, concerns have also been raised about the quality of some recommendations, especially whether coroners have sufficient expertise to be proposing wide-ranging legal and policy reforms. This article analyses the extent to which recommendations are being implemented by the agencies and organisations to whom they are directed, and addresses whether the criticisms levelled at recommendations are valid. It is contended that greater transparency and accountability is needed in coronial processes to fully harness the preventive and therapeutic potential of coroners' recommendations.

With the development of social networks, the complexity of the factors affecting the users’ information dissemination is increasing and the complexity of online social networks and influencing factors of individual behaviors and attitudes make the development of online public opinion present a dynamic, complex, and multifactor evolution. Analyzing the influencing factors of public opinion dissemination is conducive to optimize company management and information diffusion management. However, there has been no comprehensive analysis of the complex factors that influence the dissemination of information; this study focused on synthesizing 20 empirical studies on the influencing factors of China public opinion dissemination from the perspective of the user, and a meta-analysis was conducted. We establish the influencing factors of users’ information adoption model from three aspects of information source reliability, perceived information quality, and the heat of public opinion events based on elaboration likelihood model. The results indicated that the main influencing factors of public opinion communication are authority, reliability, quality of information form, quality of information editing, quality of information utility, and event attendance preference. Among the factors, authority and quality of information editing have more significant impacts on users’ information adoption behavior in the dissemination of public opinion. In addition, whether the type of event was a public emergency had a moderating effect. The results are helpful to explore the universality of the influencing factors so as to help related regulators better build a multiangle supervision mechanism and conduct early warning of information diffusion.

Both housing structure and occupant use of homes influence health outcomes and carbon emissions. However, it remains unclear how these elements interact. We conducted semi-structured interviews with 13 technical experts in the New Zealand housing and health sectors. We applied the general inductive method for qualitative data analysis and generated frameworks for ‘housing structure’ and ‘occupant behaviour’ including: (i) issues or barriers, (ii) solutions or facilitators and (iii) potential interventions. Addressing the location, aspect and design of the house were seen to offer the greatest gains in energy efficiency, indoor temperature and air quality. Insulation, heating and ventilation were the most critical technologies for promoting health. Raising consumer expectations of housing standards was thought to be critical to boost demand and drive supply for better quality housing. Participants proposed that sharing personal stories, combining information with active strategies (demonstration, skill rehearsal) and providing incentives were promising strategies to realise the full potential of health-enhancing home design. Schools and the local community were identified as suitable settings. We conclude that public health interventions should not only aim to build homes that maximise health and environmental outcomes but must also pay attention to how occupants behave and interface with their houses.

As the upsurge of information and communication technologies has become the foundation of all modern application domains, fueled by the unprecedented amount of data being processed and exchanged, besides security concerns, there are also pressing privacy considerations that come into play. Compounding this issue, there is currently a documented gap between the cybersecurity and privacy risk assessment (RA) avenues, which are treated as distinct management processes and capitalise on rather rigid and make-like approaches. In this paper, we aim to combine the best of both worlds by proposing the APSIA (Automated Privacy and Security Impact Assessment) methodology, which stands for Automated Privacy and Security Impact Assessment. APSIA is powered by the use of interdependency graph models and data processing flows used to create a digital reflection of the cyber-physical environment of an organisation. Along with this model, we present a novel and extensible privacy risk scoring system for quantifying the privacy impact triggered by the identified vulnerabilities of the ICT infrastructure of an organisation. We provide a prototype implementation and demonstrate its applicability and efficacy through a specific case study in the context of a heavily regulated sector (i.e., assistive healthcare domain) where strict security and privacy considerations are not only expected but mandated so as to better showcase the beneficial characteristics of APSIA. Our approach can complement any existing security-based RA tool and provide the means to conduct an enhanced, dynamic and generic assessment as an integral part of an iterative and unified risk assessment process on-the-fly. Based on our findings, we posit open issues and challenges, and discuss possible ways to address them, so that such holistic security and privacy mechanisms can reach their full potential towards solving this conundrum.
