<p>This thesis considers conflicting representational strategies used by Christian missionaries in displaying Melanesian people to white audiences in the West with particular reference to films made during the period of colonial modernity between 1917 and 1935. Most scholarly work on Christian mission in the Pacific has focussed on the nineteenth century and on the effect of Christianisation on indigenous populations, rather than on the effect of mission propaganda on Western communities. This thesis repositions mission propaganda as an important alternative source of visual imagery of the Melanesian ‘Other’ available to white popular audiences.  Within a broader commercial market that commodified Western notions of Melanesian ‘savagery’ via illustrated travelogue magazines and commercial multi-media shows, missionaries trod an uneasy knife-edge in how they transmitted indigenous imagery and mediated cultural difference for white consumers. Five case-studies consider missionary propaganda from four Christian denominations in disparate parts of Melanesia. They reveal a temporal trajectory in the conflicted but symbiotic relationship between, on one hand, missionary organisations interested in propagandising their work and, on the other, travelogue-adventurers operating with commercial motives. This trajectory follows missionaries as they move from facilitation of travelogue-adventurers, through passive commissioning of their services, then active collaboration, and finally to autonomous film-making in their own right.  I consider how white missionaries played a pivotal role in both enabling and subverting the dominance of the prevailing commercial paradigm of the period: that Melanesians are by nature and definition ‘savages’ and ‘head-hunters’ residing in a thrilling, timeless, virtual place called ‘Cannibal-Land.’ These contradictory impulses, I contend, destabilised both Christian and ‘Cannibal-land’ stereotypes. This destabilising effect was not restricted to film, but I suggest that it was amplified by the use of the quintessentially modern medium of moving images. I argue that film – particularly film made by missionaries – posed an implicit challenge to the essentially literary trope of ‘Cannibal-land’. Moving images offered a more unruly medium within and around which indigenous Melanesians of the colonial era could sometimes display what I term a radical visibility that escaped and transcended both types of Western stereotype.</p>

In the last decades, one of the punchlines that has sought to legitimize neoliberal political discourse in Latin America is that of a harmonious multicultural community resulting from the recognition of cultural difference. However, progressive multicultural policies are routinely confronted with neoliberal economic mandates and prevalent socio-economic inequalities grounded in dominant criollo-mestizo culture. In this context, the multicultural policies of many of the region’s governments achieve little when it comes to improving the lives of indigenous peoples. Neoliberal multiculturalism may come to constitute a disciplinary framework deployed against indigenous groups to enforce political and economic demands. This chapter analyzes the ways in which some indigenous communities, namely the Maya in Mexico, the Mapuche in Chile and Afrocolombians on the Pacific coast, deal with and challenge these multicultural politics in their countries. Governmental efforts to promote multiculturalism may result in important limitations, as in the case of ambiguous legal procedures to define who can be represented as part of an indigenous culture. One of the ways indigenous communities (here we took Afrolatinamericans as well as indigenous people) have found to challenge neoliberal intercultural policies is to re-imagine their culture identity through memory and literature. Constructing a discourse of self-recognition as a different “imagined community” from the hegemonic criollo-mestizo group within the territory of the Nation-State they inhabit, they articulate a counter-narrative that not only challenges the infamous narratives about them inherited from the Colonial era, but also challenges those of recent times dictated from above

The study brings together fourteen landscape place names with the element ‘mermaid’ from the West Indies. The locations range from a coastal cave in Bermuda, in the north, to an inland pool in Trinidad, in the south. Some of these names are linked to regional folklore; some are arguably confected names invented, for instance, to encourage tourism. The author asks what markers can help us distinguish between folklore and confected names and ends with a list of other mermaid place names in Africa, the Pacific and America that might have their origins in indigenous or colonial era folklore.

Coconuts provided commodities for the West in the form of coconut oil and copra. Once colonial governments established control of the tropical Pacific Islands, they needed revenue so urged European settlers to establish coconut plantations. For some decades most copra came from Indigenous growers. Administrations constantly urged the people to thin old groves and plant new ones like plantations, in grid patterns, regularly spaced and weeded. Local growers were instructed to collect all fallen coconuts for copra from their groves. For half a century, the administrations’ requirements met with Indigenous passive resistance. This paper examines the underlying reasons for this, elucidating Indigenous ecological and social values, based on experiential knowledge, knowledge that clashed with Western scientific values.

The current debate on the vices of multiculturalism and the merits of integration, of problematizing cultural difference, appears to miss important lessons from recent history in the treatment of minorities. In this paper, I start by questioning the celebration of Barack Obama’s election as a “breakthrough” for multicultural inclusiveness. I argue that the “Obama phenomenon” highlights the limits of democratic inclusiveness and sheds light on the traumatic experience of African Americans, who have been victimized precisely for seeking to assimilate. European Jews, especially in Germany, could not be accused of any reluctance to integrate either, and their contributions to European culture are legendary. But they also suffered grievously for their pains. Thus when the same xenophobic political trends traditionally hostile to the integration of minorities begin to vociferously demand that Muslims should integrate, this must be seen as a warning that we may be heading toward a very dark phase of race relations in the West.

AbstractNot everything that is logically possible and technically feasible is also natural, for example, placing China in the exact center of a world map. Such a map would not correspond to the laws of perception.Matteo Ricci, who was the first to create Chinese world maps on which the Americas were depicted, had to choose between two ideals, between a world map that obeys the gestalt principles of perception and a world map with the “Central State” China in its center. The first ideal mattered more to him than the second, although he took the latter into account as well. The result was a Pacific-centered map.Since we live on a sphere, what we perceive to be in the East and in the West depends on our location. It is therefore natural that in East Asia, world maps show America in the East and not – as in Europe – in the West. This was the argument underlying Ricci’s creation of Pacific-centered maps, and not the intention of depicting China as close to the center of the map as possible.It is only in East Asia that Ricci was the first to create Pacific-centered maps. World maps with the Pacific in the midfield were made in Europe before Ricci, motivated by the traditional unidirectional numbering of the meridians (0°–360°) from West to East starting with the Atlantic Insulae Fortunatae (Canary Islands).

The West, chiefly Europe, left political footmarks in Africa from the Colonial Era, along with varying economic footprints and surviving engagements in the immediate Post-colonial Era. However, the relationships between Africa and her former colonial masters have hardly yielded much to the former following the wave of independence, leading to the perception of failed relationships. This perception of failure to deliver on their undertakings has left Africa with only one option—China. The latter has been addressing some of Africa’s urgent infrastructure needs in return for natural resources and agricultural products. These engagements on the surface appear to be good business, but on further examination seem questionable notably as it relates to debt distress on vulnerable economies. To increase her footprint within the continent, China extended her Belt and Road Initiative (BRI) to most African nations who have signed a memorandum of understanding for future development projects. Though the commitments usually are unspecified, China’s investments have seen rapid growth since the early 2000s, largely owing to the implementation of the BRI. The memoranda have had the potential to strengthen ties with partner nations. The expansion to include Africa in its economic participation in the BRI has left the West questioning China’s motives while reinforcing suspicions about possible future US-China conflict. The impact of BRI on the African continent is quite visible in all the subregions, especially in their improved gross domestic products. A burning question has been whether these partnerships represent win-win relationships for sustainable growth or debt-growth dynamics.

AbstractThe northeastern Pacific Ocean is a preferential location for the formation of closed low pressure systems. These slow-moving, quasi-barotropic systems influence vertical stability and sustain a moist environment, giving them the potential to produce or affect sustained precipitation episodes along the west coast of the United States. They can remain motionless or change direction and speed more than once and thus often pose difficult forecast challenges. This study creates an objective climatological description of 500-hPa closed lows to assess their impacts on precipitation in the western United States and to explore interannual variability and preferred tracks. Geopotential height at 500 hPa from the NCEP–NCAR global reanalysis dataset was used at 6-h and 2.5° × 2.5° resolution for the period 1948–2011. Closed lows displayed seasonality and preferential durations. Time series for seasonal and annual event counts were found to exhibit strong interannual variability. Composites of the tracks of landfalling closed lows revealed preferential tracks as the features move inland over the western United States. Correlations of seasonal event totals for closed lows with ENSO indices, the Pacific decadal oscillation (PDO), and the Pacific–North American (PNA) pattern suggested an above-average number of events during the warm phase of ENSO and positive PDO and PNA phases. Precipitation at 30 U.S. Cooperative Observer stations was attributed to closed-low events, suggesting 20%–60% of annual precipitation along the West Coast may be associated with closed lows.
