<p>The first recorded scholarship programme in Sāmoa began in the 1920s under the New Zealand Administration. Since that time, more and more students have travelled abroad for education both through sponsored and privately-funded programmes. This thesis examines the stories of 18 Sāmoan research participants who emigrated from their homes for western education. It examines how their experiences have contributed to the development of Sāmoa as a ‘nation’  “Folauga” is a common Sāmoan term for a “journey” and can be used in different contexts. The most common context for folauga is the literal journey where people travel from and arrive at a particular destination. There are many and diverse motivation ns leading to the decision of the 18 research participants to migrate. However, no decision was made independently. With the support and assistance of their respective āiga (family), they were never alone. From birth they were taught the value of the āiga and fa’a Sāmoa (the Sāmoan way) and when they studied abroad their āiga were at the forefront of their minds, but so too was fa’a Sāmoa. These 18 research participants excelled in both the western and Sāmoan worlds. They gained qualifications and experience that supported their āiga, and ultimately benefited Sāmoa as a ‘nation’.   The 18 participants did not all return to Sāmoa to live permanently. Some moved to Fiji and others to New Zealand. This should not be viewed negatively because through transnationalism, Sāmoan migrants are very much connected to their homelands through money, goods of many different kinds, artefacts, ideas and symbols. Their migration often involves individuals, families, groups and institutions. It is important however to define ‘Sāmoa’ in the context of this argument. Sāmoa has two constructions of place and of people: the first is Sāmoa as a land-mass and geo-political-legal jurisdiction that is centred on the land and sea and is vital in acknowledging roots and a place of identity. The second construct acknowledges, due to globalisation and migration facilitated by technology, Sāmoan people are no longer confined to the geographical location of Sāmoa.   This research employed talanoa as a method to explore the experiences, attitudes, and reflections of the participants. The interview process involved not only long and wide-ranging conversations, but also a process of relationship building. Records of the discussions were written, checked and negotiated so that the 18 participants and the researcher produced a series of scripts – ‘mini biographies’ – that provided a rich body of data for analysis.   The contribution of the stories of the 18 research participants to development as a discourse is significant. The participants have navigated their folauga confidently in a western setting as well as within fa’a Sāmoa. Many other Sāmoans have done the same. I therefore argue that not all earlier conventions of development such as modernisation were wasted on Sāmoa. While there is a place for newer development theories such as post development and indigenous epistemologies, for the 18 research participants, they were able to excel in a world of development much of which was externally defined but some of which could be shaped and adapted. The participants saw the good in modernisation and, coupling it with fa’a Sāmoa, they found a recipe to survive and thrive in both worlds.</p>

The relevance of the regional demographic policy study in the Far East is beyond doubt. This article considers the real demographic situation in Primorsky krai and shows that its territory has seen a steady decline in the population due to natural decrease and migration outflow connected with the low standard and quality of life that in turn reduces the attractiveness of the region and makes it particularly vulnerable to global challenges. Attention is paid to the fact that under the conditions of the Russian Federation subjects' differentiation by geographical location, natural resources potential and level of socio-economic development there is no single approach to the regional demographic policy. Differences in the characteristics of the subjects lead to the necessity of developing demographic programs that would take into account the regional specifics, traditions, characteristics and needs of a particular territory. There are presented the results of the author's study of subjective assessments of the social well-being of young people in Primorsky krai and their migration intentions. The data obtained show that a significant part of young people assess the situation in Primorsky krai as unfavorable for further self-realization; the majority of respondents answered that in other regions/countries it would be easier for them to build a career, start a business, and achieve a high level of material well-being. The directions of the regional demographic policy, which allow attracting and retaining highly qualified personnel in the region, are suggested.

Through this innovative and unique perspective on Polynesian history, which has not been previously undertaken, the reader is encouraged to think about regions outside Europe in relation to the premodern period.

Orthohantaviruses give rise to the emerging infections such as of hemorrhagic fever with renal syndrome (HFRS) and hantavirus pulmonary syndrome (HPS) in Eurasia and the Americas, respectively. In this review we will provide a comprehensive analysis of orthohantaviruses distribution and circulation in Eurasia and address the genetic diversity and evolution of Puumala orthohantavirus (PUUV), which causes HFRS in this region. Current data indicate that the geographical location and migration of the natural hosts can lead to the orthohantaviruses genetic diversity as the rodents adapt to the new environmental conditions. The data shows that a high level of diversity characterizes the genome of orthohantaviruses, and the PUUV genome is the most divergent. The reasons for the high genome diversity are mainly caused by point mutations and reassortment, which occur in the genome segments. However, it still remains unclear whether this diversity is linked to the disease’s severity. We anticipate that the information provided in this review will be useful for optimizing and developing preventive strategies of HFRS, an emerging zoonosis with potentially very high mortality rates.

Introduction:This study profiles climate change as an emerging disaster risk in Oceania. The rationale for undertaking this study was to investigate climate change and disaster risk in Oceania. The role of this analysis is to examine what evidence exists to support decision-making and profile the nature, type, and potential human and economic impact of climate change and disaster risk in Oceania.Aim:To evaluate perceptions of climate change and disaster risk in the Oceania region.Methods:Thirty individual interviews with participants from 9 different countries were conducted. All of the participants were engaged in disaster management in the Oceania region as researchers, practitioners in emergency management, disaster health care and policy managers, or academics. Data collection was conducted between April and November 2017. Thematic analysis was conducted using narrative inquiry to gather first-hand insights on their perceptions of current and emerging threats and propose improvements in risk management practice to capture, monitor, and control disaster risk.Results:Interviewees who viewed climate change as a risk or hazard described a breadth of impacts. Hazards identified included climate variability and climate-related disasters, climate issues in island areas and loss of land mass, trans-nation migration, and increased transportation risk due to rising sea levels. These emerging risks are reflective of both the geographical location of countries in Oceania, where land mass due to rising oceans has been previously reported and climate change-driven migration of island populations.Discussion:Climate change was perceived as a significant contemporary and future risk, and as an influencing factor on other risks in the Oceania region.

This article aims to examine the evolution of the business accelerators and their impact in New Zealand over the course of last decade to develop a better understanding of the role accelerators have played within the New Zealand innovation ecosystem, their influence on the innovation community and how accelerators measure their success. An exploratory qualitative study was undertaken which mainly draws from semi-structured interviews with mentors, participants and senior executives of accelerator programs. Secondary data were collected from presentations on YouTube, consultancy reports and internal reporting to provide context for the interviewee’s perspective. New Zealand with its remote geographical location, distinct company environment and its uniqueness within the wider business environment and institutional configuration provides a novel context to this study. The findings indicate that after more than a decade of operations, long-term outcome and benefits of accelerators to New Zealand innovation ecosystem are still unclear.

AbstractIn the bi-cultural context of Aotearoa (New Zealand), engagement with stakeholders that is transparent and culturally responsive is a priority for educational research. More common research approaches in New Zealand have followed a Western euro-centric model of engagement with research participants resulting in interventions and initiatives that have not necessarily served the needs of the education sector. The authors critically analyse the researcher relationship with research participants to provide a Māori perspective to guide the engagement process as researchers enter educational communities to conduct research. Embedded with Māori ideology and knowledge, the Hei Korowai ethical research framework is a platform for insider positionality that acknowledges partnership between the researcher and the researched for the benefit of knowledge development and the educational sector.
