Though we may be competent at using many technologies, most of what we think we know about technology in general is false. Our error stems from the everyday conception of things as separate from each other and from us. In reality technologies belong to an interconnected network the nodes of which cannot exist independently qua technologies. What is more we tend to see technologies as quasi-natural objects, but they are just as much social as natural, just as much determined by the meanings we give them as by the causal laws that rule over their powers. The errors of common sense have political consequences in domains such as, development, medicine and environmental policy. In this paper I summarize many of the conclusions philosophy of technology has reached reflecting on the reality of our technological world. These conclusions appear as paradoxes judged from our everyday perspective.This paper presents a philosophy of technology. It draws on what we have learnt in the last 30 years as we abandoned old Heideggerian and positivist notions and faced the real world of technology. It turns out that most of our common sense ideas about technology are wrong. This is why I have put my ten propositions in the form of paradoxes, although I use the word loosely here to refer to the counter-intuitive nature of much of what we know about technology.

Since 2005, expenditures on research, development and technological work (R & D) have been allocated in the structure of investments in non-financial assets. The absence of methodological developments on a comprehensive analysis of indicators of environmental and economic efficiency does not allow us to clearly determine the real costs of creating a system of rational nature use and environmental protection. In order to, at least approximately estimate the necessary level of investment in the restoration of the environment, it is necessary to conduct a study of the relationship between investment and environmental activities through the interrelationship between the concepts of "investment" and "capital investments".

AbstractEarly modern London burned quantities of dirty coal that were unparalleled anywhere in Europe before industrialization, and the consequent smoky air was a matter of more serious and sustained concern than has been appreciated by either early modern or environmental historians. During the 1620s and 1630s, King Charles I and his government sought to remove smoky industries, above all large brewhouses, from the vicinity of the court in Westminster. This was part of a broader campaign for order and beauty that has been described by other scholars, but a focus on smoke highlights the very partial successes achieved by attempts to reform the real spaces of royal government. The improvement of Westminster's air during Charles's personal rule displays an early modern variety of environmental concern that was expressed through courtly display, hierarchy, distinction, and exclusion.

The paper considers the question of the peculiarities of the regulation of civil liability for environmental offenses. A significant step forward in strengthening the importance of the institution of legal liability for environmental offenses in Ukraine was enshrined in the Concept of National Environmental Policy until 2020, the principle of “environmental responsibility, which requires liability for any violations of environmental legislation”. This principle, according to the above concept, is included in the list of fundamental principles on which the national environmental policy in Ukraine should be based. The purpose of the study is to define the concept of legal liability for environmental offenses, to establish its features, types and relationships with other concepts, to clarify the content of environmental offenses and ways to prevent its commission. Legal liability for environmental offenses is an important legal institution to ensure law and order in the field of ecology, environmental safety, protection of human rights and freedoms, which has both general features of legal liability, developed by theory, and specific features due to the subject of regulation. Liability for environmental offenses arises only due to the existence of such an environmental offense, which is characterized by a number of features and a special composition, which includes such mandatory elements as object, subject, objective and subjective side. The absence of these elements excludes grounds for liability. At the level of the application of liability to offenders, the state must address the issue of preventing the commission of these offenses. The causes and conditions of committing specific crimes or administrative offenses must be established and ways to reduce their number must be established. Civil liability is an important means of restoring violated rights and compensation for damage caused by the offense. Thus, environmental liability is a new independent type of legal liability, which has not yet been enshrined in law, but has already received the support of many legal scholars and is currently a promising area for the development of the institution of liability.

The article deals with the problem of the harmonious development of schoolchildren in the city of Khabarovsk. The key components for the harmonious development of the personality of a modern student are shown theoretically. The survey data of schoolchildren of grades 6-11 on the subject of their satisfaction with the organization of the educational process have been presented. The analysis of the respondents’ answers revealed a complete discrepancy between the real conditions of teaching modern schoolchildren to those components that are necessary for the harmonious development of the child’s personality in the system of lifelong education. In the studied educational institutions of Khabarovsk priority is given mainly to the learning process. The educational process is often implemented in only one direction to the detriment of other areas of education. The results obtained define the problem of determining the causes of such stagnation, as well as the conditions conducive to the development of active, harmoniously developed people.
