This article examines the discursive strategies, the ideological dominations and interrelated material tools employed by the Tigray People’s Liberation Front (TPLF) in maintaining its rule. It also unravels the hegemonic crisis it has encountered, and the counter-hegemony it has confronted since 2015. Gramscian novelties of historical bloc, hegemony, organic crisis, counter-hegemony, and interregnum, are deployed in order to understand the continuities, ruptures and crises witnessed in Ethiopia’s politics for the past thirty years. The article interprets the crisis of the TPLF since the 2015 protests through the prism of organic crises and analyses the counter-hegemonic contestations, the interregnum and the ongoing war since 4 November 2020. The article adds to the recent resurgence of interest in Gramscian perspectives by demonstrating the relevance of Gramscian concepts to the understanding of politics in the states of the global south.

The past few decades have seen an increase of sport mega events (SMEs) held outside the Global North. This tendency has been accompanied by a growing public expenditure in these events. This paper employs selected Global South SMEs to discuss this trend. By critically analysing public documents, biddings and reports, the study traces comparisons between 21st-century Global South and Global North SMEs expenditures, in the revenue of franchise owners (FIFA and the International Olympic Committee), in construction costs within the budgets and in the costs related to security. This comprehensive and intertwined investigation shows the need for new analytical tools – such as the Renewed Policy of Sport Mega Events Allocation, a concept developed here - to better capture the central questions posed by the challenges of ‘SMEs going South’.

AbstractOver the past two decades, constructivist International Relations (IR) scholars have produced substantial knowledge on the diffusion and adoption of global norms, emphasising the role of Western norm entrepreneurs in constructing and promoting new norms to passive, generally non-Western, norm takers. An emergent literature on norm dynamics unsettles this narrative of linear progress, highlighting the agency of diverse actors, including the agency of non-Western norm entrepreneurs, in normative change. This article contributes to this recent norm research by exploring the normative agency of local actors in the Turkish context, who have actively engaged in normative contestation over the meaning of gender equality. More specifically, the article reveals the crucial role of a pro-government, conservative women's organisation in subverting global gender equality norms and in promoting a local norm of ‘gender justice’ as an alternative. The article furthers research on norm contestation by analysing the discursive strategies and justifications local norm makers have adopted in the Turkish context upon encountering norms that challenged their normative beliefs and practices. Finally, the article critically engages with postsecular feminism, highlighting the agency of a religiously informed, conservative women's organisation as a non-Western norm entrepreneur.

In this article, we aim to demonstrate that the low prices of goods produced in the global South and the attendant modest contribution of its exports to the Gross Domestic Product of the North conceals the real dependence of the latter's economies on low-waged Southern labor. We argue that the relocation of industry to the global South in the past three decades has resulted in a massive increase of transferred value to the North. The principal mechanisms for this transfer are the repatriation of surplus value by means of foreign direct investment, the unequal exchange of products embodying different quantities of value, and extortion through debt servicing.<p class="mrlink"><p class="mrpurchaselink"><a href="http://monthlyreview.org/index/volume-67-number-3" title="Vol. 67, No. 3: July 2015" target="_self">Click here to purchase a PDF version of this article at the <em>Monthly Review</em> website.</a></p>

The article examines the origins of the Global Labour Journal (GLJ) and its goal of broadening labour studies. It shows how, over the past decade, the GLJ has recorded and analysed the forms of action and organisation that fall outside the traditional focus of labour studies. Through a range of careful case studies, the Journal has made an important contribution to the growing field of global labour studies. The two topics that have been the focus of most attention across all types of submissions have been: 1) precarious work and new forms of labour struggles; and 2) international trade unionism or transnational/global labour. The Journal has been successful in giving a platform to content from the Global South, but it is uneven and limited. Another major limitation is the failure to bridge the divide between the big questions raised in the Marx/Polanyi debates during the early phase of the Journal with the more concrete accounts of labour rediscovering its power on the periphery of labour movement.  The article concludes by pointing towards possible options facing labour and the choices facing the GLJ. Over the past two decades, a number of states have risen to take on substantial roles in peacebuilding efforts across the globe. China, Brazil, India, South Africa, and Turkey, among others, have become major players in their regions and beyond. This chapter analyzes how peacebuilding serves as the locus for these states to contest the rules underpinning the international order and to stake their claim to influence. These states have to date worked within the dominant liberal paradigm rather than revamping it; thus they have brought significant improvements in legitimacy and efficacy through their domestic experiences. The chapter identifies the commonalities that Southern rising powers apply to peacebuilding, as well as divergent characteristics that hamper its spread. It provides a definition of this class of states apt for analyzing their peace policies and crystallizes elements of a Southern-based rising-power contribution to global peace. Examples are given of how these states have sought to multilateralize their cooperation and act consistently within the United Nations. The analysis then takes a closer look at the practices of Brazil and India, two major rising powers from the Global South.

Social contracts are concerned with the legitimacy of the state over the individual. The social contract offers mutual benefit and reciprocal obligation and is intrinsic to liberalism’s assertion that freedom is normative and encroaching on freedom requires justification. The social contract is both a philosophical idea and a toolkit for defusing conflict and tying participants to core liberal values. Talk of new social contracts, including intergenerational contracts, focus on maintaining a peaceful status quo, not transcending it. For the Global South in general, and youth in particular, the experience is more contract and less social. There seems little opportunity for southern youth to move from the margins to center stage, mimicking the inability of the Global South to do the same. Southern youth bear the brunt of limited economic opportunities, precarious employment, inequality, racism, and violence, compounding their marginalized place in society. What value can social contracting play beyond a short-term band-aid, unless it incorporates a fundamental rupture with the past?

Purpose: (1) Critique conventional schooling as detrimental to student well-being and learning. (2) Articulate an alternative that is more conducive to learning and well-being in classrooms, schools, and educational systems. Design/Approach/Methods: I review the historical functions of compulsory schooling, the main critiques to conventional schooling developed over the past century, emerging knowledge on the neuroscience of learning and well-being, and cases of large-scale pedagogical transformation from the Global South. Findings: I argue that conventional schooling is detrimental to well-being, that deep learning is a precursor of well-being, and that compulsory schooling is not designed to cultivate it. Well-being has to be de-schooled so that students thrive in schools: The grammar of schooling has to be replaced with the language of learning. This requires deep and widespread cultural change, and some movements of pedagogical renewal from the Global South offer important lessons on how to accomplish this. Originality/Value: Expanding the scope of existing debates about student well-being by questioning the assumption that compulsory schooling is inherently good and pointing out that unless the default culture of schooling is replaced with cultures of robust learning, student well-being efforts will simply reproduce the very problems they seek to solve.

This conclusion evaluates the prospects of the global reflex going forward. On one hand, some global voices have bolstered Christian Americanism. Westerners have used Christians from the Global South to maintain established views and practices, and populists have resisted cosmopolitan trends. On the other hand, declining Western church attendance, rapid growth in the Majority World, immigration patterns, and flourishing theological work from the East and South suggest persistent influence on a range of issues such as race, missiology, social justice, sexuality, and spirituality. If moderate wings—such as Christians of color, Majority World immigrants, and younger churchgoers—choose to identify as evangelical, they represent the future more than practitioners of Christian Americanism who wax nostalgic for the past. Whatever the case, this book calls for global narrations of evangelicalism that include nonwhite voices engaged in both mutuality and resistance.

AbstractThis article builds on recent accounts of diffuse and complex agentic practices in the global South by drawing on ethnographic data gathered in northwestern Ghana among the Dagaaba. Contemporary feminist discourses and theories, particularly in contexts in the global South, have sought to draw attention to the multifaceted ways in which women exercise agency in these contexts. Practices that in the past were perceived as instruments of women's subordination or as re-inscribing their oppression have been re/interpreted as agentic. Agentic practices are theorized in more fluid terms than the binary pairing of agent/victim debates permit. Dagaaba contexts are deeply pervaded by beliefs in supernatural power forms, and these forces dis/empower certain forms of agentic acts. This article demonstrates that key factors combining with male power to regulate women's exercise of agency are perceived mystical forces. I argue that, in order not to risk missing agency—or rather “misdescribing” it—in the context of Dagaaba and most parts of sub-Saharan Africa, where the belief in mystical forces is profoundly pervasive, the role of these power forms as important determinants of the form that agentic practices assume—and more broadly, the way power works—needs critical attention in feminist theorizing.
