Natural hazards cause damages to the U.S. residential housing stock every year, and reconstruction of damaged housing is essential for the long-term community resilience. Post-disaster housing reconstruction in the U.S. is a market-driven process, influenced by the availability of construction and capital resources. Previous case studies have illustrated that housing reconstruction outcomes are uneven across different disaster-affected regions of the U.S. and may be attributable to varying availability of regional construction and capital resources. However, there is a lack of quantitative studies exploring the relationships between resourcing factors and housing reconstruction outcomes across varying geographical regions of the U.S. Using Ordinary Least Squares (OLS) regression and Geographically Weighted Regression (GWR), this study aims to: (1) quantify the relationships between pre-disaster construction and capital resource availability and post-disaster housing reconstruction outcomes at a regional scale; and (2) explore spatially varying relationships between resourcing factors and reconstruction outcomes. The Northeast census region of the U.S. is used as a case study for this research, due to unprecedented levels of residential housing disaster damages from 2011-2012. Results from the case study highlighted significant relationships between resource availability and reconstruction outcomes, and the relationships varied across the study region.

Purpose This study aims to reframe the common concept of post-disaster reconstruction “building back better”, especially in the context of post-disaster housing design. Design/methodology/approach An Aceh post-tsunami housing reconstruction project is used as a case study with qualitative methodology through in-depth interviews of selected respondents. Findings The study findings have shown that the term “building back better” is not a familiar term for housing recipients. Whichever different personal background post-disaster survivors come from, whether they are housewife, civil servant, fisherman, university student, businessman or a professional, none have ever heard this phrase. All found it hard to understand the term. This study argues that the “building back better” concept is good in policy but not working in practice. As a result, housing recipients not only were dissatisfied with their new houses but also found that the new housing configurations profoundly altered their traditional way of life. In light of these findings, the paper argues that the concept of “building back better” needs to be reframed to take account of the cultural individual and communal needs and wants of post-disaster survivors. Research limitations/implications This study discusses only one aspect of post-disaster reconstruction that is the design of housing reconstruction. Practical implications Results from this study provide a practical contribution for reconstruction actors especially designers, architects and planners. It helps them to reconsider the common concepts they have used for post-disaster reconstruction processes particularly in designing housing reconstruction projects. Originality/value This study focuses on the question of how tsunami survivors in Aceh reacted to the design of their new post-tsunami houses and what they had done themselves to make their homes a better and nicer place to live within their own cultural needs. This study also sought to understand what motivated the opinions the respondents had about the design of housing reconstruction after the tsunami in Aceh generally. In addition, the study investigated whether survivors knew the phrase and the credo of “building back better” in a post-disaster context.

An objective evaluation of users’ long-term satisfaction with the post-disaster permanent housing provided is important for judging the successes or failures of housing reconstruction programs. Focussing on four resettlement sites built via the REKOMPAK program after the 2010 Merapi eruption, this paper examines the users’ long-term satisfaction with the provided housing, and explores how their satisfaction level relates to their demographic characteristics and level of participation in the reconstruction processes. The results show that the households are in overall satisfied with the present housing. Their overall satisfaction level is statistically positively associated with household income, but not their level of participation and other demographic characteristics. These findings provide evidence on a satisfactory outcome in the long-term for the REKOMPAK, a community-based reconstruction program that was implemented in Indonesia since 2004, and a useful insight for local authorities, humanitarian and other agencies involved in post-disaster reconstruction program.

The outcome of post-disaster housing in Malaysia, particularly in Kuala Krai Kelantan, has remained unexplored. Therefore this paper attempted to discover the project impacts in Kampung Manek Urai Lama by investigating occupants' housing adaptation and modification. This study employed a case study method involving 18 respondents through purposive sampling. Findings revealed that the original house design does not consider several spatial needs and living traditions. The result established that these shortcomings were the main factors affecting housing modifications. The outcome of this study presents discoveries that can facilitate disaster management in Malaysia, particularly when planning for future post-disaster housing. Purpose – The purpose of this paper is to discuss the utility of a tool for assessing resilience of housing. After disasters, maximum resources are often allocated for housing reconstruction, and most initiatives on disaster resilient housing have arisen after disasters. With widespread claims by agencies of having “built back better”, it is important to establish an evaluation framework that allows understanding to what extent resilience has been successfully achieved in such housing projects. This paper discusses such a tool developed by the authors. Design/methodology/approach – In a study commissioned by the Australian Shelter Reference Group, the authors have developed an evaluation tool for assessing resilience in housing and tested it in several housing reconstruction projects in the Asia-Pacific region. Various evaluation frameworks were reviewed to develop the tool. An approach derived from the log frame was adapted in alignment with other key approaches. The tool is practical and targeted for agency staff involved in housing projects, evaluators of housing reconstruction projects and communities to assess their housing in terms of resilience. It comprises three main stages of an assessment process with guided activities at each stage. Findings – The tool was tested in the Cook Islands and Sri Lanka, and the key findings of the test assessments are presented to demonstrate the prospects of the tool. While the case study projects all indicated achievement of a level of resilience, problems were evident in terms of designs issues and external factors. Originality/value – Such a tool has the potential to be used more widely through advocacy to prioritise resilience in post-disaster housing reconstruction.

In the U.S., approximately 9.3 million lead service lines (LSLs) account for most lead contamination of drinking water. As the commitment to replace LSLs with safer materials grows, empirical evidence is needed to understand which households are benefitting most from current replacement practices. This exploratory study analyzes factors predictive of whether an LSL was replaced fully (from water main to premise) or partially (only the portion on public property). Conventional ordinary least squares, negative binomial, and geographically weighted regression models are used to test the hypothesis that full lead service line replacements (LSLRs) were less common in lower-income, higher-minority neighborhoods under a cost-sharing program design in Washington, D.C. between 2009 and 2018. The study finds supportive evidence that household income is a major predictor of full replacement prevalence, with race also showing significance in some analyses. These findings highlight the need for further research into patterns of full versus partial LSLR across the U.S. and may inform future decisions about LSLR policy and program design.
