An important part of the landscape of irrigated areas in Tunisia is the result of morphology, organization and operation of agricultural policies implemented since independence, aimed at optimizing the exploitation of the best soils and natural resources, particularly water and productive crop intensification. The sustainability of the landscape of public irrigated areas has a strong bonding with the resources of irrigation water and their states of management. The scarcity of irrigation water due to drought generates profound changes in many public irrigated areas as Chott-Mariem and Mornag, like standpoint operating (decrease of production) and land occupation (transformation of agricultural land to urban land). An investigation was carried out with farmers, leaders and policy makers, which the result was a range of measures and recommendations to promote sustainability of agricultural landscape.

Irrigation of agricultural land is the main water consumer in the arid and semiarid regions. The accurate time series of daily evapotranspiration (ET) at the field scale is crucial for irrigation water management. Here, we presented an integrated approach to field-scale ET mapping by combing METRIC (Mapping Evapotranspiration at High Resolution with Internalized Calibration) with trapezoidal framework of vegetation fraction and land surface temperature (fv-Trad). This approach fed with Chinese satellite HJ-1 (environmental and disaster monitoring and forecasting with a small satellite constellation) images was used to map daily ET over the desert-oasis irrigation fields in the middle of the Heihe River Basin, Northwest China. The results showed that time series of daily ET derived from HJ-1 were well consistent with the in situ measurements (coefficient of determination (R2) of 0.95, root mean square error (RMSE) of 0.31 mmd–1, mean absolute percentage error (MAPE) of 12.0% at Daman station; R2 of 0.89, RMSE of 0.16 mmd–1, and MAPE of 13.2% at Huazhaizi station). The rapid variation of ET could be precisely captured by HJ-1, especially when rainfall or irrigation events occurred between successive acquisitions of satellite data. Meanwhile, the spatiotemporal variation of monthly ET is closely related to crop growth. Daily ET at field scale will support a variety of local interests in water use and irrigation management for both planning and regulatory purposes.

For about 20 years models have been used on a large scale in the water management of The Netherlands. Today models are indispensable in modern water management. However, while on one hand the application of models in water management still increases, on the other hand the appreciation of policy makers for models decreases, especially in the Dutch national policy. One has to look very carefully to recognise the policy analysis by models in the policy documents, although the number of used models and the number of calculations was larger than ever before. Summarised it may be stated that the application of models is facing some serious problems. Especially the efficiency must increase. Together with the coming, new questions in water management, the involved participants in integrated water management are forced to join forces in the development and application of models. Therefore in The Netherlands a Standard Framework discussion started between the involved participators. The first results are very promising. Looking at the future it can be concluded that the next generation of models to be built for the fifth National Policy Document on Water Management, will not just be a model system of the national government, but a system of all involved participants in Dutch water management.

Abstract In term of geography, water is a resource which is not favouring administrative boundaries. Water has its behaviour in flowing. However, we cannot confidently say that water flows following the laws of gravity. There is no guarantee that locations which are close to reservoir or water resource are not prone. Water scarcity when comparing the resource to demand for it is more relative than absolute. Irrigation water management is aimed to guarantee to make every agricultural land has access to water. In other hand, map is an important tool especially for portraying conditions of an area such as river basin. Map have played important roles in water management. This study aims to explore the use of data in decision making in irrigation water management practices. Colo irrigation area in Bengawan Solo river basin was chosen not only its vast coverage area but also because of its complexity in water management. It across two provinces and six municipalities. Content analysis was undertook to analyse two data sets: laws and regulation related to water management practice and the interview of policy actors. Elaborating the implementation of laws and regulations regarding to the use of data and information in irrigation water management, the comparison of the results also disclosed deviations among what it is regulated and what it is implemented. Quantitative and qualitative data that mostly used in practices cannot fully support to inform water conditions, physical and environmental conditions, social economic conditions in wider context. Spatial data is essential tools to represent comprehensive interconnected data and information in wider context. A profound understanding of stakeholder perspectives on the role of each data and information is essential for policy actors in the implementation of integration water resource management. Shared, comprehensive and interconnected data can promote common ground and collaboration potential.

Due to extreme water scarcity Jordan is integrating reclaimed water resources in the national water management system. This paper describes the recent framework conditions for reclaimed water use in agriculture in Jordan, with a focus on the central and southern Jordan Valley. The possible impacts of lower quality irrigation water on soil, groundwater, crops and human health are considered while appropriate guidelines and monitoring proposals are being developed. Testing of the guidelines and implementation of the monitoring systems have started with the final purpose of integrating them into the Jordanian standard and legal system and thus ensuring safe food for consumers and protection of the environment.

The history and water-related features in the Poblet Cistercian Monastery, located in Tarragona province, Spain are described. The study is undertaken with the main purpose of obtaining data for the establishment of an integrated water management system inside the walls of the abbey, which is suffering water scarcity due to increasing demands and the prevalent semiarid conditions.

Until the last two decades, the global perception of how to control our various water bodies was remarkably similar – water management was organised on a sectoral basis, as it always had been. It was only in the 1970s that the people actually responsible for implementing water management began to become aware of the serious implications of such an approach: water quality deterioration, desiccation and an alarming loss of the flora and fauna that characterised their local water environment. It was a growing awareness that led to the formation of the concept of integrated water management, a concept almost universally accepted today as the way forward. However, despite the fact that few dispute the validity of the concept, a number of obstacles remain before this theoretical agreement can be transformed into practical action. Three main bottlenecks stand in the way of implementation: institutional, communicational and socio-political. Whilst solutions to these are available, the key question still to be answered is whether society is really prepared to accept the consequent changes in the way we live that will result from putting the theory of integrated water management into practice. It was this issue that dominated the “Living with water” conference held in Amsterdam in September 1994. The following is a summary of the discussions held there and the various papers that were submitted.

In integrated water management, the issues are often complex by nature, they are capable of subjective interpretation, are difficult to express in standards and exhibit many uncertainties. For such issues, an equilibrium approach is not appropriate. A non-equilibrium approach has to be applied. This implies that the processes to which the integrated issue pertains, are regarded as “alive”’. Instead of applying a control system as the model for tackling the issue, a network is used as the model. In this network, several “agents”’ are involved in the modification, revision and rearrangement of structures. It is therefore an on-going renewal process (perpetual novelty). In the planning process for the development of a groundwater policy for the municipality of Amsterdam, a non-equilibrium approach was adopted. In order to do justice to the integrated character of groundwater management, an approach was taken, containing the following features: (1) working from global to detailed, (2) taking account of the history of the system, (3) giving attention to communication, (4) building flexibility into the establishing of standards, and (5) combining reason and emotions. A middle course was sought, between static, rigid but reliable on the one hand; dynamic, flexible but vague on the other hand.
