It is also a good way to improve the level of overall quality and the efficiency of project management. the past several decades, the scope of decision-making in the public domain has changed from a focus on unilateral regulatory verdicts to a more comprehensive process that engages all stakeholders. Consequently, there has been a distinct increase in public participation in the environmental decision-making process. While the potential benefits of public engagement are substantial in terms of identifying synergies between public and industry stakeholders that encourage project development, this participation does not come without its challenges. To meet global energy demands and fulfill ambitious targets for greenhouse gas reduction, renewable energy has received increased attention as a feasible alternative to conventional sources of energy. However, current literature on renewable energy, particularly on wind power, highlights potential social barriers to renewable energy investment. This study investigates the role of public participation by reviewing two case studies of the Ontario wind power generation market to identify the facilitators and constrainers that affected public input into wind project development in Ontario and recommends a participatory framework in the hope of improving public engagement in the wind project development decision-making process. The recommended framework in this research requires all stakeholders to reconsider their current roles in the decision-making process. The public should engage in project planning and monitor the decision-making processes to ensure that their concerns have been addressed. Developers should address public concerns through a consensus building process initiated early in their planning process. Federal and provincial governments have to reclaim their role of ongoing leadership and provide better criteria for implementation and evaluation of the public participation processes. Finally, the process requires a third party who is not only an intermediary, but also plays the role of a knowledge-broker to connect with stakeholders, share and exchange knowledge, and work on overcoming barriers. The knowledge-broker helps to fulfill the main requirement of the collaborative decision-making, which is effective communication.

Quality is a fundamental requirement in effective project management. Effective project management entails a steady focus on quality management as well as achievement of all user requirements as defined during the requirements engineering phase of project implementation. Quality assurance must be executed throughout the project development cycle as a new normal in reducing errors and challenges during project development. Conducting quality assurance throughout the project development cycle has many benefits to both the project as well as the project development team. Understanding the research approach to use is critical in achieving high-quality findings in projects. There is a need to understand how to utilize deductive, inductive, and abductive research reasoning when conducting project implementation.

The growth of the Ukrainian economy largely depends on the effective use of the intellectual, scientific and technological potential of the country, the rapid pace of commercialization of high-tech scientific developments and its implementation in key areas of the national economy. In the period 2018–2020, the State Scientific Organization “Ukrainian Institute of Scientific and Technical Expertise and Information” (hereinafter — UkrISTEI) implements the project “Development of the Interregional Technology Transfer Network” (hereinafter — Project), within the framework of which the Interregional Office for the Transfer of Knowledge and Technologies on the basis of UkrISTEI was created; two pilot regional centers for the transfer of knowledge and technology in Odesa and Kharkiv were created. This Project is aimed at the widespread introduction of modern technologies in the real sector of the economy — as one of the tasks on the agenda of not only Ukraine, but also the European Union. The article assesses the potential of pilot regions through research that unites enterprises, scientific institutions, organizations, universities and other legal entities, regardless of the form of ownership, which create or use technologies or objects of intellectual property rights or relate to innovation infrastructure. The activities within the framework of the project “Development of an interregional technology transfer network” (hereinafter referred to as the Project) to increase the competitiveness of regions and increase their innovative development were presented, the role of the Project in the innovative development of regions was highlighted. The article defines the role of the Interregional Office and regional centers as centers of technology transfer and innovation: also a number of measures to activate the startup movement in Kharkiv and Odesa were taken. The work within the framework of the project “Development of an interregional technology transfer network” allowed to improve the results of domestic scientific and technical developments introduction in the real sector of the economy and to give impetus to its dynamic growth, to raise the employees’ awareness level in offices, departments, etc. for the technologies transfer, developers, startups, etc.
