The article is devoted to some aspects of card games, and the evolution of casinos in modern Russia. It is shown that in connection with criminalization and other negative phenomena, the gambling business was equated with “alcoholization of the population”. The problem of criminalization could not be solved, since casinos and slot machines migrated largely underground. The internet has become another loophole. In the mid-2000s, the loss of income from casinos to the state budget was a drop in the ocean. After 15 years, the situation has changed. Budget deficits of municipalities have become almost the norm, many subjects of the Federation have become chronic debtors. New non-trivial sources of state and municipal revenues are required. If, taking into account the pros and cons, it turns out to be possible to legalize the gambling business in the country, it should be based on new principles. Among them, locations far from cities, in regional centers, strict state control, a special (but not stifling) tax regime, no credits to players, and wide scale restrictions.

In 1944 – 1946, during the preventive Sovietization of Transcarpathian Ukraine, the local communist authorities initiated radical changes in its symbolic landscape in order to influence the collective memory of the population. The result of this policy was the appearance in the region in 1945 of monuments in honor of the Heroes of the Carpathians (soldiers of the Red Army), who died as a result of active hostilities in October 1944. Officially, the perpetuation of the memory of the fallen Red Army soldiers took place as a manifestation of the people's initiative of the local population in gratitude for the liberation from fascism, including from the “centuries-old Hungarian slavery”. However, archival materials and oral historical research prove that this process was an element of the traditional Soviet policy of memory, initiated by the command of the 4th Ukrainian Front. As a result, a number of memorial resolutions of the People's Council of Transcarpathian Ukraine were adopted in a short time. As a result, the graves of the Red Army were enlarged, fundraising was organized among the population, and the construction of monuments to the fallen liberators was started and successfully completed in all regional centers of the region. The peculiarity was that the installation of monuments in honor of the Heroes of the Carpathians took place long before the end of the Great Patriotic War / World War II, which was not observed in other territories of the Ukrainian SSR. One of the other paradoxes was that, so, the representatives of the Hungarian minority of the region demonstrated their appreciation for their "liberation from Hungarian domination".

The relevance of this study is determined by the fact that at present legal regulation of genetic research is not comprehensive and does not provide a complete regulation of social relations in the focus. Оne of the factors hindering the development of genetic technologies is the absence of a basic law On genetic technologies. The purpose of the study . The article is devoted to the analysis of modern legal problems and the search for optimal solutions to the organizational and legal problems of the program for the development of genetic technologies implementation. Materials and methods of research . In order to understand modern approaches to relevant problems of improving the organizational and legal mechanism of the program for the development of genetic technologies implementation associated with environmental and biological risks and threats, a comparison of various methods of legal regulation and management, including dialectical, logical, and predictive methods, as well as the method of system analysis, is carried out. Results. Application of these methods allowed to conduct a comprehensive legal analysis of the current legislation and state strategic planning documents, work out a theoretical and legal basis for the development of the basic law On Genetic Technologies and formulate other proposals to improve the current legislation. The core powers of the National (federal) Bioresource Center, the network of federal and regional centers of genetic technologies, as well as the National Center for Biosafety have been identified and grounded by the authors.

Современные проблемы и вызовы диктуют обществу необходимость более внимательно относиться к формированию жизненных ценностей у подрастающего поколения. Свойственные молодости протестность и бунтарство, а также тенденция участия в несанкционированных митингах, количество которых за последнее время существенно увеличилось, заставляют общество изучать причины подобного поведения, а также цели, ценности и приоритеты современной молодежи России в целом. Главной задачей научных трудов является выявление истинных проблем, которые волнуют молодое поколение и заставляют бунтовать против норм и устоев общества. Именно поэтому социально-антропологические исследования приобретают особую общественно-политическую значимость, показывая первопричины того или иного феномена поведения. Основной задачей этого исследования была попытка выявить приоритеты, ценности и основные трудности, присущие молодым жителям провинциальных областных центров, а также их главные цели на ближайшее будущее. В результате исследования мы выяснили, что материальные сложности и проблемы бытового характера заботят молодежь больше, чем ценности самовыражения и свободы. Тем самым наше исследование косвенно подтвердило существование общей проблемы Центральной России – депопуляции населения. Молодежь больше ориентирована на решение материально-бытовых задач, чем на общественно-политическое участие или духовный рост, который реален только в городской местности. В провинциальных городах молодежь более скромная и менее решительная в своих действиях, а желание противостоять обществу в общем количестве ответов респондентов незначительно, вероятно, это следствие более консервативного и строгого воспитания в семьях, ведь большинство студентов-участников опроса жители малых городов и поселков. Приоритетными для этой части молодежи остаются фундаментальные жизнеобеспечивающие цели и задачи – трудоустройство и жилищный вопрос. Немаловажное значение имеют также проблемы повышения минимального размера труда, заботы о старшем поколении и медицинского обслуживания. Current problems and challenges require society to pay attention to the values of the younger generation. At the same time, the youth is known to be prone to rebel and protest and tend to take part in unauthorized rallies, which have become significantly more frequent in recent years. This provokes the interest of the society to study the current values and priorities of the Russian youth. The main task is to identify the problems that worry the younger generation and cause them to rebel against society. That is why socio-anthropological studies of young people’s behavior acquire a particular socio-political significance. This study aimed to identify the values and main difficulties of the youth in provincial regional centers and their goals for the near future. The study revealed that material values and welfare problems concern young people more than self-expression and freedom. And thus, our study indirectly confirmed the importance of another problem in Central Russia - the depopulation of the local population. Unresolved problems of housing and social and financial well-being are forcing the younger generation to migrate to more comfortable places to live. Young people are more focused on their welfare problems than participation in social and political life. The youth responded to political topics with difficulty and tried to choose “correct” options rather than be honest. In provincial cities, young people are more modest and less decisive in their goals. The total result of the survey revealed a reluctance to confront social norms, which is probably the consequence of a conservative and strict upbringing. Employment and housing remain primary global life goals for the youth. Minimum wage, caring for the older generation and medical care are also important.

The article analyzes the state guarantee of the right of citizens to quality medical care in terms of vaccination from COVID-19. It is determined that in today's conditions it is extremely important to ensure the proper functioning of health care, the provision of quality medical services which in turn will guarantee proper medical care. The state must provide the citizens of Ukraine not only with the vaccine, but also with reliable information about the need for vaccination. It turns out that the small number of vaccinated in Ukraine is not only due to the slow pace of procurement and vaccination, but also the lack of awareness of citizens about all the benefits of the need for vaccination. It is concluded that the positive in today's conditions are: the efforts of the legislator still not to influence the subjective choice of every resident of Ukraine on the need for vaccination; regulatory support of the Center for Public Health, which in turn will strengthen the network of regional Centers for Disease Control and Prevention (CCP); creation of a Roadmap for the introduction of a vaccine against acute respiratory disease COVID-19 caused by the coronavirus SARS-CoV-2.

This chapter examines prosulas in the context of their manuscript sources. Within the larger context of the Beneventan region, the city of Benevento was a highly productive center of production, while Montecassino, the motherhouse of the Benedictine order, was not. This contrast is probably more the consequences of abbot Desiderius’s liturgical reform aiming at liturgical uniformity (after 1059) than of the original attitude of Montecassino monks. Manuscripts from Apulia and Dalmatia, on the other hand, yield a small, but significant, repertory of prosula. Concordances with non-Beneventan sources also show a strong network of interregional exchanges. New evidence is provided for the redefinition of several manuscripts’ origins and about nuns’ involvement in chant practices. The chapter is subdivided in four major sections; manuscripts from Benevento; manuscripts from other regional centers; fragmentary sources; extra-regional concordances.

RESUMO Introdução: O novo coronavírus surgiu na cidade de Wuhan, na China central, através da comercialização de animais selvagens. Ele pode ser disseminado entre os indivíduos não só pelas vias respiratórias, mas também por exposição direta ou indireta com as mucosas ocular, bucal e nasal. No estado do Tocantins, em virtude da baixa adesão ao isolamento social e insuficiência de leitos hospitalares, associados à posição geográfica que promove interações entre regiões, lugares, cidades e pessoas, facilitando a propagação da Covid-19, ocorreu em Palmas a primeira notificação, em 18 de março de 2020. Já no interior do estado, a primeira ocorreu em 27 de março de 2020 em Araguaína, que exerce a segunda principal centralidade urbana no estado. Objetivos: Avaliar a influência dos aspectos socioeconômicos e demográficos no controle, manejo e resolução dos casos de Covid-19 do Estado do Tocantins. Metodologia: Foi realizado levantamento bibliográfico na base de dados eletrônicos do Google Scholar, utilizando-se os descritores “Covid-19”, “epidemiologia”, “pandemia” e “Tocantins”. Resultados:  Notou-se que os casos se concentram principalmente em polos regionais, onde rodovias e o movimento de pessoas contribuem de forma significativa para haver disseminação do coronavírus, sobretudo no Médio Norte do Araguaia, sendo Araguaína a cidade com a maior porcentagem de óbitos, a maioria do sexo masculino. Importante lembrar que os diferentes níveis socioeconômicos entre as populações do Tocantins exemplificados pela dificuldade de acesso à informação têm contribuído para o aumento do número de casos. Além disso, destaca-se a questão da subnotificação de casos assintomáticos e a insuficiência da distribuição de testes para todos. Conclusão: A circulação interestadual e internacional implicou na entrada e na disseminação da pandemia de Covid-19 no Tocantins, seguindo curvas ascendentes sobretudo em municípios sem nenhuma condição para o atendimento médico-hospitalar de casos graves, implicando, portanto, em maior demora para a flexibilização das atividades econômicas. Palavras-chave: COVID-19; Epidemiologia; Pandemia; Tocantins.   ABSTRACT Introduction: The new coronavirus first appeared in the city of Wuhan, in Central China, through the commercialization of wild animals. It can be disseminated not only through the airways, but also through direct or indirect exposure to the ocular, oral and nasal mucosa. In the state of Tocantins, due to low acceptence to social isolation and insufficient number of hospital beds, associated with the geographical position which promotes interactions between regions, places, cities and people, facilitating the spread of Covid-19, the first notification occurred in the capital Palmas, on March 18, 2020. In the other parts of the state, the first case was on March 27, 2020 in Araguaína, which represents the second main urban centrality in the state. Objectives: to evaluate the influence of socioeconomic and demographic aspects in the control, management and resolution of Covid-19 cases in the State of Tocantins. Methodology: A bibliographic survey was carried out on Google Scholar electronic database, using the descriptors "Covid-19", "epidemiology", "pandemic" and "Tocantins". Results: It was noted that the cases are mainly concentrated in regional centers, where highways and the mass movement of people contribute to spread the coronavirus, especially in the Middle North of Araguaia, with Araguaína being the city with the highest percentage of deaths, most male. It is important to remember that the different socioeconomic levels among the populations of Tocantins, exemplified by the difficulty in accessing information, have contributed to increase the number of cases. Moreover, the underreporting of asymptomatic cases and the insufficient distribution of tests to everyone are highlighted. Conclusion: The interstate and international circulation resulted in the entrance and dissemination of the Covid-19 pandemic in Tocantins, following upward curves, especially in municipalities without any condition for medical and hospital care of serious cases, thus implying a delay in flexibilization of the economic activities. Theoretical principles and history of study of eventful tourism, his classification, and also modern state of this sphere, are considered in the article. Progress of eventful tourism trends are analysed on Zakarpattia and it is set that during the last years there are positive tendencies in relation to their development, in particular: the specialized tour operators that offer corresponding tours and the new objects of eventful rest are opened appear. It is educed that Zakarpattia is extraordinarily rich in traditions and ethnic colour and has considerable advantages for development of eventful tourism, as here is considerable tourist-recreational potential. In villages and small towns Zakarpattia the most various and interesting festivals and holidays pass that, it is possible conditionally to divide into three groups-guilty, gastronomic and folklore. Lately large popularity was purchased by the tours of flowers on Zakarpattia. Eventful tourism is perspective on Zakarpattia, with inexhaustible resource potential, and the programs of festivals are saturated, original and interesting and profitable. They assist to socio-economic development of area, popularization of potential tourist resources among a population. Important pre-condition of organization of festival tourism is the timely informing and advertising of events, popularity to information about her and organization of her systematic realization. Most permanent festivals have own web-sites, on that there is information about realization and program of measures, tourist infrastructure, transport report. Forming of positive image of region and increase of amount of tourists is assisted by tourist-informative centers that accumulate information about tourist-recreational suggestions. Without regard to plenty of festivals international status is had only separate from them. Therefore, in order to attract the attention of tourists to Zakarpattia, it is expedient to create the government program of assistance and development of festival motion and distinguish the regional centers of festival tourism. Such regional centers can be cities that are selected on the principle of scale and the possibility of representation of an event. Such centers in the region can be Uzhgorod, Beregovo, Rakhiv, Mukachevo.
