Incompleteness of processes of structural reformation of Ukrainian economy reveals itself on the regional level. Argument towards the utility of decentralization reform was Ukraine-Europe integration. Decentralization should be viewed as a powerful tool of governmental policy for balanced development of territorial communities. In addition, it’s crucial to remember that the greatest effect will be achieved in a long term. Strategic development of united territorial communities (UTC) includes countless tasks that need to be solved as soon as possible. And organization of effective logistic activity in the region appears to be one of the ways to strengthen regional economy, to improve security level and development. The problem of ensuring stable socio-economic growth of a community is as well a logistic problem. It can be represented as a problem of optimization of flow processes of effective resource usage to achieve balanced processes of creation and consumption of resources in socio-economic system. Logistization of economic relationships on UTC level allows community to ensure better decision making of key tasks of regional management such as creation of optimal strategy to manage structural offers and material flows of social production; optimization of material, financial and informational flows of the region.

The article examines the approaches to determining the financial stability of the region, which reveals the main essence of financial stability. Guided by the experience of leading researchers, the key determinations of financial sustainability and their factors based on which it is possible to prevent its crisis situations are explored. The article describes the methods of the system approach to the definition of financial stability, which reveal the signs of financial stability. The main groups of factors that affect the financial stability of the region are identified. Based on the conducted research, qualitative and quantitative parameters of financial stability factors that determine the sustainable development of the financial system are revealed. The results of the research have a practical value of research, which in the long term can be used by regional authorities to develop a strategy for sustainable development of the regional economy.

Urban sprawl is one of the dominant types of urban development in the world. Although outer growth started from the outset of cities, urban researchers, planners and policy makers are highly concerned about its current extent. Recent development of the Baltic cities and especially trends of their suburban growth have been analysed only partly, because of the relative novelty of the phenomenon and well-established dominance of western cities in the field. This paper attempts to fill this gap and presents a research on conditions and consequences of extensive development of Lithuanian cities. Evidences from the recent growth of the Baltic cities show that decline and sprawl take place simultaneously in major urban regions with possible long-term consequences on their spatial structure. Therefore, this article advocates a need to revise urban policy in the Baltic countries and promote coordinated development of urban and suburban areas in the context of prevailing negative demographic trends and limited capacity of central and local governments to interfere in urban development processes.
