Approaches to Determining the Financial Sustainability of the Region

The article examines the approaches to determining the financial stability of the region, which reveals the main essence of financial stability. Guided by the experience of leading researchers, the key determinations of financial sustainability and their factors based on which it is possible to prevent its crisis situations are explored. The article describes the methods of the system approach to the definition of financial stability, which reveal the signs of financial stability. The main groups of factors that affect the financial stability of the region are identified. Based on the conducted research, qualitative and quantitative parameters of financial stability factors that determine the sustainable development of the financial system are revealed. The results of the research have a practical value of research, which in the long term can be used by regional authorities to develop a strategy for sustainable development of the regional economy.

The article examines the impact of internal and external risks on the stability of the financial system of the Altai Territory. Classification of internal and external risks of decline, affecting the sustainable development of the financial system, is presented. A risk management strategy is proposed that will allow monitoring of risks, thereby these measures will help reduce the loss of financial stability and ensure the long-term development of the economy of the region.

The presented study analyzes current trends in the spreading of the sustainable development concept in regional management practices.Aim. The study aims to evaluate the reflection of sustainable development problems in regional management practices.Tasks. The author examines the concept of sustainable development in the context of the modern approach to territorial development management; analyzes the way problems of sustainable development are represented in modern studies of regional economy; determines the degree of involvement of regional authorities in the promotion of sustainable development goals.Methods. This study uses general scientific methods of cognition to examine the specific features of representation of sustainable development goals in scientific discourse on the regional economy and the extent of regions’ involvement in the achievement of sustainable development goals (through the example of the environmental factor). The study uses information publicly available on the official websites of the UN and the Russian Federal State Statistics Service. The author’s opinion is based on the materials presented in analytical reviews of events at business forum, economic publications on the sustainable development of the regional economy. and the author’s own calculations.Results. The formation of the sustainable development concept and a mechanism for controlling the achievement of goals into which the process of sustainable development can be decomposed is described. Scientific discourse on the directions of regional economic studies that address the problems of sustainable development is analyzed. The performance indicators of regional authorities in achieving sustainable development goals are analyzed.Conclusions. National development management requires active interaction between the federal center, regional authorities, administrative bodies, and businesses in the development of the national agenda and integration of sustainable development goals into it. At present, none of the actors in this process show significant signs of activity.

“Algal Bloom” have been broken in Wuliangsuhai lake in May 2008 and in May 2009, this situation has caused some loss of lake inherent function,for example aquaculture, irrigation, tourism and so on, at the same time,severely restricting the sustainable development of regional economy. It is a very important Question for “algal Bloom” need to be concerned of leads and scholars.Water quality, hydrology, meteorology etc Monitoring data were analyzed for the "algal Bloom" period. The results show: The main reasons of “algal Bloom” were many beneficial factors for algal growth and water eutrophication in the state of long-term.

Starting from a definition of wine tourism, put in the context of sustainable development, a multifaceted research study was elaborated, aimed at establishing if, and how, wine businesses in Alba County, Romania, can develop on a sustainable path. A mix of desk research, qualitative, and quantitative methods and tools were blended together in this research. An investigation of the wineries’ financial situations and online presence was further completed by the interviews with entrepreneurs, local public administration representatives, and residents in order to establish that business development on the wine-route is highly desired and would eventually enjoy the appreciation of both locals and tourists. Instead of conclusions, a framework for the sustainable development of Alba’s wineries is sketched, focusing on those elements that motivate international and also Romanian wine tourists to visit this destination, and emphasizing the need for the establishment of a destination management organization (DMO) capable of managing the interests of all stakeholders under the conditions of sustainable development. Measures to be adopted by winemakers are also provided and a list of ancillary services to be considered is also suggested.

Among the lessons that can be drawn from the global financial crisis is that private financial institutions have failed to promote the capital development of the affected economies, and to dampen financial fragility. This chapter analyses the macroeconomic role that development banks can play in this context, not only providing long-term funding necessary to promote economic development, but also fostering financial stability. The chapter discusses, in particular, the need for public financial institutions to provide support for infrastructure and sustainable development projects. It concludes that development banks play a strategic role by funding infrastructure projects in particular, and outlines the lessons for enhancing their role as catalysts for mitigating risks associated with such projects.

AbstractWhile there is a growing effort towards AI for Sustainability (e.g. towards the sustainable development goals) it is time to move beyond that and to address the sustainability of developing and using AI systems. In this paper I propose a definition of Sustainable AI; Sustainable AI is a movement to foster change in the entire lifecycle of AI products (i.e. idea generation, training, re-tuning, implementation, governance) towards greater ecological integrity and social justice. As such, Sustainable AI is focused on more than AI applications; rather, it addresses the whole sociotechnical system of AI. I have suggested here that Sustainable AI is not about how to sustain the development of AI per say but it is about how to develop AI that is compatible with sustaining environmental resources for current and future generations; economic models for societies; and societal values that are fundamental to a given society. I have articulated that the phrase Sustainable AI be understood as having two branches; AI for sustainability and sustainability of AI (e.g. reduction of carbon emissions and computing power). I propose that Sustainable AI take sustainable development at the core of its definition with three accompanying tensions between AI innovation and equitable resource distribution; inter and intra-generational justice; and, between environment, society, and economy. This paper is not meant to engage with each of the three pillars of sustainability (i.e. social, economic, environment), and as such the pillars of sustainable AI. Rather, this paper is meant to inspire the reader, the policy maker, the AI ethicist, the AI developer to connect with the environment—to remember that there are environmental costs to AI. Further, to direct funding towards sustainable methods of AI.

The Covid-19 induced economic crisis has significantly affected almost all businesses from nearly every sector, causing severe financial problems, lack of cash assets, and decrease of revenues. In this context, the economic entities were forced to look for adjustment and rescue solutions of their activities. One possible solution for the recovery and reorganization of economic entities’ activities is demerger. This paper evaluates the impact of demerger upon the sustainable development of economic entities in terms of economic efficiency and financial performances. To achieve this goal, a statistical analysis of profitability ratios before and after the demerger, as well as a structural analysis of 268 demerger projects for the April 2012–April 2021 period, were performed. The results attest there are no significant differences between the ex-ante and ex-post financial performances. However, demerger seems to have a positive effect upon analyzed companies helping them to overcome economic hardships, rethink their business strategies, and continue their activity in the medium and long-term time horizon.

The strategies for sustainable development have been included in the medium and long term plan of 2010 for national economic and social development. Protecting the environment is the most important prerequisite and safeguards for the sustainable development strategy. In the study, we described the history of the environmental problems in the world, the proposal and implications of sustainable development, and outlined the dialectical relationship of development with the environment. The environmental protection measures for sustainable development were proposed here, according to the environmental situation severely affecting its biophysical environment.
