The imbalance between the demand for health services and their supply leads to a decrease in the availability of health care. The aim of the study is to analyze the key mechanisms of the policy on reducing the waiting time for planned medical care. The issues of ensuring the guarantee for maximum time limits are studied; the foreign experience of managing waiting times for medical care is reviewed, the possibility of applying it in Russian practice is analyzed; the possibilities of reducing waiting times at the level of medical organizations are considered. The review of foreign experience shows a purposeful state policy to reduce waiting times, and allows us to determine the most effective measures. In Russia, the guaranteed maximum patient waiting times are shorter than in most of the countries reviewed, however, state resources do not support these guarantees; there is no unified state approach for monitoring, and no well-thought-out mechanism for their regulation, based on both system capabilities and social needs. Taking into account the studied international and Russian experience, the recommendations for creating a system for managing the waiting time for planned medical care in Russia are proposed.

The issue of institutional support for the creation and functioning of cyber forces is considered. The tasks and goals of cyber forces have been defined. The best practices of foreign experience in the field of building cyber forces and cybercommand are highlighted. Emphasis is placed on current threats to the spread of cyber space militarization. The directions of the improvement of the state policy in the military sphere on the formation of cyber forces in the structure of the Ministry of Defense of Ukraine have been identified.

The study presents the foreign experience of the formation of the cryptocurrency market. The authors describe the functioning of blockchain technology in the cryptosphere, assessing its potential for the development of the Russian economy. According to the results of the study, it is proposed to develop a state blockchain platform for placing cryptocurrencies in the domestic market, and the consequences of such a state policy are predicted.

The concept of social responsibility has a broad interpretation due to different approaches to forming its concept, the definition of fundamental principles, methods, and ways to ensure the expected results. The term "social responsibility" should be used considering the current state of research in this area and the discourse formed under the influence of the integration of foreign experience in ensuring social responsibility and the practice of Ukrainian enterprises in this area. We considered the history of formation and development of the concept of social responsibility of enterprises in Ukraine. We noted that the approaches to the formation of the concept of social responsibility differ significantly. We emphasized that the development of a transparent concept of social responsibility should be based on the factors, content and models of this activity. We concluded that due to the crisis in the economy and society in Ukraine, the concept of social responsibility had acquired a unique regional shape. This gave rise to the lack of a unified state policy of social responsibility of business, unsystematic measures of enterprises to implement the introductory provisions, the lack of a systematic approach to the transformation of social responsibility management

The article describes new tendencies in capital outflow from Russia and for the first time attempts to study Russia’s parallel external economy which is forming as a result of quick development of Russian TNC. The author points out peculiarities of Russia’s external economy in comparison with other countries and assesses its influence on internal economy, foreign economic ties and foreign policy. On the basis of conducted analysis and foreign experience criteria for responsible state policy in respect to globalization of Russian business are formulated and measures on bringing together external and internal sectors of economy are proposed.
