The purpose of the paper is to study current issues of wealth, which is due to current sustainable trends in wealth growth and increasing the number of wealthy individuals. The aim is to determine the essence, prerequisites for the emergence and development of wealth, as well as to reflect the historical aspects of the evolution of wealth and its current state. The topic of the article is caused by the need to reveal the modern social stratification of population by the level of wealth, the formation of a wealthy class of society and its growth, the processes of creating and increasing wealth. At the same time, the purpose of the article is to study wealth as an object of taxation. In this regard, an economical essence of the wealth tax and its introduction preconditions are considered, the specificity of functioning of wealth tax in a market economy, the most important features of wealth tax functioning are determined. Methodology. Proper analysis of the social structure of society in terms of material wealth allows to evaluate the efficiency of the economy and the quality of public policy in the system of creating and distributing public revenues, public goods and wealth. Fatal mistakes in choosing the state priorities of socio-economic policies and making the best decisions in the financial sphere appear without the results of these calculations. The survey is based on a comparison of data of wealth tax in different countries. Results. The question and the modern specifics of wealth are investigated. The value of wealth for society and the state is determined. The wealth tax is an effective fiscal tool of the state in the distribution of public revenues. The wealth tax exists in many countries in various forms. Practical implications. The possibilities of improving well-being and increasing wealth are explored. Adequate assessment of the level of well-being and wealth would enable the state to carry out a balanced and effective socio-economic and financial policy to stabilize society and adopt a stable public order. The financial essence of the wealth tax and its introduction preconditions are investigated. The specificity of functioning of wealth tax in a social market economy is considered. Value/originality. It has been found that wealth is a comprehensive, multi-faceted category, which can be characterized as a specific feature of the socio-economic structure of society, which determines its condition, results, dynamics and development tendencies. Wealth characterizes the ability to achieve a positive result (effect) in market conditions of managing and using the existing social and economic potential in the community, as evidenced by its level of civilization development. The peculiarities of the functioning of the wealth tax in different countries of the world are considered. The using of the wealth tax as a fiscal instrument in the state tax system is suggested.

Abstract What do we mean by “civil” and “civil society”? This paper attempts to describe a complex notion of “civil economy” in Sturzo’s theoretical perspective of the social market economy. According to this political theory, “civil” is not opposed to “market,” which is not opposed to “the political” (the state). Rather, instead of being the transmission belt between the state and market, civil is the galaxy in which we find also the market and the state (but not only), each with its own functions. This tradition – rooted in Christianity – was able to oppose both Nazi and communist totalitarianism, while many Catholics made an impossible attempt to exhume corporatism.

The purpose of the article is to present the achievements of Ludwig Erhard in the field of economic policy and his vision of social well-being. Immediately after World War II, Erhard was the main author of Germany’s economic policy. Based on the principles of ordoliberalism, the social market economy became the source of economic success. Under the Constitution, also in Poland the social market economy forms the basis of the economic system. However, it turns out that the actions taken differ significantly from Erhard’s original concept, and sometimes even close to the model of the socialist economic order. The state’s interference in market processes is growing, ad hoc decisions are more and more often made, calculated more to improve the current situation than to ensure lasting prosperity.

The article analyzes the stages of formation of the principles of the welfare state, the development of its models. The basic model of a market economy does not deny the essential role of the state in socio-economic processes. It is shown that each of the stages is complementary to the fundamental characteristics of the phenomenon of the welfare state, based on new social practices. Historical evolution is represented by the enrichment functions of the state and business along the trajectory of the welfare state — social market economy — the welfare state. A central element of the social state is the social insurance institution, emerged in the socio-labor relations as a form of interaction of employees and employers with trade unions and the state. The dominant feature of the social market economy is to ensure free entrance of citizens in market activity and related functions of the state to ensure availability to markets of labor and capital, ensuring competition and private property rights. Welfare society based on a powerful upsurge of economic dynamics and productivity marks the transition to a new quality of life and overcoming social exclusion. Illustrates the emerging tendency to increase the share of the state in ensuring social economic dynamics. Identified positive and negative aspects of this process. For the practice of public administration in Russia proposed restructuring of the budget expenditures and insurance payments.

This article is devoted to German neoliberalism, which differs from the other national schools of the doctrine in question on the large scientific-theoretical array and the scientific-political science inherent in German social philosophers, which deals with the legal, economic and legal-political issues of democracy, market economy and the role of the state in a free society. One important feature of German neoliberalism, which emerges in the German universities, is emphasized, and besides being the most complex of all the national schools of neoliberalism and with the greatest number of theorists, it has for a long time maintained its objectivity and position on common sense, protecting the interests of all citizens, regardless of their property and social status. It also emphasizes that emblematic feature of German neoliberalism, according to which this national school does not deny the role of the state in social and economic life, but affirms it.

Abstract Putting the economic and social–ethical thought of Rosmini in relationship to the German tradition of social market economy, either a pertinent collocation of the liberal catholic thinker Rosmini or new perspectives for the concept of social market economy, which is in search for a new identity, have been made. The justification of this paper lies in the fact that Rosmini introduced the idea of social justice right in the sense of social market economy, on the one hand, and in the way in which the late 19th-centrury economic theory in Italy received his economic thought, on the other hand. Hence, despite his theoretical and cultural distance from Röpke, both have many interesting economic reflections in common.
