This article is devoted to German neoliberalism, which differs from the other national schools of the doctrine in question on the large scientific-theoretical array and the scientific-political science inherent in German social philosophers, which deals with the legal, economic and legal-political issues of democracy, market economy and the role of the state in a free society. One important feature of German neoliberalism, which emerges in the German universities, is emphasized, and besides being the most complex of all the national schools of neoliberalism and with the greatest number of theorists, it has for a long time maintained its objectivity and position on common sense, protecting the interests of all citizens, regardless of their property and social status. It also emphasizes that emblematic feature of German neoliberalism, according to which this national school does not deny the role of the state in social and economic life, but affirms it.

Abstract What do we mean by “civil” and “civil society”? This paper attempts to describe a complex notion of “civil economy” in Sturzo’s theoretical perspective of the social market economy. According to this political theory, “civil” is not opposed to “market,” which is not opposed to “the political” (the state). Rather, instead of being the transmission belt between the state and market, civil is the galaxy in which we find also the market and the state (but not only), each with its own functions. This tradition – rooted in Christianity – was able to oppose both Nazi and communist totalitarianism, while many Catholics made an impossible attempt to exhume corporatism.

The article analyzes the stages of formation of the principles of the welfare state, the development of its models. The basic model of a market economy does not deny the essential role of the state in socio-economic processes. It is shown that each of the stages is complementary to the fundamental characteristics of the phenomenon of the welfare state, based on new social practices. Historical evolution is represented by the enrichment functions of the state and business along the trajectory of the welfare state — social market economy — the welfare state. A central element of the social state is the social insurance institution, emerged in the socio-labor relations as a form of interaction of employees and employers with trade unions and the state. The dominant feature of the social market economy is to ensure free entrance of citizens in market activity and related functions of the state to ensure availability to markets of labor and capital, ensuring competition and private property rights. Welfare society based on a powerful upsurge of economic dynamics and productivity marks the transition to a new quality of life and overcoming social exclusion. Illustrates the emerging tendency to increase the share of the state in ensuring social economic dynamics. Identified positive and negative aspects of this process. For the practice of public administration in Russia proposed restructuring of the budget expenditures and insurance payments.

Abstract This paper portrays the contribution of Wilhelm Röpke (1899-1966) to business ethics and social responsibility of entrepreneurs. First, Röpke’s critique of liberalism and his concept of social market economy are emphasized. Afterward, we analyze the normative foundations of Röpke’s concept of the entrepreneur. He called for the moral responsibility of business actors and perceived it as “moral capital.” Moreover, we discuss the relevance of Röpke in the contemporary context of international business practice. Finally, the role of entrepreneurial morality for the emergence of institutional frameworks for international business is discussed.

The world is actively rethinking the role of the state. Traditionally, we can cite the example of the United States, where the market system is supported, but government intervention is a significant regulatory factor. In the developed countries of Western Europe, the state plays a major role in the distribution of income through social financing programs. Of interest is the experience of Japan and other Asian countries, where the economic system is actually governed by the state. In modern conditions, the methods of state regulation are becoming important. This is determined both by the environment of a developed market economy and the processes occurring in a transition economy. Methods of state influence on the economy can be divided into administrative and economic. The role of the state in the conditions of Ukraine should be adequate to the modern world experience: from unification of economic mechanisms to increase of sociality of the state. Optimization of its role should correspond to the national interests of Ukraine. Thus, the state can and should play a more tangible role in the socioeconomic sphere, stimulating primarily the development of the national economy. Ukraine is not able to move economically or politically in a short period of time to a model with a significant role of the state following the example of the Scandinavian countries, so these are guidelines for the gradual strengthening of its role. Such a guideline for optimizing the role of the state in the social sphere of modern Ukraine is the provision of the Constitution of Ukraine on the social type of the country. According to the experience of developed countries, there can be no effective socially oriented market economy without an active regulatory role of the state.

The state sector playing the leading role is the perception that has been consistently specified in documents of the Communist Party, since the seventh National Congress. The affirmation of the state sector’s leading role is to clarify the nature and characteristics of the socialist-oriented market economy. The leading role of the state sector means the state sector pioneers and leads in the market economy which is reflected by the holding of crucial positions and activities in the economy. After nearly 30 years of reform, the connotations of the leading role of the state sector and the key position of state-owned enterprises have been gradually defined; the state sector and state-owned enterprises have been differentiated. The state sector plays a leading role in a multi-sector economy in which the state-owned enterprises keep a “crucial position” and are a material condition to orient socialism. The state sector, however, is yet to clearly show this role. The state sector has a tremendous influence with some components of it directly affecting the whole economy, which are resources, infrastructure, state budget etc. Because of the above - mentioned reasons, the state sector is the foundation to the social and economic development in the socialist-oriented market economy of Vietnam.

After had being carried out nationalization and hostility against west countries, the New Order regime made important decision to change Indonesia economic direction from etatism system to free market economy. A set of policies were taken in order private sector could play major role in economic. However, when another economic sectors were reformed substantially, effords to reform the State Owned Enterprises had failed. The State Owned Enterprise, in fact, remained to play dominant role like early years of guided democracy era. Role of the State Owned Enterprises was more and more powerfull). The main problem of reforms finally lied on reality that vested interest of bureaucrats (civil or military) was so large that could’nt been overcome.
