The article considers the issues of changing accents and cultural transformation in Ukraine, Great Britain and other European countries. In recent years, Ukraine has seen an active revival in the cultural sphere. From publishing to music, from film production to theater, from fashion to curatorial exhibitions – the Ukrainian cultural environment has become bold, diverse and large-scale. Euromaidan has given impetus to a powerful wave of cultural activism: from discussion platforms to spontaneous exhibitions, from urban regeneration projects to volunteer groups seeking to protect dilapidated national heritage sites. The impetus for it was the dynamism of the Ukrainian creative community. And further development became possible thanks to the support of new state cultural institutions. These institutes emerged after Euromaidan, such as the Ukrainian Cultural Foundation, the Ukrainian Book Institute, and the Ukrainian Institute. Institutions with a long history, such as the State Agency of Ukraine for Cinema, have strengthened their positions. The creation of these new institutions marked the departure from the post-Soviet system of cultural management. And the transition to a consistent and comprehensive cultural policy. The main thing is that the creation of a new system of culture in Ukraine has helped to bridge the gap between the state and cultural activists and the creative sector. One of the most important problems of the cultural sector in Ukraine for the last 25 years is funding. This problem is also relevant for the United Kingdom. But when it comes to finding resources for artists and cultural institutions, British policy has a respectable tradition and a number of successful answers. Support for the arts by both the state and business seems to be a matter of course for the British. At the same time, the idea of the self-worth of art is also supported by the idea of its social significance, as well as the perception of art as a primary source of creativity, innovative development, creative industry. The relationship between the European Union and the society of Ukraine is already yielding some results in the context of ensuring the democratic and European development of the state. For the successful implementation of European integration in Ukraine, it is necessary to apply such mechanisms that will ensure coordinated management of social processes of the state in the direction of European integration. The main mechanism is cultural policy, which should be aimed at regulating the regulatory framework. And the application of regulations in practice. This will allow culture to take a leading position on the path to national modernization. Legislation should be a mechanism for achieving goals, and the main thing should remain that the person should be at the center of cultural policy of the state. Given the experience of the United Kingdom, the formation of Ukraine's cultural policy should be based on the idea of the all-encompassing impact of culture on modern society. Accordingly, such a policy, being aimed at the cultural sector, effectively affects all spheres of public life. Consistent support for culture at the financial and fiscal, legislative and executive, national and local levels should, above all, be based on an awareness of the value of culture. Culture enriches people's lives, changes their worldview and inspires creativity. In the social dimension, its impact has the most significant impact on education, health and cohesion.

Women, as immigrant mothers, embody the creation of new identities that drink from distant roots but must survive in the present land. This article investigates the experience of Ecuadorian women who have become mothers in the United Kingdom, seeking to understand how they conceptualize their identity as Ecuadorians and whether and how they are relaying and nurturing this identity in their children. The article’s analysis is based upon semi-structured, extended interviews with several Ecuadorian women in southern England, with a focus upon the individual experiences of these women as migrants; how they experienced their changing identity as they entered motherhood; how they straddled two cultures as their children grew in Europe; how they understand themselves and their children as Ecuadorian; and how they see Ecuador from the perspective of immigrant mothers. Delving into discussions of the gendered creation of national identities, this article also explores how immigrant mothers birth the state through narratives and memories and seeks to understand how these narratives have been affected by migration and acculturation.

This article reappraises the experience of the civilian crews aboard Manx personnel vessels engaged in Operation Dynamo, and the contested aftermath. More than 20,000 troops were retrieved by nine ships of the Isle of Man Steam Packet Company, three of which were sunk in and off Dunkirk. There is more than enough material for a heroic narrative to emerge, yet a sense of scandal seems to cling to these particular civilian crews. Various political, social and cultural forces foster distinctly separate narratives between the United Kingdom and Isle of Man. However, empirical research in Manx and UK archives, including access to a hitherto closed file, reveals a different story: that the official Admiralty narrative of Operation Dynamo was intentionally weaponized against the Manx civilian crews for political reasons. This was achieved through the creation of reports that were false, misleading or unsupported by evidence, the provocation of the Isle of Man’s Lieutenant Governor into acts of reprisal, and through the work of an unseen editorial hand in Admiralty archives. The influence of this hostile narrative, which continues to be reinforced, has obscured the contributions of the true civilians of Dunkirk.

A relação entre o Reino Unido e os países do continente foi marcada ao longo da história por diversos desencontros e disputas. Não foram poucas as guerras travadas entre os britânicos e outras nações europeias. A própria integração europeia inicia-se sem o Reino Unido que apenas na década de 1960 decidiu integrar as comunidades, sendo durante anos impedido pela Franca de Charles de Gaulle. A adesão tardia em 1973 não minimizou as diferenças, tendo novamente havido tensões na década seguinte durante a gestão Margaret Thatcher. As diferenças do casal estranho continuaram após a criação da União Europeia em 1992 e tiveram na decisão do Brexit apenas o desfecho de uma relação distante e tumultuada.ABSTRACTThe relation between the United Kingdom and the countries from "the continent” has been characterized by several disputes and differences along history. A large number of wars were fought between the British and other European nations. Even the European integration started without the United Kingdom, that only decided to take part in the communities in the sixties, being, however, blocked by de Gaulle’s France. Britain’s late accession to the European Communities in 1973 did not reduce the differences with its European neighbors and several tensions emerged during Margaret Thatcher’s government during the eighties. Cooperation between libraries is time-consuming, but is both ‘worthwhile and essential. Scottish research libraries commenced active cooperation in 1977: the Scottish Confederation of University and Research Libraries now has 15 active members. More recently, libraries in Scotland have been encouraged to work together following the creation of the Scottish Library and Information Council. The National Library has a key role to play, but in partnership with other libraries rather than invariably taking the lead. Cooperation between Scottish art libraries can be traced back to the 1950s and to the development, under the auspices of the National Library, of a union catalogue of art books in Edinburgh. This project is being extended and it will eventually become a national database. The group of libraries responsible for the project has taken on a wider role and an expanded membership as the Scottish Visual Arts Group, one of several subject groups under the umbrella of the Scottish Confederation of University & Research Libraries. The Group will work closely with the Scottish Library and Information Council, and with ARLIS/UK & Ireland in the wider framework of the United Kingdom. The proposed analysis evaluates Russian and British policies during the Great Eastern Crisis (1875-78), with bilateral relations being placed in the context of the global hostility between England and Russia lasting from 1815 onwards. In the period between the end of the Crimean War (1853-56) and early 1870s there were serious changes in the balance of power in Europe, which was related to the creation of the German Empire in 1871. The possibility of Russian-German geopolitical union however was a bad global scenario for the United Kingdom. Because of this, English policy during the Great Eastern Crisis was not that strongly opposed to the Russia one, and did not support the Ottoman Empire at all costs. This made it possible to establish political compromise between London and St. Petersburg, which eventually became the basis of the Congress of Berlin in 1878.

In connection with the decision to withdraw the UK from the EU a number of companies will need to take into account that from 1 January 2021 EU law will no longer apply to the United Kingdom and will become a "third country" for EU Member States, unless the provisions of bilateral agreements or multilateral trade agreements. This means that the four European freedoms (movement of goods, services, labor and capital) will no longer apply to UK companies to the same extent as they did during the UK's EU membership. The purpose of the article is to study, first of all, the peculiarities of the influence of Great Britain's withdrawal from the European Union on the legal regulation of the status of European legal entities. Brexit results in the inability to register European companies and European economic interest groups in the UK. Such companies already registered before 01.01.2021 have the opportunity to move their place of registration to an EU Member State. These provisions are defined in Regulations 2018 (2018/1298) and Regulations 2018 (2018/1299).British companies with branches in EU Member States will now be subject to the rules applicable to third-country companies, which provide additional information on their activities. In the EU, many countries apply the criterion of actual location, which causes, among other things, the problem of non-recognition of legal entities established in the country where the criterion of incorporation is used (including the United Kingdom), at the same time as the governing bodies of such legal entities the state where the settlement criterion is applied. Therefore, to reduce the likelihood of possible non-recognition of British companies, given the location of the board of such a legal entity in the state where the residency criterion applies, it seems appropriate to consider reincarnation at the actual location of such a company. Reducing the risks of these negative consequences in connection with Brexit on cross-border activities of legal entities is possible by concluding interstate bilateral and multilateral agreements that would contain unified rules on conflict of law regulation of the status of legal entities.
