The problem of slum settlements is a big challenge for both central and local governments. To overcome this problem, the Directorate General of Human Settlements conducted national development through the City Without Slum (KOTAKU) program. KOTAKU is a program to manage slum settlements into habitable settlements through community-based infrastructure development. Kelurahan Gading Kasri of Malang City is one of the sub-districts chosen by the Malang City Government to implement the City Without Slums program. Strategies in handling the slum areas in Gading Kasri Village can be analyzed with the theory of types of strategies by Korten, which include organizational strategies, program strategies, resource support strategies, and institutional strategies.

The uncontrolled condition of settlements on the banks of the river city of Banjarmasin has made the settlements of the river banks as slums. Almost all river banks in each kelurahan are categorized as slums so that the actual river banks can be assets of the city of Banjarmasin, on the contrary, it is a bad face for the city. The program and arranging of structural slums in the river bank settlements in Kelurahan Sungai Bilu have indeed been carried out, but basically, they have not been successfully managed completely. Identification of the characteristics of riverbank slum settlements needs to be done to find out the aspects and variables that affect the slum of riverbank settlements to then formulate an appropriate arranging concept and can be implemented in riverbank slum settlements in the study location. Data analysis in identifying the characteristics of riverbank slum settlements is by presenting tabulated data on the results of a statistical questionnaire completed with mapping and field documentation and through narrative exposure. The theory triangulation analysis is used to formulate the concept of arranging suitable riverbank slum settlements and can be carried out at the research location. The results were obtained for the characteristics of slum settlements and the concept of arranging slum areas in the river banks in Kelurahan Sungai Bilu are arranging in aspects of the function and form of residential building mass, arranging environmental infrastructure, arranging environmental utility systems, arranging public and social facilities, and arranging on non-physical aspects.

Banjarmasin city faces almost the same problems as other big cities in the world, namely slum settlements. One of the factors in the formation of slum settlements in Banjarmasin city is urbanization. The population that continues to increase due to the flow of urbanization causes urban areas to have a very urgent problem, namely the provision of housing facilities. The high price of land in the city center and low-per capita income cause people to tend to look for settlements in suburban areas with inadequate environments and supporting facilities. This research aims to identify the conditions of slum settlements in Banjarmasin City and formulate policy priorities to improve the quality of slum settlements in Banjarmasin City. To answer all these objectives, an integrated settlement management system can be implemented. Comprehensive integration between office holders, stakeholders, and residents will produce a draft policy and slum management scenario. In addition, the policy for sustainable management of slum settlements in Banjarmasin City is also designed using the AHP (Analytical Hierarchy Process) approach. The slum settlements in Banjarmasin city are generally caused by geographical location, where most of them are river and swamp areas. Slums are getting worse because of the bad sanitation system. Ecological factor is the main priority factor in improving the quality of slum settlements. This is because if the slum area is able to maintain its ecology, it will be able to overcome disturbances or pressure, maintain or regain its function and shape. Based on AHP analysis, it is also known that the policy priority in improving the quality of slum settlements is by redevelopment. This effort is the rearrangement of part or all of the area for the purpose of managing the slum settlements in Banjarmasin city.

The Court of Appeals of New York held, in Council of the City of New York u. Giuliani, slip op. 02634, 1999 WL 179257 (N.Y. Mar. 30, 1999), that New York City may not privatize a public city hospital without state statutory authorization. The court found invalid a sublease of a municipal hospital operated by a public benefit corporation to a private, for-profit entity. The court reasoned that the controlling statute prescribed the operation of a municipal hospital as a government function that must be fulfilled by the public benefit corporation as long as it exists, and nothing short of legislative action could put an end to the corporation's existence.In 1969, the New York State legislature enacted the Health and Hospitals Corporation Act (HHCA), establishing the New York City Health and Hospitals Corporation (HHC) as an attempt to improve the New York City public health system. Thirty years later, on a renewed perception that the public health system was once again lacking, the city administration approved a sublease of Coney Island Hospital from HHC to PHS New York, Inc. (PHS), a private, for-profit entity.
