Представлена информация о создании Научно-образовательного центра «Инженерные коммунальные системы» Академии строительства и архитектуры Самарского государственного технического университета в ООО «Самарские коммунальные системы». Описан принцип взаимодействия при организации учебного процесса в Академии строительства и архитектуры по направлению «Строительство», профиль «Водоснабжение и водоотведение» (бакалавриат) и по направлению «Строительство», программы подготовки «Водоснабжение городов и промышленных предприятий», «Водоотведение и очистка сточных вод», «Совершенствование технологий очистки воды и обработки осадков» (магистратура). Приведена информация о целесообразности широкого внедрения в учебный процесс элемента индивидуального обучения. Научно-образовательные центры в системе вузовского обучения обеспечивают подготовку высококвалифицированных специалистов в области водоснабжения и водоотведения и повышают их конкурентную способность на рынке труда. Information on establishing the Research and Educational Center «Engineering Utility Systems» of the Academy of Civil Engineering and Architecture of the Samara State Technical University in «Samarskie Kommunal’nye Sistemy», LLC is presented. The principle of interaction in the organization of the educational process at the Academy of Civil Engineering and Architecture in «Civil Engineering» school, the profile «Water supply and wastewater disposal» (Bachelor's degree) and in «Civil Engineering» school, the training program «Water supply of cities and industrial enterprises», «Wastewater disposal and treatment», «Improvement of technologies for water purification and sludge treatment» (Master's degree). The information on the expediency of widespread introduction of the individual training element into the educational process is presented. Research and educational centers in the higher education system provide for training of highly qualified specialists in the field of water supply and wastewater disposal, and increasing their competitiveness in the labor market.

Objective. The goal of the study is to identify ways to improve energy efficiency by conducting a comprehensive analysis of engineering systems of a house, taking into account the existing model of energy supply and by monitoring the indicators of influence on the efficiency of engineering and technical equipment. Methods. The main method is based on a survey of the level of energy efficiency of heating and hot water supply systems. Results. The article discusses the concept of energy efficiency of a building, energy efficiency class, main utility systems of a residential building, indicators of influence on the state of systems, engineering component and ways to improve it. The article addresses issues related to a full analysis of existing systems in order to assess the implementation of necessary energy-saving measures, as well as their risks and benefits. The possibilities of controlling energy consumption and efficiency of works carried out due to the reconstruction of utility systems of the building have been determined. The results of the analysis of energy-efficient measures, and the feasibility of implementing each of them have been determined in order to identify optimal solutions. Conclusion. Increasing the energy efficiency of building utility systems is one of the priority tasks for creating comfortable living conditions. The energy efficiency class of building utility systems is established according to the state of a system, takes into account all quality indicators for energy consumption, and the energy certificate fully shows the level of energy efficiency.

The 2018 M7.1 Anchorage earthquake damaged over 120 schools in the Anchorage and Matanuska-Susitna (Mat-Su) School Districts. Many remained closed for a week or more for cleanup and repairs, primarily due to nonstructural damage. Major structural damage occurred in three of 132 school buildings across both districts, and a number of additional schools had minor to moderate damage. Most observed damage was to nonstructural components, including suspended ceilings, lighting, architectural finishes, building utility systems, and equipment. Middle and high schools were in session at the time of the earthquake. Despite ceiling damage and fallen ceiling tiles, books, and supplies (heavy furniture was anchored) and objects swinging from the ceiling, both districts reported very few injuries. Statements by the school districts and administrators, media reports, and available video indicate that most students dropped, covered, and held on as practiced in regular drills. The combination of life-safety structural performance (with a few exceptions) due in part to moderate shaking, as well as anchoring of heavy furnishings, and student preparedness and drills to practice protective action, appears to have protected students. Both districts’ experiences provide evidence that school seismic safety programs are valuable, even if efforts to mitigate risks from older, vulnerable schools are in process and more work remains.

Change orders are proposals for additional / less work where the main work does not follow the initial design or there are new proposals for new work at all (Pusat Pendidikan dan Pelatihan Sumber Daya Air dan Konstruksi, 2017). A contract or agreement has been signed before implementing the project, but changes often occur after and greatly affect the project performance. This change is also needed to be known if it occurs in a water construction project. To control change orders and contract changes, it is necessary to know the causing factors. This study aims to determine these causative factors by compiling a questionnaire distributed to workers in the water construction sector in the area of DKI Jakarta. The questionnaire results were tested for validity and reliability and Ranked by RII (Relative Importance Index) method. With the acquisition of RII above 0.51, the results found that coordination with utility systems (RII 0, 6842), is the main contributing factor to the Change Order in the construction of DKI Jakarta water buildings. ABSTRAKChange order adalah usulan pekerjaan tambah/kurang dimana pekerjaan utama tidak mengikuti desain awal atau terdapat usulan pekerjaan baru sama sekali(Pusat Pendidikan dan Pelatihan Sumber Daya Air dan Konstruksi, 2017). Sebelum pelaksanaan proyek, pihak yang terlibat dalam konstruksi telah menandatangani kontrak atau kesepakatan. Dalam pelaksanaannya, setelah penandatanagnan kontrak seringkali terjadi perubahan-perubahan. Perubahan sangat berpengaruh pada kinerja proyek, perubahan ini juga perlu diketahui terjadi atau tidaknya dalam proyek konstruksi air. Jika perubahan dalam proyek terjadi pada proyek konstruksi air, untuk mengendalikan perintah perubahan maupun perubahan kontrak diperlukan pengetahuan faktor penyebab terjadinya perubahan. Penelitian ini bertujuan untuk mengetahui faktor penyebab dengan penyusunan kuesioner yang disebarkan terhadap pekerja bidang konstruksi air wilayah cakupan DKI Jakarta. Setelah dilakukan uji validitas dan reliabilitas, hasil kuesioner akan diurutkan berdasar tingkat kepentingan dengan metode RII. Dengan perolehan RII diatas 0,51, hasil yang ditemukan bahwa pengkoordinasian dengan sistem utilitas (RII 0, 6842), merupakan faktor penyebab utama Change Order pada konstruksi bangunan air DKI Jakarta.

This article addresses the questions of prosecutorial assessment of the validity of territorial planning documents and allocation of the facilities for minors. The need to take into account violations in development of the territorial planning documents is substantiated. The subject of this research is the theoretical and legal framework of prosecutorial supervision over the execution of laws in the area of urban planning. The object is the legal relations established in organization and implementation of prosecutorial supervision in this sphere. The goal is set to analyze the conformity of urban planning legislation based on the existing theoretical provisions on organization and implementation of prosecutorial supervision. The novelty of this work lies in formulation of recommendations of evidence-based recommendations on observance of rights and legitimate interests of minors, which can be ensured directly in building and reconstruction of the facilities designated for educational institutions, and indirectly – through optimization of allocation of the objects of residential construction, transport and utility systems, beautification of cities, improvement of the state of urban environment. The need is substantiated for intensification of prosecutorial oversight in this regard, including the use of relevant achievements in the theory of prosecutorial activity and scientifically grounded methodological recommendations on interrelated directions of oversight activity. In conclusion, it is noted that in the conditions of expansion of urban construction, prosecutorial branches should implement preventive supervision and measures for remedying violations; an important factor for the effective oversight in the indicated sphere is the knowledge in various branches of law (urban planning, land, environmental, budget, civil, etc.).
