Academic performance of students, is an important thing in higher education institutions. The purpose of this study is to obtain empirical information that can be used to analyze differences in learning achievement between students from the path of entering high school majors, gender and regional origin and determine future student recruitment policies. Quantitative is methods of this research .using hypothesis a sample T-Test for comparing two different samples in pairs. The results in this study are There are significant and simultaneous influences of high school entrance and majors on student performance, There is a significant influence on high school majors on student achievement, There is a significant of gender on student IPK and there is no significant result from the region on student achievement.

The objective of this research is examines the role of collaborative governance in rural tourism development, especially in the tourist area of "Bumiaji Agrotourism" in Tourist City of Batu. The rapid development of tourism in Batu is still dominated by the artificial tourism destinations, often the highlight in relation to the equitable distribution of welfare and sustainability of tourist development. Until today, the efforts of local governments and communities by presenting a variety of new icon types of community-based tourism destinations in Batu City do not provide assurance that tourism will remain exsist and suistain due to resource limitations in each actor. In accordance with Good Tourism Governance (GTG), tourism management efforts can no longer be charged only to one of the actors. Collaborative governance approach can be used as an alternative solution, especially in rural tourism development in Tourist City of Batu to strengthen the character of tourist destinations as well as tourism network buildings.

The purpose of this paper is to describe the embodiment of performance accountability in DISPERKIM Parks Sector, Malang City. This paper is also based on the development concept of performance measurement from Speklé & Verbeeten (2014) through three indicators of operational use, incentive use, and explanatory use. The results of this study are: a) Operational use: in organizational operational planning and preparation of budget allocations is strongly influenced by institutional restructuring and the influence of regional heads in determining bureaucratic efficiency; b) Incentive use: the number of employees namely 214 people can only reach the target of 78.45%, so it’s not surprising that Malang City still receives accountability reports in the BB category; and c) Explanatory use: in the formulation of strategy and communication’s goal, the head of the department and the chief of sector are only limited to reviewing every quarter only, meaning there is no subordinate involvement in the formulation of strategy. For strategy and learning management it’s known that Parks Sector minimizes program and activity budgets, so that it’s used as a reference in observing budget absorption

This research focuses on efforts to strengthen the capacity of the apparatus of human resources within the Bappeda office in the Banyuwangi Regency. One effort to improve the quality of the apparatus is the method of education and training (Diklat), salary systems, and working conditions. This study aims to determine the process of strengthening the capacity of the HR apparatus in the Bappeda environment and the factors that influence the strengthening of the HR capacity of the apparatus within the Bappeda environment. This study uses a qualitative method. In this research, the theory used is the theory of capacity development initiated by Grindle. The results of this study are that strengthening the capacity of human resources with the education and training methods carried out by Banyuwangi Bappeda has an impact on improving the performance of each apparatus in accordance with their main tasks and functions. The working conditions in the Bappeda of Banyuwangi Regency are classified as good, as can be seen from routine coaching between superiors and staff. The payroll system is in accordance with applicable regulations.

The BPS-Statistics Indonesia tried to take a step to realize good governance, especially in conducting good budget management by implementing an information system of public budgeting management known as the BackOffice Information System. The purpose of this study is to find out how the effectiveness of the implementation of the BackOffice Information System at BPS. This study uses a qualitative method by conducting case studies in BPS Headquarter (Jakarta). Conducting online interview to 59 operators and users, as well as conducting deep interview to 10 key informants. The result shows that the implementation of the BackOffice Information System is effective and practical because this information system is accurate and timely in presenting data and budget information, integrated with several other information systems. Users and key informants also are satisfied with the performance of this information system. The implementation of Back Office also contributes to increasing the realization of the budget and the achievement of BPS performance and to maintaining the Financial Statements performance: Unqualified Opinion (from BPK-the Audit Board of the Republic of Indonesia).

The problem of slum settlements is a big challenge for both central and local governments. To overcome this problem, the Directorate General of Human Settlements conducted national development through the City Without Slum (KOTAKU) program. KOTAKU is a program to manage slum settlements into habitable settlements through community-based infrastructure development. Kelurahan Gading Kasri of Malang City is one of the sub-districts chosen by the Malang City Government to implement the City Without Slums program. Strategies in handling the slum areas in Gading Kasri Village can be analyzed with the theory of types of strategies by Korten, which include organizational strategies, program strategies, resource support strategies, and institutional strategies.

As the Indonesian government issued Omnibus Law to increase investment inflow to Indonesia, this paper tries to figure out investment in what sector that can generate the highest outcome in terms of the macro, micro, and environmental impacts, such that the Indonesian government should prioritize this sector as the investment targeted sector. Three sectors are considered: manufacturing, mining and quarrying, and electricity and gas. Using an I-O model and a microsimulation model, this paper examines the macro, micro, and environmental impacts of each investment scenario. The results reveal that in the short-run, investment in the electricity and gas sector generates the highest macro impacts, while investment in the mining and quarrying sector is better in reducing poverty and inequality, although it has a bigger environmental impact.

After the development of the floodway, the Solo Valley Warken Irrigation Land that has not been and is not used for irrigation needs can be used by the subject of the lease by paying a fee that has been determined by the Public Works Office for Water Resources (SDA) of Lamongan Regency so that it can be used to meet the needs of community land. which is increasing. As for the fees that are generated each year, it will be divided according to the cooperation agreement between the Public Company (PERUM) Jasa Tirta I and the Autonomous Regional Government of Lamongan Regency. Although the ratio of effectiveness between the target of receiving retribution and revenue realization is very effective, its contribution to PAD in Lamongan Regency is still far below the average.

With the presence of Presidential Instruction No. 3/2003 concerning to thr National e-Government Development Policies and Strategies, the President instructed the implementation of E-Government development nationally in accordance with their respective duties, functions and authorities. The concrete step in the implementation of e-government in Probolinggo Regency, especially the Regional Personnel Agency is the establishment of an Online Employee Administration Information System (SIAP Online). This study aims to describe the Collaboration of Regional Personnel Agencies with other Regional Apparatus Organizations (OPD) as well as Coordination between fields in the Regional Personnel Agency in utilizing SIAP Online. Based on the research that has been done, the results show that the collaboration carried out by the Regional Personnel Agency in the framework of presenting staffing data has gone well. This is due to the support in the form of regional regulations and regent regulations that facilitate the cooperation process with other OPDs.

This paper aims to explain and analyze the implementation of educational forest policy with the implementation model as administrative and political process from Grindle (1980), study on the UB Forest employee forest. The results of this study indicate that the implementation of education forest policy in UB forest is still difficult and be potential for failure. The failure is due to the achievement of the objectives of UB Forest, the program of activities which have not been carried out according to the programs design, and have not yet impacted to social group. This is influenced by various aspects of both the contents of the policy, which includes a) the interests affected; b) type of benefits; c) extend of change envision; d) site of decision making; e) program implementor, and f) resources committed, and the contect of implementation, which includes three (3) aspects; a) power, interests and strategies of the actors involved; b) institutionand regime characteristic; c) compliance and responsiveness.
