The conventional paradigm of the policy process is that state or federal level legislators and agency heads set policy; agency bureaucrats write the guidelines and specifications; administrators at various levels down to the building level administrators implement the policy initiative; research specialists in program and policy implementation evaluation assess the effects of the policy and report back to those who set the policy. This paper argues that administrators at the state, district, or building level should review and evaluate policy, thereby joining their perspectives to and enriching the conversion between the policy setting and policy evaluating communities.

The article provides an analysis of the transition of antidoping policy from a series of relatively discrete processes, confined to individual sports, events, or countries, to a global policy that comprises a complex network of relationships involving governmental and nongovernmental organizations. Regime theory is used to examine the nature of the policy process at the international level, focusing particularly on the difficulties of defining the objective of harmonization and of achieving compliance. The characteristics of the regime are identified, and issues of resource dependence, capacity building, verification of compliance, and the increasing centrality of government to policy implementation are examined. Despite the constant risk of defection and the tensions within the regime, the conclusion is drawn that the regime should not be deemed ineffective. Increasing effectiveness, however, is likely to occur at the cost of progressive marginalization of sports organizations.

<p>The Central Bank of Nigeria introduced cashless policy initiative to accomplish two main macro-socio-economic policy objectives of increased convenience and greater financial inclusion in Nigeria. This study evaluates Nigeria cashless policy implementation using a four point Likert scale questionnaire administered to six hundred respondents. The results of the study show that the twin policy objectives investigated were partially achieved. Also the study reveals that social infrastructures in power and telecommunications need improvement and expansion and the need to create more awareness to encourage the unbanked to embrace banking culture. This study recommends vigorous investments on cyber security, strengthening of internet protocol and controls in the banks and enactment of relevant legislative laws to curb cybercrimes.   </p>

The aim of this article is to discuss the process of public policymaking and how the policy consultation helps to elaborate the processes involved in enhancing cooperation among government agencies. Existing literature indicates that there has never been any research that studies in detail on the consultative process of the process of policymaking in the country’s public service. The only available guidance is in the National Policy on the Development and Implementation of Regulations to improve the decision-making process for policy implementation. Therefore, a further reference has been done to a qualitative study on the policymaking process of the proposed National Halal Policy. The study indicates that an effective consultative approach must be able to act as either a vehicle of communication or stakeholder management in the policy process. The framework of negotiation-based policy consultative informs clearly on what types of consultative process practiced by the country and how does it operate in promoting wider participation in the policy process.

The objective of this research in aim at finding out the information related to the implementation of Local Government Regulation No.10 2002 obout  underground water management. The research finding reveal that  this regulation has been well implemented based on data which collected by applying interview. Most of Bekasi people stuted that information about this regulation formal from other people and well socialized by  local goverment in change of.
