Policymakers in the U. S. have been trying to change schools and school practices for years. Though studies of such policies raise doubts about their effects, the last decade has seen an unprecedented increase in state policies designed to change instructional practice. One of the boldest and most comprehensive of these has been undertaken in California, where state policymakers have launched an ambitious effort to improve teaching and learning in schools. We offer an early report on California's reforms, focusing on mathematics. State officials have been promoting substantial changes in instruction designed to deepen students' mathematical understanding, to enhance their appreciation of mathematics and to improve their capacity to reason mathematically. If successful, these reforms would be a sharp departure from existing classroom practice, which attends chiefly to computational skills. The research reported here focuses on teachers' early responses to the state's efforts to change mathematics instruction. The case studies of five teachers highlight a key dilemma in such ambitious reforms. On the one hand, teachers are seen as the root of the problem: their instruction is mechanical, often boring, and superficial. On the other hand, teachers are cast as the key agents of improvement because students will not learn the new mathematics that policymakers intend unless teachers learn that math and teach it. But how can teachers teach a mathematics that they never learned, in ways they never experienced? That is the question explored in this special issue.

AbstractIn considering the articles in this Special Issue, I am struck by the importance of a set of factors that, in my view, both run through the articles like a leitmotif, as well as shape the major ‘take away’ lesson(s) from the articles. In this short commentary, I elaborate on these factors and the lesson(s) to take from them through five ‘Cs’: context; complexity; contestation; the framework of constitutions; and the role of comparative law. The first three ‘Cs’ are lessons from the case studies of the articles themselves, while the second two ‘Cs’ are offered as lessons to help take the dialogue forward. Fundamentally, these five ‘Cs’ highlight the importance of the articles in this Special Issue and the conference from which they emerged on the one hand, while on the other hand, also making us aware of what are the limits of what we should conclude from the individual articles. In other words, taken together, the five ‘Cs’ are, one might say, lessons about lessons.

This special issue discusses governance, leadership and education in the light of Nordic ideas about general education and citizenship of the world. Particular focus is placed on the battle between two very different discourses in contemporary educational policy and practice: an outcomes/standard-based discourse, and a general education-based discourse of citizenship of the world.Our point of departure is that we need to analyse the close relations between the core and purpose of schooling (the democratic Bildung of students) and the leadership of schools and relations to the outer world. On the one hand, society produces a discourse based on outcomes, with a focus on the marketplace, governance, bureaucracies, account-ability and technocratic homogenisation. On the other hand, society focuses on culture in the arts, language, history, relations and communication, producing a discourse based on democratic Bildung and citizenship of the world.

In recent years, scholarly interest in boundaries and boundary work, on the one hand, and borders and bordering, on the other, has flourished across disciplines. Notwithstanding the close relationship between the two concepts, “borders” and “boundaries” have largely been subject to separate scholarly debates, or sometimes treated as synonymous. These trends point to an important lack of conceptual and analytical clarity as to what borders and boundaries are and are not, what distinguishes them from each other and how they relate to each other. This Special Issue tackles this conceptual gap by bringing the two fields of studies together: we argue that boundaries/boundary work and borders/bordering should be treated as interrelated rather than distinct phenomena. Boundaries produce similarities and differences that affect the enforcement, performance and materialisation of borders, which themselves contribute to the reproduction of boundaries. Borders and boundaries are entangled, but they promote different forms and experiences of inclusion and exclusion. In this introduction, we elaborate the two concepts separately before examining possible ways to link them theoretically. Finally, we argue that an intersectional perspective makes it possible to establish how the interplay of different social categories affects the articulations and repercussions of borders and boundaries. The contributions in this Special Issue address this issue from multiple perspectives that reflect a variety of disciplines and theoretical backgrounds and are informed by different case studies in Europe and beyond.

In this introduction to the special issue of MediaTropes on “Oil and Media, Oil as Media,” Jordan B. Kinder and Lucie Stepanik provide an account of the stakes and consequences of approaching oil as media as they situate it within the “material turn” of media studies and the broader project energy humanities. They argue that by critically approaching oil and its infrastructures as media, the contributions that comprise this issue puts forward one way to develop an account of oil that further refines the larger tasks and stakes implicit in the energy humanities. Together, these address the myriad ways in which oil mediates social, cultural, and ecological relations, on the one hand, and the ways in which it is mediated, on the other, while thinking through how such mediations might offer glimpses of a future beyond oil.

AbstractInsisting on a radical divide between post-1750 ideologies in Europe and earlier political thought in both Europe and Asia, modernist scholars of nationalism have called attention, quite justifiably, to European nationalisms’ unique focus on popular sovereignty, legal equality, territorial fixity, and the primacy of secular over universal religious loyalties. Yet this essay argues that nationalism also shared basic developmental and expressive features with political thought in pre-1750 Europe as well as in rimland—that is to say outlying—sectors of Asia. Polities in Western Europe and rimland Asia were all protected against Inner Asian occupation, all enjoyed relatively cohesive local geographies, and all experienced economic and social pressures to integration that were not only sustained but surprisingly synchronized throughout the second millennium. In Western Europe and rimland Asia each major state came to identify with a named ethnicity, specific artifacts became badges of inclusion, and central ethnicity expanded and grew more standardized. Using Myanmar and pre-1750 England/Britain as case studies, this essay reconstructs these centuries-long similarities in process and form between “political ethnicity,” on the one hand, and modern nationalism, on the other. Finally, however, this essay explores cultural and material answers to the obvious question: if political ethnicities in Myanmar and pre-1750 England/Britain were indeed comparable, why did the latter realm alone generate recognizable expressions of nationalism? As such, this essay both strengthens and weakens claims for European exceptionalism.

This paper analyses the recent phenomenon of private/public partnerships (PPPs) in the ICT sector of the developing world. The partners may come to these projects with divergent motivations: profit on the one hand and the provision of public services on the other, but at the end of the day, the interests of the partners that are symbiotic can – and indeed should – be aligned to ensure successful long-term projects. To investigate what can be done to promote successful and sustainable PPPs, this paper extends the traditional two-actor analysis to include both a third-party non-profit-oriented facilitating organization and the technology recipients that are the targets of these projects. Following an overview of the current state of PPPs in the developing world, the paper provides two case studies, based in Vietnam, where all four of the above-mentioned stakeholders were involved. The cases reveal important success factors that can be applied to future PPPs in the ICT sector.

Case studies are a common teaching and learning tool within entrepreneurship and its parent discipline, business, as a method of bringing the nuances of realism to complex theoretical problems. However, within the arts entrepreneurship field, they are used less frequently for pedagogical purposes and often with hesitation. Consequently, in this guide to the Case Study Edition, I aim to briefly: provide a rationale for using case studies in arts entrepreneurship education; illustrate what makes a good case study; highlight the mechanics of writing case studies by clearly outlining the expectations of a submission to JAEE for both traditional research cases and teaching cases; summarize the cases within this special issue and highlight why they demonstrate best practice example cases.

In spite of Kant's and his commentators’ various attempts to distinguish between traditional and transcendental idealism, his philosophy continues to be construed as committed (whether explicitly or implicitly and whether consistently or inconsistently) to various features usually associated with the traditional idealist project. As a result, most often, the accusation is that his Critical philosophy makes too strong metaphysical and epistemological claims.In his The Revolutionary Kant, Graham Bird engages in a systematic and thorough evaluation of the traditionalist interpretation, as part of perhaps the most comprehensive and compelling defence of a revolutionary reading of Kant's thought. In the third part of this special issue, the exchanges between, on the one hand, Graham Bird and, on the other, Gary Banham, Gordon Brittan, Manfred Kuehn, Adrian Moore and Kenneth Westphal focus on specific aspects of Bird's interpretation of Kant's first Critique. More exactly, the emphasis is on specific aspects of Bird's interpretation of the Introduction, Analytic of Principles and Transcendental Dialectic of Kant's first Critique.The second part of the special issue is devoted to discussions of particular topics in Bird's construal of the remaining significant parts of the first Critique, namely, of the Transcendental Aesthetic and the Analytic of Concepts. Written by Sorin Baiasu and Michelle Grier, these articles examine specific issues in these two remaining parts of the Critique, from the perspective of the debate between the traditionalist and revolutionary interpretation.
