Since the adoption of the Sustainable Development Goals by the United Nations, sustainability has been a key priority for European governments. While previous studies have investigated the associations between indicators of sustainable development, few have directly considered a multidimensional approach to assess and compare the performance of regions in terms of sustainable development. As such, a comprehensive assessment of regional sustainable performance is thus still needed. In this paper, the concept of sustainability relies on the construction of six composite indices (environment and natural resources, energy transition, sustainable mobility, economic dynamism, social cohesion and solidarity, and governance and citizenship) with the aim to provide an evaluation framework for empirically comparing the performance of the 96 metropolitan French Departments. Each dimension is explored by spatial autocorrelation analysis and Hierarchical Ascending Classification (HAC) to classify French Departments providing five different regional profiles of sustainable development. The findings make it possible to identify the strengths and weaknesses of the departments in the implementation of sustainable development. This approach provides the bases for a systematic monitoring of sustainable development policies at the regional scale.

Energy transition has become a priority for adaptive policy and measures taken in response to climate change around the world. This is an opportunity and a challenge for the Taiwan government to establish a climate-resilient power generation mixed to ensure electricity security as well as climate change mitigation. This study adopted a sustainable development perspective and applied optimal control theory to establish a cost-effective model to evaluate a long-term (2050), climate-resilient power generation mix for Taiwan. Furthermore, this study applies the STIRPAT approach to predict the demand of electricity by 2050 for the demand side management. The results not only showed the share of various power generation mixed, but also recommended the trajectory of electricity saving by 2050.

This chapter examines, from a multidisciplinary perspective, plausible hypotheses for implementation of border carbon adjustment mechanisms, seen as a complement to strong environmental regulation. It highlights economic, legal, and political difficulties raised by border carbon adjustments. After thoroughly reviewing their economic practicability, it analyses these mechanisms from an International Trade Law perspective, particularly vis-à-vis the General Agreement on Tariffs and Trade, sustainable development, and the principle of shared but differentiated responsibilities. It concludes with an assessment of policy-related implications of such mechanisms and outlines, in particular, how border carbon adjustments may be used as an engine of economic and energy transition, for developed and developing countries equally.

This paper provide a qualitative analysis of existing metrics that directly or indirectly quantify energy justice. The main objective of the paper was to determine shortcomings and to suggest improvements in order to enhane existing metrics and create conditions for defining of new energy indicators. The emphasis was placed on the analysis of the readiness of the system for the energy transition. Therefore, elements of the energy trilemma of the observed countries were defined using known parameters related to the transition processes. The use of known economic, political, energy, environmental and other indicators provided the universality of the suggested metric and reduced the impact of subjectivity. Proposed improvements for the metric of energy justice and the defining of new energy indicators served as a help tool for decision-makers in the energy sector. Political solutions should strive to a balancing of the energy trilemma, which was the main precondition for achieving the goals of sustainable development and a just transition. The main results of this paper are the possibility of universal application of metric for the quantification of energy justice and a new composite indicator that indicated the level of energy transition fairness.
