The features of the contemporary higher education system of France have been considered in the article. The types of higher education institutions in France and their peculiarities in the context of development tendencies have been studied and analyzed. The specific features of doctoral studies in France have been studied. The historical peculiarities of the quality evaluation system in the French higher education and its contemporary state have been highlighted.

The paper describes higher education as a value to service customer. Approaches to quality evaluation must consider information value, treatment of uncertainty, and formation of individual´s expectations. Various approaches are currently used for higher education quality evaluation. Systems of ratings and achievement indicators are developed to evaluate university education quality.

As the important part of European integration there is a goal till the year 2010 to create the unite higher education area, which means: considering the needs of European labour market in designing and improving study programs; encouraging the students and staff mobility within the unite higher education area; unification of the systems of evaluation of students' knowledge and skills acquired; increasing the competitiveness of the European universities; unification and implementation of criteria for quality evaluation of universities and study programs in Europe. The Bologna declaration has started a new stage in the development of the higher education area. There has to be a unite responsibility for disseminating the idea of Bologna declaration and encouraging its implementation in practice in each country which joined the declaration. The European enlargement encourages discussions and shares information among ministries, universities and society about the further ways of improving the quality efficiency and social responsibility of Universities in reaching the goals of the European Union.

The Bologna Process, Information and Communication Technology, and market forces have brought manyinnovations and great changes to higher education systems throughout Europe. Reforms in higher educationhave taken a new direction, towards making higher education students more autonomous. However, manycountries have not really adopted this innovative way of teaching and still maintain an old ‘transmission’ stylewhich often entails teachers trying to pour knowledge into the minds of their students. Promoting autonomouslearning (the ability of students to manage their own learning) in higher education is crucial both for theindividual and society, as the idea of an academic student comprises critical reflective thinking and theimportance of becoming an independent learner. This article will discuss the importance of promotingautonomous learning throughout self, peer and co-assessment for higher education quality enhancement. Thepaper will examine the case of International Black Sea University’s MA students enrolled in the Higher EducationManagement program. The analyses of a survey will be used to discuss the significance of autonomous learningfor students and their readiness for self, peer and co-assessment.
