Management of national education in Indonesia as a whole is still centralized, making it less encouraging the democratization and decentralization of education, especially at the high school level. Basically, the problem of education management concerns efficiency in utilizing existing resources. National education management is a neat strategy to overcome the negative effects of globalization. Therefore strengthening it will direct globalization in a positive direction for nation building. A centralized education management system that has proven to not bring significant progress to improve the quality of education in general. Even in certain cases, centralized education management has led to limiting creativity in various types and levels of education.

In the context of implementing decentralization in the education sector, there are many problems that arise, because the implementation of decentralization of education is different from the decentralization of other areas of government which is basically concentrated at the district and city level. Decentralization of education has not only stalled at the district and city level but even more so that it reaches the school level. The existence of autonomy in the management of education is a potential for schools to improve the performance of personnel, offer direct participation from relevant parties, and increase public understanding of the implementation of education in schools. Decentralization of education has encouraged the improvement of services in the field of education to the community, which leads to efforts to improve the quality of education management at the lowest level, namely schools through the implementation of School-Based Management. The implementation of School-Based Management in general is to empower or empower schools through giving authority to schools, giving schools greater flexibility to manage school resources, and encouraging the participation of school members and communities to improve the quality of education.

The quality of education is the ultimate goal of a teaching and learning process. This study aimed to finding out a significant influence of principal leadership and teachers’ performance on the quality of education at Junior High School level and to identify dominant factors affecting the quality of education. This research was conducted in Junior High School in Konawe regency. This is a mix method research using a survey for quantitative data and observations as well as interview for qualitative data. The primary data was collected from 88 respondents, while the secondary data was from related documents. This study revealed that 1) there was a significant influence of principal leadership on the quality of education at Junior High School level. Based on significance test, it was obtained that t value counted for 5.486 compared with table t values with probability 0.05 of 1,991 where the value of t count ≥ t table then Ho1 rejected; 2) there was a significant influence of teachers’ performance on the quality of education. Based on its significance test, it was obtained that t value counted for 2.306 ≥ t table value of 1,991 where t count ≥ t table then Ha2 accepted; 3) there was a significant influence simultaneously between principal leadership and teachers’ performance on the quality of education. It was based on Anova Test results that F count was 18,955 with significance level 0,000 < probability value α 0.05 while F table according to the level of significance 0.05 (2;86) of 3.10 so that F counted > F table (18,955 > 3.10), therefore, Ho3 rejected. The contribution of the principal leadership variable and teacher’s performance on the quality of education was 30,8%. In order to achieve a quality of better education, principal and teachers should develop their professional skills.

This research seeks to help the business continuity of the school cooperative, to solve the problem of cooperative sustainability as a learning center for students to improve the quality of education and relevance to the business world, access, efficiency and relevance of education to make higher competence of students in the senior high school level. Researchers see that school cooperatives have not been well managed because management resources do not maximize their potential, and the sustainability and development of school cooperatives tend to be stagnant, whereas the opportunity in order to maximize the cooperative's economic potential to improve the welfare of students is very wide open. School cooperatives also serve as laboratories for students to implement a dual system education is not optimal in its implementation, the involvement of students only to maintain the store, not to the stage of implementation of good management. This paper will explain how school cooperatives management in business vocational high school in Jakarta with qualitative research method

Sistem zonasi merupakan bagian dari upaya reformasi sekolah dalam meningkatkan kualitas pendidikan di Indonesia. Upaya pemerintah dalam pemerataan pendidikan salah satunya adalah mengeluarkan kebijakan baru dalam penerimaan peserta didik baru melalui Peraturan Menteri Pendidikan dan Kebudayaan Nomor 44 Tahun 2019 tentang Penerimaan Peserta Didik Baru pada Taman Kanak-Kanak, Sekolah Dasar, Sekolah Menengah Pertama, Sekolah Menengah Atas, Sekolah Menengah Kejuruan.Tujuan penelitian ini adalah untuk mendeskripsikan bagaimana Implementasi Kebijakan Zonasi Penerimaan Peserta Didik Baru Sebagai Upaya Pemerataan Mutu Pendidikan Pada Jenjang SMA Negeri di Kota Surabaya. Penulis menggunakan pendekatan kualitatif dengan metode studi literatur. Fokus penelitian menggunakan 6 variabel menurut Van Meter dan Van Horn dalam Subarsono (2013:99) yaitu ukuran dan tujuan kebijakan, sumber data sekunder. Fokus penelitian menggunakan 6 variabel menurut Van Meter dan Van Horn dalam Subarsono (2013:99) yaitu ukuran dan tujuan kebijakan, sumber daya, karakteristik agen pelaksana, sikap/ kecenderungan para pelaksana, komunikasi antar organisasi dan aktivitas, dan lingkungan ekonomi, sosial dan politik. Teknik pengumpulan data menggunakan teknik dokumentasi. Hasil penelitian tersebut menunjukkan Implementasi Kebijakan Zonasi Penerimaan Peserta Didik Baru Sebagai Upaya Pemerataan Mutu Pendidikan (Studi Jenjang SMA Negeri di Kota Surabaya) telah melaksanakan kebijakan dengan cukup baik apabila dilihat dari sikap komitmen pelaksana kebijakan. Meskipun kenyataannya kebijakan zonasi masih mengalami beberapa hambatan. Masih ditemukan hambatan dalam penerapannya variabel sumber daya dan lingkungan sosial, politik dan ekonomi. Dari penjelasan diatas, penulis memberikan saran agar pihak sekolah melakukan peningkatan sosisalisai dengan strategi  maupun  metode  yang  tepat.  Kata Kunci: Kebijakan, Zonasi, Pendidikan   The zoning system is part of school reform in improving the quality of education in Indonesia. One of the government'sefforts in examining education is issuing new policies for the acceptance of new students through Minister of Educationand Culture Regulation No. 44 of 2019 concerning Acceptance of New Students in Kindergartens, Primary Schools, Junior High Schools, High Schools, Vocational High Schools The purpose of this study is to describe how the Implementation of New Student Admission Zoning Policy as an Effort to Check the Quality of Education at the State High School Level in Surabaya City. The author uses qualitative considerations with the literature study method. The focus of the study uses 6 variables according to Van Meter and Van Horn in Subarsono (2013: 99), namely the size and objectives of the policy, secondary data sources. The results of this study indicate that the Implementation of New Student Admission Zoning Policy as an Effort to Study Quality in Education (Study of Senior High Schools Level in Surabaya City) has held policies that are in line with the expected policies. Although it requires zoning policies, there are still some challenges. There are still obstacles to the implementation of the resource variable and the social, political and economic environment. From the explanation above, the authors provide suggestions for schools to improve social networking with the right strategy or method. Keywords: Policy, Zoning, Education
