The purpose this journal article about the existence of School Based Management which is a new paradigm in education that provides broad autonomy at the school level in national education policy. In improving the quality of education must include all paths, levels and also the type of education. Then it is hoped that the ultimate strength of the nation's reforms will start from the human resources which prioritize the interests of many people in various aspects of life. Education is a part of human life which has an important position. The intended interest in this matter is how humans carry out their lives and improve the quality of life. Indirectly if seen based on the philosophy of education which will direct people to think deeply or rooted in the reality of education. The development of national education must also develop in line with global developments by still taking into account the character's cultural values, and also an assessment of conditional factors. The implementation and development of education as intended and expected are in accordance with Law of the Republic of Indonesia Number 20 of 2003. Educational policies and roles that are oriented towards future progress will give birth to quality Indonesians. Qualified humans are humans who have high morale and are intellectual sufficient to know or master science and technology. The new paradigm of education is a new pattern or concept of education to achieve the goals of national education. The purpose of education is to produce human resources capable of facing various future challenges. In essence, the Education Policy that has been made is to improve the quality of education and the welfare of the nation.

In the context of implementing decentralization in the education sector, there are many problems that arise, because the implementation of decentralization of education is different from the decentralization of other areas of government which is basically concentrated at the district and city level. Decentralization of education has not only stalled at the district and city level but even more so that it reaches the school level. The existence of autonomy in the management of education is a potential for schools to improve the performance of personnel, offer direct participation from relevant parties, and increase public understanding of the implementation of education in schools. Decentralization of education has encouraged the improvement of services in the field of education to the community, which leads to efforts to improve the quality of education management at the lowest level, namely schools through the implementation of School-Based Management. The implementation of School-Based Management in general is to empower or empower schools through giving authority to schools, giving schools greater flexibility to manage school resources, and encouraging the participation of school members and communities to improve the quality of education.

Education plays a very important role in the process of improving the quality of human resources and is a process that is integrated with the process of improving the quality of human resources themselves. For this reason, the government implements School-Based Management which involves relevant stakeholders, especially the community. This study aims to find out and analyze the collaboration of the Committee (community) with the Head of Madrasa in terms of improving the quality of education at Madrasa Aliyah Negeri in Banda Aceh City. Data collection in this study was conducted by interview, documentation, and observation. While the results of this study are the authors find that the Cooperation Committee and the Head of MAN in Banda Aceh City have been carried out in the form of partnerships that synergize and mutually understand the roles and functions of each institution in order to improve the quality of Madrasah education, this is clearly seen by the implementation of the boarding school program, student creativity activities, extracurricular activities and also academic achievement of students who continue to increase along with the increasing intensity of collaboration of the committee and the head of the Madrasah as a whole in all aspects that include learning activities, facilities, infrastructure, and technical education materially and non materially, so that it gives a significant influence on the quality of education at Madrasah Aliyah Negeri in Banda Aceh City.

Management of national education in Indonesia as a whole is still centralized, making it less encouraging the democratization and decentralization of education, especially at the high school level. Basically, the problem of education management concerns efficiency in utilizing existing resources. National education management is a neat strategy to overcome the negative effects of globalization. Therefore strengthening it will direct globalization in a positive direction for nation building. A centralized education management system that has proven to not bring significant progress to improve the quality of education in general. Even in certain cases, centralized education management has led to limiting creativity in various types and levels of education.

Curriculum in Indonesia is always related to the constellation of power, and therefore the direction and substance of the curriculum are determined by the decision of state authorities and non-state subsystems, or complying to a certain notion and concept of education. Constellation of power and complexity of curriculum can be seen in the instruction of Competency-Based Curriculum (KBK), school-based curriculum (KTSP) and 2013 Curriculum. After all, there is no guarantee that these curriculums will be able to develop students’ competency and build their character in line with the national education goals as mandated by Law No. 20/2003 on National Education System. In fact, there is nothing wrong with the curriculum; it is the fault of policy makers of education. The Indonesian people need political will of the government. Curriculum is not the only factor that determines the quality of education. Nor is it the only tool to realize the vision of education. However, curriculum can serve as a strategic device to seed the interests of power. Changes in curriculum in fact generate a strong constellation of power in the curriculum itself, especially in determining the content of education, so no wonder education in Indonesia is “subjugated” by curriculums with business and political interests.

Abstract: Education is one of the factors that can sustain the survival of a nation. Through education, it is hoped that it will be able to create quality successors of the nation and can make a positive contribution to the life of the nation. However, the current conditions are inversely proportional to the expected conditions. Teachers are one of the important factors in the delivery of education in schools. Increasing the quality of education also means increasing the quality of teachers. Madrasah-based management is a translation of “school based management”. This term first appeared in the United States when people began to question the relevance of education to local problems and the environment. MBM is a new paradigm of education, which provides broad autonomy at the madrasah level (community involvement) in the framework of national education policies. Professional teachers are educators who have the expertise and philosophical skills of Ki Hajar Dewantoro; ing ngarso sung tulodho, ing madya building karso, tut wuri handayani. A teacher who is sufficiently good at the subject matter will guide students, become an example or role model for students and always encourage students to progress. With MBM it has characters that need to be implemented by madrasas that will implement it. the existence of this, a characteristic that distinguishes it from other madrasas. The principles that must be used in implementing MBM are the strength of commitment of the madrasah principal and teachers, the readiness of madrasah resources, the interaction and awareness of all madrasah citizens so that madrasah can have authority and independence in the madrasah organization, madrasahs have the resistance to adapt to change.

Efforts to improve the quality of education in Indonesia have long been carried out. Improving the quality of education is one of the development priorities in the field of education. Seeing these conditions, the world of education must be able to play an active role in preparing educated human resources who are able to face the challenges of life both locally, regionally, nationally and internationally. It is not enough to master theories, but also be willing and able to apply them in social life. Not only able to apply knowledge in primary, secondary and tertiary education, but also able to solve various problems encountered in everyday life. Entrepreneurial education is education that applies principles and methodologies towards the formation of life skills for students through an integrated curriculum developed in schools. This paper tries to offer an entrepreneurial insight education model for pre-school level and primary school. With this model, if it is implemented, it is expected that the world of education will contribute significantly to improving the quality of human resources in Indonesia. The framework of entrepreneurship development among educators is felt to be very important. Because educators are 'agents of change' who are expected to be able to instill the characteristics, nature and character as well as the spirit of entrepreneurship or the soul of 'entrepreneur' for their students. Besides that the spirit of 'entrepreneur' is also very necessary for an educator, because through this soul, educators will have a work orientation that is more efficient, creative, innovative, productive and independent.
