<p>Cost and time overruns are the key problems of any construction projects. These issues are causing the negative impact on the development of country economic growth and prosperity. To overcome these issues, the paper is aimed to discover the most influence factors causing the project delay and cost overruns and recommend the possible measures by investigating case studies in three different countries in the world. Each country’s quantitative data from the past studies was selected to analyze and recommend the effective measures. A questionnaire survey was conducted in all three case studies adopting different data collection strategy. The reason of selecting three case studies is to outline the compare analysis of delay factors and to classify why different delay factors have different priority level of influence in project delay from one country to another country. The findings from the case studies exposed that the most influential factors in Australia are (1) planning and scheduling deficiencies, (2) methods of construction, (3) effective monitoring and feedback process, whereas in Ghana, (1) delay in payment certificates (2) underestimating of project cost, (3) complexity of projects are the most influential factors.  However, in Malaysia (1) Contractor’s improper planning, (2) poor site management, (3) inadequate contractor experience are the most influential factors. This paper has also analysed the average and least impact of the delay factors causing project delay and cost overruns in those countries. The paper concludes that there are diverse groups of delay factors from one country to another country that causing project delay and cost overruns. It also concludes that there are diverse measures according to the nature of delay factors to reduce the impact on project delay and cost overruns in construction industry.</p><p><strong>Journal of Advanced College of Engineering and Management</strong>, Vol. 2, 2016, Page: 41-55</p>

The coastline of Western Pomerania has natural and cultural assets that have promoted the development of tourism, but also require additional measures to ensure the traditional features and characteristics are protected. This is to ensure that new developments conform to a more uniform set of spatial structures which are in line with the original culture. Today, seaside resorts are characterized by a rapid increase in development with a clear trend towards non-physiognomic architectural forms which continually expand and encroach on land closer to the coastline. This results in a blurring of the original concepts that characterized the founding seaside resort. This study evaluates 11 development projects (including a range of hotels, luxury residential buildings and hotel suites) built in 2009–2020 in the coastal area of Western Pomerania. An assessment of architecture-and-landscape integration for each development project was made, using four groups of evaluation criteria: aesthetic, socio-cultural, functional and locational factors. The study methodology included a historical and interpretative study (iconology, iconography, historiography) and an examination of architecture-and-landscape integration using a pre-prepared evaluation form. Each criterion was first assessed using both field surveys and desk research (including the analysis of construction plans and developer materials), and then compared with the original, traditional qualities of the town. This study demonstrates that it is possible to clearly identify the potential negative impact of tourism development on the cultural landscape of seaside resorts, and provides recommendations for future shaping, management and conservation of the landscape.

Tunnelling projects seldom meet the initial budget requirements. Commonly, these types of projects suffer from cost overruns, which subsequently lead to project delivery delays mainly due to unsuccessful ground investigation as specified in the literature. The presented work scrutinises the effect of ground investigation in cost overruns. More specifically, various cost figures (total cost, construction cost, tunnel cost) are analysed for two case studies i) the Channel tunnel in the UK and ii) the Olmos Tunnel in Peru. Clayton’s relation between ground investigation and the construction cost is utilised and further investigated. In the Channel tunnel, the main problems faced led to a cost overrun of 78% for the total cost, 66% for the construction cost and 77% for the tunnelling cost. In the Olmos tunnel, two main geological scenarios are analysed and the construction cost overrun is calculated at 9.6% and 6.7%. Drawing on the conclusions, this research work proves that ground investigation can be one of the major factors influencing the tunnel cost.

Change orders present one of the largest sources of cost growth on building construction projects and have negative impact on productivity, labor efficiency and building environment. Building Information Modeling (BIM) is proved a high technology that greatly benefits both design and construction, greatly promoting the design visualization and construction 4-D modeling. Driven by BIM, Integrated Project Delivery (IPD) emphasizes communication in the collaborative process by avoiding adversarial or counter-productive professional relationships to reduce waste and rework. If BIM&IPD can be properly applied in project, quite a lot change orders can be avoided and then project cost will be reduced. This paper investigates the impact of BIM&IPD on construction change orders using Bayesian Network method. Bayesian Network is a graphic model representing cause and effect relationship between change orders and BIM&IPD. In this paper, evidence reasoning and probabilistic inference analyses are conducted to indicate the causes in light of the results and forecast the results according to causes. From the analysis, Bayesian Network is proved a good tool for construction managers to make decisions.

This study is conducted to establish the effect of design quality on project delay in building projects. It aims at: 1) investigating the major factors of design quality, 2) identifying the main delay factors in building projects, 2) establishing the relationship between design quality and delay in building projects. To achieve these objectives, a questionnaire survey is performed. Seventeen (17) factors that might affect design quality, and 15 delay factors are listed in a questionnaire form. Sixty (60) contractors and 40 consultants are asked to identify the severity of the identified factors. Results indicate that the top factors affecting design quality are: delay in payments by client for design services, staff allocation for many projects at the same time, copying and modifying from previous work to minimize time and cost, tight design schedule, lack of designer knowledge with techniques and materials available in the market. The study also concludes that the top five delay factors include: payments delay, poor labor productivity, lack of skilled manpower, frequent change orders and rework. Regression analysis for data collected from 36 building projects shows a good correlation between design quality and delay in projects. This study is the first one that addresses the problem of design quality in the West Bank in Palestine. Furthermore, it is the first study that addresses the effect of design quality on project delay in Palestine and the neighboring countries. It is hoped to be helpful for researchers and professionals to understand the impact of design quality on schedule delay.

Use of prefabrication in construction projects is increasing due to the benefits in cost, time, quality, and safety. However, utilizing prefabrication introduces uncertainties inherent with the supply chain of the process. These uncertainties, if not managed, can disrupt the prefabrication process and result in schedule delays and cost overruns. This study proposes a model to measure disruption risks in the prefabrication process. The model was used in measuring the disruption risks of prefabrication of headwalls in patients’ rooms for a healthcare project as a pilot study. The risk model could successfully identify the disruption risks originating anywhere in the supply chain based on input information such as required material quantity, batch sizes of material deliveries, production rates, and batch sizes of transporting the headwall units. Using the model, the project team identified two uncertainties that could lead to possible disruptions: the start of the prefabrication processes and the required production rate to meet the on-site schedule. This is a first step to developing a risk exposure model that can prove valuable to the risk managers to analyse and manage the impact of disruptions. This will help the risk managers in making informed decisions about where to focus their limited resources.

PurposeThis study analyzes the factors which affect the alfalfa cultivation acreage in China and estimates the development of alfalfa planting by the supply model.Design/methodology/approachBased on the characteristics and actual conditions of alfalfa cultivation in China, a naïve empirical model was created to analyze the impact of various influencing factors on the cultivation acreage of alfalfa.FindingsThe analysis of influential factors shows that China's alfalfa planting conforms to naïve price behavior. The prices of alfalfa and per capita arable land occupancy have a positive effect on the cultivation acreage, while the price of competitive crops and transportation costs have a negative effect on the production of alfalfa. Lastly, the 2012 alfalfa subsidy policy has a significant negative impact on alfalfa cultivation acreage.Research limitations/implicationsDue to the limited research on alfalfa supply in China, there is a lack of available research data and statistical data. A large number of data in this study are mainly indirect data derived and calculated from other industrial data. The measurement results may not be fully accurate.Originality/valueThis study represents the first empirical analysis of the characteristics of the factors influencing alfalfa cultivation acreage in China. The secondary data were used to analyze the influence of various control variables on the cultivation acreage of alfalfa, which is different from existing research.

Purpose This paper aims to explore the impact of stressors and the strategies staff use to cope with these at a detention facility. It documents through case studies some of the triggers of trauma, possible coping mechanisms that might assist in navigating the associated stressors in a workplace and recommendations as to what might assist staff. Design/methodology/approach A naturalist approach was used in this research, using an ethnographic qualitative methodology. Grounded theory assisted in the analysis of the data to capture naturalistically the subjective experience of the participants of the study. Conversations occurred with staff who had worked in a detention facility using face to face semi-structured interviews. The structure was open-ended to allow the staff to discuss and share their experiences freely. Findings Stressors that impacted staff working in a detention facility resulted from areas such as heightened reactions from detainees because of the length of their detainment, detainee self-harm, dealing with the effects of an increase of substance abuse through detainees obtaining contraband and the associated violent reactions that can occur as a result. Adverse symptoms noted within the lives of staff included acute anxiety, sleeplessness, depression and tension within impersonal relationships, including family. What compounded the issue was staffs’ reluctance to talk about work stressors. Research limitations/implications The research used nine participants for case studies of staff who had formerly experienced various adverse impacts of stressors. This is not a comprehensive study, however, of the broader experiences of staff at an Australian detention facility. It does provide, however, a snapshot of the experiences of a small group who had significantly been impacted by the stressors of the workplace. Practical implications This paper provides fresh perspectives or initiatives that are needed to assist staff to navigate the changing environment of working in a detention facility. In particular, some support mechanisms and protective factors that could be put in place to curb the negative impact of stressors in the workplace and to mitigate against long term stress disorders developing in the personal lives of staff. Social implications Many staff are not getting the help they need to cope with the emotional distress they experience in their workplace. However, there are practical interventions to support staff in managing the stressors they face. These will be outlined in this article. Originality/value This study was carried out with the goal of giving staff a voice and to capture their former experiences in their vocational responsibilities in a venue that has had very limited research attention. This study has presented the challenges staff faced in a unique venue of working in a detention facility. It has documented some of the common stressors staff faced, the impact of such and some coping mechanisms used to handle them.

Construction project delays caused by contractors and suppliers are the top problems in Thailand's oil and gas industries. Recognizing this importance and their relationships between factors can help reduce the risk of delays in construction projects. Therefore, this study set out to confirm factors and inspect relationships between delay factors of contractors and suppliers. A 16 item questionnaire survey was distributed to 134 managers, engineers, and supervisors in oil and gas platform construction projects in Thailand. A confirmatory factor analysis (CFA) was performed by the use of Amos Version 20 software program. The analysis results showed that delays caused by the contractors and suppliers had high relationships, due to high regression weighs. The delays caused by the contractors included seven factors which included poor site management and supervision (17%), lack of safety rules and regulations (16%), poor communication and coordination with others (15%), poor procurement system management (15%), defective components and mistakes during construction (14%), supplier payments lateness (13%), and poor planning and scheduling (10%). The delays caused by the suppliers included six factors which included the supply of unqualified and unskilled personnel (22%), supply of low efficiency equipment (20%), late delivery of materials and equipment (20%), supply of low quality materials (16%), late supply of workers (16%), and price escalation (5%).

Purpose The purpose of this paper is to explore the impact that cost overruns and time delays exert on large public construction projects to clarify how past and current research regard factors causing cost overruns and time delays in large public construction projects. Design/methodology/approach This paper, which is based on an analysis of a literature selection consisting of 40 journal articles, investigates and ranks the occurrence of and the explanations for cost overruns and time delays in large public construction projects. The study makes use of a kiviat diagram/radar chart in order to visualize multivariate data. Findings Aggregated rankings of important causes of cost overruns and time delays are reported. These show a strong emphasis on the management aspect as a primary cause of cost overruns and delays. Additionally, there seems to be a trend toward deemphasizing the role of financial considerations in explaining cost overruns and delays. It is argued that there needs to be a more rigorous assessment of the impact that each factor has on cost increases and delays based on factual observed data as opposed to retrospective accounts from questionnaire respondents. Research limitations/implications Only public construction projects have been considered. The results will not be directly applicable to privately funded construction projects and/or projects of a smaller size. Originality/value The use of trend data, as illustrated in a kiviat diagram, showing how different ranking factors causing cost overruns and time delays has changed in importance over time.

To provide an efficient performance and more development of the economic, there is emphases on optimizing the employees contribution to the goals and areas of the governments. The training significance as a management central part has long been documented by principal writers.This paper aim to find the impact of training in the construction industry and how the training is been underestimate lead in increase the cost by using the simulation technique system dynamic. The research methodology include designing of questionnaire that consist of three items , the first item include , general Training (Training Program), evaluation of on-the-job training and evaluation of training after establishing work and the second part include building the model using system dynamic to show the effect of training on the cost of construction. the results the authors made the following conclusions .The absence of training program has very strong effect as the absence of such program is caused by the finance absence , this is common problem with Iraqi construction industry. The most environment of the Iraqi industry is the absence of the finance from both owner and contractor as they ignore this part and consider unnecessary expenses and this will lead to unqualified engineering or worker in the wrong job .The absence of management mean that , usually the contractor and his staff are working without the supervise or represented from the owner side , which some time mean unskilled workers may be hired which lead to delay of the work and cost overruns .
