This paper discusses the implementation of the Federal labor Inspectorate’s powers in the digital economy during the ongoing administrative reform. The effectiveness of this state structure is affected by its dual legal nature, such as the power of labor inspectors is aimed at protecting the rights of em-ployees. In the conditions of the digital economy and the presence of a pandemic, labor rights are fully protected, and the power of Rostrud is limited in relation to supervised objects by prohibiting cer-tain inspections. Under current conditions, the most essential activity of Rostrud is the need to form an electronic supervision system based on the results of the ongoing legal experiment on the introduction of electronic personnel document management. The use of an electronic signature in the activities of Rostrud is the first step in the possibility of imple-menting an electronic surveillance system, which was catalyzed by the pandemic. We believe that elec-tronic supervision will be the next stage of moderni-zation of Rostrud’s activities in the digital economy.

The problematic issues of the development of self-ordering mechanisms in the public administration system are determined, with observance of their division into institutional, functional and evolutionary parts. The institutional part includes self-regulation mechanisms implemented in the models of subject-subject interaction at the levels of higher, central and local government bodies, as well as in models of object-object interaction between them. The most important in the institutional part of self-governing mechanisms are those that ensure: the separation of powers between branches of government; administrative reform of the government structure; separation of public spheres of government between central government bodies; administrative reform of the structure of central executive bodies; delimitation of territorial spheres of government between local authorities; administrative-territorial reform; formation and implementation of the structure of the power hierarchy; administrative reform of the structure of the power hierarchy. The functional part includes the mechanisms of self-regulation, realized in the model of object-object interaction “system of state power — social sphere, industry and relations”. The most important parts of the mechanisms of self-regulation are those that ensure: the formation and implementation of state policies in various spheres of society; formation and implementation of national projects; formation and implementation of state target programs; state budgeting. The evolutionary part includes the mechanisms of self-regulation, realized in the model of object-object interaction “system of state power — the creation of conditions for social development”. The most important parts of the evolutionary part of self-governing mechanisms are those that provide: strategic management and planning; realization of state programs of social and economic development; conducting constant economic and social reforms and transformations.

This chapter draws attention to the effects of vertical specialization of organizations and how it affects public governance. The chapter documents that agency officials pay significantly less attention to signals from executive politicians than their counterparts within ministerial (cabinet-level) departments. This finding also holds when controlling for variation in tasks, the political salience of issue areas, and officials’ rank. In addition, it is documented that the greater the organizational capacity available within the respective ministerial departments, the more agency personnel tend to assign weight to signals from the political leadership. Expert concerns are strongly emphasized at both levels; however, agency personnel are more sensitive to the influence of affected parties. The chapter applies large-N questionnaire data at four points in time (1986, 1996, 2006, and 2016) that spans three decades and shifting administrative doctrines: New Public Management as well as post-New Public Management.

This article discusses the urban spaces of the pseudo-colonial city via the urban transformation in the eastern area of Bangkok between 1855 and 1932. During this period, the Thai royal government was under pressure from colonialism in the Southeast Asian region. To prevent colonization of the country, the kings aimed to strengthen their economic and political powers through administrative reform, educational development, infrastructure construction, and land commodification Thus, the urban spaces in Bangkok were significantly transformed. The eastern area became a transitional zone between the administrative center of the royal government and the commercial center where foreign traders resided. Furthermore, this transitional zone continued expanding into the area of rural communities, and, consequently, the traditional settlements of the local people gradually lost population.
