The article is devoted to the problem of  software selection. As a rule, this tasks are formalized as models of multi-criteria decision making (MCDM). The peculiarity of this problem is in the fact that the evaluation criteria , is generally defined by linguistic expert. This requires the use of special methods, in particularly, the theory of fuzzy sets. To solve the problem, an approach based on the  a fuzzy measure  was used . In general, a fuzzy measure allows one to take into account the effect of the mutual influence of criteria. The main difficulty lies in identifying this measure. The fuzzy Sugeno measure and  Sugeno integral were used. An example of solving the indicated problem is given.

The article consideres the problems of determining the need to modernize the base stations of the cellular network based on the mathematical apparatus of the theory of fuzzy sets. To improve the quality of telecommunications services the operators should send significant funding for upgrading the equipment of base stations. Modernization can improve and extend the functions of base stations to provide cellular communication, increase the reliability of the base station in operation and the functionality of its individual elements, and reduce the cost of maintenance and repair when working on a cellular network. The complexity in collecting information about the equipment condition is determined by a large number of factors that affect its operation, as well as the imperfection of obtaining and processing the information received. For a comprehensive assessment of the need for modernization, it is necessary to take into account a number of indicators. In the structure of indicators of the need for modernization, there were introduced the parameters reflecting both the degree of aging and obsolescence(the technical gap and the backlog in connection with the emergence of new technologies and standards). In the process of a problem solving, the basic stages of decision-making on modernization have been allocated. Decision-making on the need for modernization is based not only on measuring information that takes into account the decision-makers, but also on linguistic and verbal information. Therefore, to determine the need for upgrading the base stations, the theory of fuzzy sets is used, with the help of which experts can be attracted to this issue. They will be able to formulate additional fuzzy judgments that help to take into account not only measuring characteristics, but also poorly formalized fuzzy information. To do this, the main indicators of the modernization need have been defined, and fuzzy estimates of the need for modernization for all indicators and a set of indicators reflecting the need for upgrading the base stations have been formulated.

 Higher-order fuzzy decision-making methods have become powerful tools to support decision-makers in solving their problems effectively by reflecting uncertainty in calculations better than crisp sets in the last 3 decades. Fermatean fuzzy set proposed by Senapati and Yager, which can easily process uncertain information in decision making, pattern recognition, medical diagnosis et al., is extension of intuitionistic fuzzy set and Pythagorean fuzzy set by relaxing the restraint conditions of the support for degrees and support against degrees. In this paper, we focus on the similarity measures of Fermatean fuzzy sets. The definitions of the Fermatean fuzzy sets similarity measures and its weighted similarity measures on discrete and continuous universes are given in turn. Then, the basic properties of the presented similarity measures are discussed. Afterward, a decision-making process under the Fermatean fuzzy environment based on TOPSIS method is established, and a new method based on the proposed Fermatean fuzzy sets similarity measures is designed to solve the problems of medical diagnosis. Ultimately, an interpretative multi-criteria decision making example and two medical diagnosis examples are provided to demonstrate the viability and effectiveness of the proposed method. Through comparing the different methods in the multi-criteria decision making and the medical diagnosis application, it is found that the new method is as efficient as the other methods. These results illustrate that the proposed method is practical in dealing with the decision making problems and medical diagnosis problems.

Summary The theory of fuzzy sets allows to analyze insufficiently precise, accurate, complete phenomena which can not be modeled by the theory of probability or interval mathematics. We define fuzzy sets as sets where the boundary of the set is unclear and depends on subjective estimation or individual preference. In addition to the standard interpretation scale, described above, a set of numbers to each qualitative attribute must be assigned. First of all, it is necessary to determine the procedure for determining fuzzy numbers describing the attributes. One of the imperfections of the fuzzy sets is subjectivism when defining the boundaries of fuzzy sets and functions of belonging, which can significantly influence the final decision. The decision maker’s subjectivity is also present in the determination of weighted coefficients. However, in case of giving weight, fixed values are necessary. Some decisions require multidisciplinary knowledge, so the decision-making process includes more group decision-makers, who independently give their grades.

The fusion of multidimensional intuitionistic fuzzy information plays an important part in decision making processes under an intuitionistic fuzzy environment. In this chapter, it is observed that existing intuitionistic fuzzy Einstein hybrid aggregation operators do not follow the idempotency and boundedness. This leads to sometimes illogical and even absurd results to the decision maker. Hence, some new intuitionistic fuzzy Einstein hybrid aggregation operators such as the new intuitionistic fuzzy Einstein hybrid weighted averaging (IFEHWA) and the new intuitionistic fuzzy Einstein hybrid weighted geometric (IFEHWG) were developed. The new IFEHWA and IFEHWG operators can weigh the arguments as well as their ordered positions the same as the intuitionistic fuzzy Einstein hybrid aggregation operators do. Further, it is validated that the defined operators are idempotent, bounded, monotonic and commutative. Then, based on the developed approach, a multi-criteria decision-making (MCDM) procedure is given. Finally, a numerical example is conducted to demonstrate the proposed method effectively.
