DEVELOPMENT OF VALUATION METHOD OF THE STATUS OF BASE STATIONS FOR DETERMINING THE NEED OF THEIR UPGRADING

The article consideres the problems of determining the need to modernize the base stations of the cellular network based on the mathematical apparatus of the theory of fuzzy sets. To improve the quality of telecommunications services the operators should send significant funding for upgrading the equipment of base stations. Modernization can improve and extend the functions of base stations to provide cellular communication, increase the reliability of the base station in operation and the functionality of its individual elements, and reduce the cost of maintenance and repair when working on a cellular network. The complexity in collecting information about the equipment condition is determined by a large number of factors that affect its operation, as well as the imperfection of obtaining and processing the information received. For a comprehensive assessment of the need for modernization, it is necessary to take into account a number of indicators. In the structure of indicators of the need for modernization, there were introduced the parameters reflecting both the degree of aging and obsolescence(the technical gap and the backlog in connection with the emergence of new technologies and standards). In the process of a problem solving, the basic stages of decision-making on modernization have been allocated. Decision-making on the need for modernization is based not only on measuring information that takes into account the decision-makers, but also on linguistic and verbal information. Therefore, to determine the need for upgrading the base stations, the theory of fuzzy sets is used, with the help of which experts can be attracted to this issue. They will be able to formulate additional fuzzy judgments that help to take into account not only measuring characteristics, but also poorly formalized fuzzy information. To do this, the main indicators of the modernization need have been defined, and fuzzy estimates of the need for modernization for all indicators and a set of indicators reflecting the need for upgrading the base stations have been formulated.

Summary The theory of fuzzy sets allows to analyze insufficiently precise, accurate, complete phenomena which can not be modeled by the theory of probability or interval mathematics. We define fuzzy sets as sets where the boundary of the set is unclear and depends on subjective estimation or individual preference. In addition to the standard interpretation scale, described above, a set of numbers to each qualitative attribute must be assigned. First of all, it is necessary to determine the procedure for determining fuzzy numbers describing the attributes. One of the imperfections of the fuzzy sets is subjectivism when defining the boundaries of fuzzy sets and functions of belonging, which can significantly influence the final decision. The decision maker’s subjectivity is also present in the determination of weighted coefficients. However, in case of giving weight, fixed values are necessary. Some decisions require multidisciplinary knowledge, so the decision-making process includes more group decision-makers, who independently give their grades.

The article is devoted to the problem of  software selection. As a rule, this tasks are formalized as models of multi-criteria decision making (MCDM). The peculiarity of this problem is in the fact that the evaluation criteria , is generally defined by linguistic expert. This requires the use of special methods, in particularly, the theory of fuzzy sets. To solve the problem, an approach based on the  a fuzzy measure  was used . In general, a fuzzy measure allows one to take into account the effect of the mutual influence of criteria. The main difficulty lies in identifying this measure. The fuzzy Sugeno measure and  Sugeno integral were used. An example of solving the indicated problem is given.

The authors attempt to model a decision-making mechanism; which can fix multiple robot characteristics and can aid in investigating robots status for a particular manufacturing arena. The work exposed a series of applicable robot characteristics; which differentiated their working capacity and defines their value. A simple additive weighting (SAW) mechanism under a fuzzy concept is presented for investigating the status of industrial robots; which incorporates comprehensive aspects for sustainable robot selection. The authors have extended the application field of fuzzy sets theory and illustrated the significant application of linguistic terms in the robot decision-making problem. The work compounds fuzzy sets theory with SAW techniques and thus serves a flavor of fuzzy concept and a SAW technique under single platform. The study reveals the course of action for executing the proposed work by the managers. The work has applied fuzzy linguistic terms for griping the appropriate perceptions of the decision makers and applied the conception of SAW methodology to yield the decision results.

Objectives: A new decision-making process was set up by the Austrian Ministry of Health to regulate coverage of new proposed Extra Medical Services (EMS; German: Medizinische Einzel-Leistung [MEL]) in 2008. As part of the annual decision-making process an independent academic institution (LBI-HTA) is evaluating relevant evidence on these new technologies and provides HTAs, including evidence-based recommendations for decision makers.Methods: About ten EMS assessments are performed annually by the LBI-HTA simultaneously between January and March. Each peer-reviewed report consists of a systematic literature review and critical appraisal of evidence using the GRADE methodology. The generation of numerous reports of good quality standards within the short timeframe is achieved by a standardized workflow with predefined assignment of tasks for all participants.Results: In total, the LBI-HTA performed twenty-five EMS assessments on thirty-three different interventions in the last three years. Coverage was recommended with limitation for eleven (33%) interventions, and not recommended for twenty-two (66%) interventions. The federal health commission decided on acceptance or preliminary acceptance of coverage in seven (22%) cases, rejection in eighteen (55%) cases and changed the status to “subject to approval” in seven (24%) cases.Conclusions: Pre-coverage assessment of new hospital interventions was implemented successfully in Austria. It has proved to be a useful tool to support decision makers with objective evidence when deciding whether or not to reimburse medical services.

Energy efficiency is the key concept of wireless communication to achieve green network. Green networking is the process that reduces consumption of energy as well for conserving bandwidth and also for any other process that will ultimately reduce energy use and, indirectly, the expense. With the rapid growth of technologies in wireless network and rapid increase of mobile users the problem of spectrum usage as well as energy consumption plays a vital role. As there is anexponential increase in the deployment of base station every year the power consumed by base station is the significant theme of intrigue. The increase in the number of base stations also leads to environment impact of CO2 emission which is normally due to powering up the base station which is located in remote areas as these off-grid sites are powered by diesel generators. It is been predicted that if this trend continues then the energy consumed by cellular network in future will lead to a serious problem.Thus, there has to be a tradeoff between the quantity of subscribers and the quantity of base station or otherwise it will affect the system throughput. In this paper a brief review of methods that have been used recently to improve the energy consumed by the base station is analyzed.

Companies started to determine their strategies based on intelligent data analysis due to stagey enhance data production. Literature reviews show that the number of resources where demand estimation, location analysis, and decision-making technique applied together with the machine learning method is low in all sectors and almost none in the shopping mall domain. Within this study’s scope, a new hybrid fuzzy prediction method has been developed that will estimate the customer numbers for shopping malls. This new methodology is applied to predict the number of visitors of three shopping malls on the Anatolian side of Istanbul. The forecasting study for corresponding shopping malls is made by using the daily signaling data from indoor base stations of large-scale technology and telecommunications services provider and the features to be used in machine learning models is determined by fuzzy multi criteria decision making method. Output revealed by the application of the fuzzy multi criteria decision making method enables the prioritization of features.

In the current era of cellular world, cell planning plays an important role to achieve better performance of the cellular network. Capacity expansion and cost optimization of a newly activated base station by placing it at an optimized location is one of the primary objectives of the current manuscript. The locations of the new as well as the existing base stations are directly correlated to the required capacity demand and the power of the received signal at the base station which becomes the sensitive parameter for the cell planning. Therefore, cell planning is to be modeled to optimize the location of the base stations in the form of a linear programming problem. Further, the MEMETIC algorithm has to be used for the optimization of the multi-objectives of the scenario. The simulated results show that there is a significant enhancement in the capacity of the base stations (1% to 5%) as compared with the orientation of base stations achieved by random deployment.

Heterogeneous cellular network (HCN) is a key technology in the future mobile communication system. In this paper, the theoretical analysis results as a guide, HCN frequency resource allocation method based on ASID is proposed. The method first defines a macro base station receiver sensitivity loss limits, it uses the theory of direct communication users on average interference macro base stations closed expressions, then the radius of ASID is derived from the theoretical analysis. In conclusion, the rationality of frequency resource allocation method based on ASID by simulation is verification.
