It is imperative to ensure that every decision made by a legislative body has the best interest of the citizens at heart.  The Selangor State Assembly (SSA) is the legislative body that oversees the government of Selangor, Malaysia. The SSA follows the parliamentary model of government. This paper attempts to examine the effectiveness of the SSA oversight in ensuring the Selangor state government accountability generally, and in relation to the Talam case, specifically. The concept of accountability has two facets – answerability and enforcement. Matching internal and external oversights with the different forms of accountability must have high enforcement or sanctions capacity for the oversight mechanisms to be effective. There are three areas of focus in the study: i) the mechanisms available in the SSA, ii) the effectiveness of the mechanisms used in ensuring the government accountability in Selangor and iii) the challenges in ensuring government accountability in Selangor and how they are resolved. The data of this research paper is mainly from interviews and secondary sources. The conceptual framework of legislative oversight and government accountability of Pelizzo and Stapenhurst (2014) is used as the theoretical guideline of this study. Legislative oversight, if effectively performed, can keep government accountable; a greater accountability can lead to a reduction in the level of corruption. Reduced corruption results in improved economic development and living standards. This study reveals the extent of the SSA legislative oversight effectiveness in ensuring the Selangor state government accountability. Abstrak Amat penting untuk memastikan setiap keputusan yang dibuat oleh sesebuah badan legislatif adalah yang terbaik untuk kepentingan rakyat. Dewan Negeri Selangor (DNS) adalah badan legislatif yang mengawas kerajaan negeri Selangor, Malaysia. Model DNS ialah sistem kerajaan berparlimen. Kajian ini bertujuan untuk melihat keberkesanan DNS dalam memastikan akauntabiliti kerajaan Selangor amnya dan berhubung dengan kes Talam khususnya. Konsep akauntabiliti memenuhi dua aspek – kebertanggungjawaban dan penguatkuasaan.  Padanan mekanisme dalaman dan luaran ke arah mencapai akauntabiliti pelbagai bentuk perlu penguatkuasaan yang luhur atau kapasiti sanksi yang mampu  menjadikan mekanisme pengawasan berkesan.  Tiga fokus utama kajian ini: i) Mekanisme pengawasan sedia ada di DNS, ii) Keberkesanan mekanisme yang digunakan dalam memastikan akauntabiliti kerajaan di Selangor, iii) Cabaran-cabaran dalam memastikan akauntabiliti kerajaan di Selangor dan bagaimanakah cabaran-cabaran tersebut diatasi. Data kajian ini diperolehi dari temu bual dan sumber-sumber sekunder. Kerangka konseptual oleh Pelizzo and Stapenhurst (2014) dalam pengawasan legislatif dan akauntabiliti kerajaan digunakan sebagai panduan teori dalam kajian ini. Pengawasan legislatif, jika dilakukan secara efektif, boleh mengekalkan kerajaan yang bertanggungjawab; akauntabiliti yang lebih semarak akan memerosotkan korupsi. Pengurangan korupsi mewujudkan peningkatan pembangunan ekonomi dan taraf kehidupan.  Kajian ini mendedahkan sejauh mana keberkesanan pengawasan DNS ke arah memastikan akauntabiliti kerajaan Selangor. Smart city is a major discussion in metropolitan planning and governance as it involves using technology to create livable spaces for the present and the future; it also considers issues of mobility, governance, economy and energy production. The innovation of smart city initiative can be beneficial to urban planning and policies for house provision. The housing challenge is a prominent issue in Lagos, the economic capital of Nigeria with more than 20 million inhabitants. Despite the attempts by the Lagos state government to create low-cost housing for citizens living and working in the city, there are still enormously high housing deficits because of the city’s overpopulation and limited resources. The city still lacks adequate infrastructures for mobility, networking and affordable housing as some people come from other states to work in the state; this has increased the urban carbon emissions. Yet, emerging discourses on housing infrastructure have rarely engaged the smart city question in urban governance of Lagos. Although there is a plethora of literature interrogating urbanization processes and housing, there are feeble attempts at explaining the notion of the smart city as the panacea for infrastructural inadequacies and urban development. This research examines the concept of smart city and its implication for urban governance structures and affordable housing in Lagos, drawing information and data from interviews and relevant secondary sources. The relevance of this study is to the government, private sector and architectural community is formulating policies through the application of the smart city concept in a megacity in a developing country like Lagos.

The main purpose of the article is to present the key elements of Chinese policy in Xinjiang. This western province represents 1/6 of China’s landmass and plays a significant role in Chinese security and economic policy. This study tries to show the complexity of challenges that Chinese have to face in their attitude to Xinjiang. For years, Xinjiang was known as a primary front in Chinese war on terrorism. That is why, a question whether the government uses the threat of terrorism as an excuse to violate minority rights is raised. Recently, China has been implementing a new policy, which is more concerned on economic development and improvement of living standards and could be a first step in a long way to stabilize the situation in the province.


Subject Short- and longer-term prospects for recovery in Russia. Significance In April, Russia's economic development minister, Alexey Ulyukaev, predicted that Russia's recession was about to end. The Central Bank of Russia (CBR), previously more sceptical, came to the same view in late May. Policymakers are focusing their attention on the longer-term issue of whether Russia can achieve more than very sluggish growth over the next few years. Impacts The prolonged dip in living standards will persist, although protests will not be serious enough to destabilise the government. The economic development ministry has a plan to increase funds available for investment, in part by prolonging caps on wages and pensions. Such a move would increase the risk of unrest and dampen consumer demand.

With the transition from government to e-government, greater transparency in government accountability has occurred. However, state government budgets and performance reports are voluminous and difficult to understand by the average citizen. There is a need for government Websites to promote public trust while providing understandable, meaningful, and usable government accountability information. The public needs to have access to information that links the outcome of government spending so that government can be accountable for their spending. There are three fundamental functions for government: accountability, budgeting, and policy-making. The chapter discusses literature specifically relating to government accountability resulting in a checklist being developed to provide a mechanism for evaluation of government Websites from a technical and usability perspective. Therefore, it is not only important for a Website to have the government accountability information but to also display it in a useful and meaningful format understandable by citizens accessing the Website.

The contemporary Indian scene is exciting. Of immediate relevance to the present article are two basic aspects of the evolving situation in India. First is the fact that there is in process, for anyone to see, a deliberate effort to raise living standards. The government of independent India articulated a framework for economic expansion almost a decade ago, at about the time that President Truman dramatically injected the problems of economic development in the arena of international affairs. Since then India has been proceeding with development activity more or less within this framework.

In the context that Vietnam develops for international integration, the government has oriented socio-economic development to develop in a sustainable way, not kind of development at all costs. This is clearly shown through the fact that ministries and governmental institutions have adjusted policies and target programs to achieve the millennium goal set by the United Nations to serve the action plan for the sustainable development of the entire nation. From the point of view of sustainable development, many countries around the world have calculated green GDP instead of normal GDP to see that economic development must be closely linked to social progress and environmental protection. Throughout many years of research on the total economic value of a system of environmental resources, especially the total economic value of the humanistic ecology system of Can Gio Mangrove Biosphere Reserve, the author found that there are similarities in the calculation of green GRDP and that of the total economic value of a geographic area. This paper aims to present a conceptual framework to calculate the green GRDP for the Can Gio Mangrove Biosphere Reserve, using total economic value methods. The author also links the United Nations documents and the Statistics Law with the Government of Vietnam's guiding documents for implementing the law to formulate a green GRDP calculation conceptual framework using the methods of total economic value calculation. To calculate the Green GRDP of Can Gio Mangrove Biosphere Reserve by using the total economic value methods is an illustration to convince the validity of the Green GRDP Conceptual Framework. Hopefully there will be many comments from scientists and managers to be able to unify how to calculate green GRDP for mangrove areas and to move towards calculating green GRDP for the national economy, in order to manage the balance between "conservation for development" and "development for conservation" according to the trend of sustainable development.

The present study is qualitative in nature and it is based on secondary sources. The study is an attempt to discover the inspiring factors responsible for women to becoming entrepreneurs. It also studies the contribution of women start-up in economic development. Finally, the paper critically examines the constraints faced by women entrepreneurs. It was found that the efforts of women for business have fairly contributed to the economic growth of the county. There are various motivating factors responsible for women to involve in startup India such as to be self-reliant, to be independent economically, to have additional income, for the bright future of their ward, etc. The Government of India has initiatives like “Make in India”, “Start-up India”, “Mudra”, etc proved to be platforms for the growth of entrepreneurs and they bridge the gap from the grass root to top level enterprises.

The nationwide survey on local economic development and competitiveness index shows the local government unit’s competence in three major dimensions namely; economic dynamism, government efficiency, and infrastructure. It focuses on 30 pre-identified indicators of economic development and competitiveness from the National Competitiveness Council (NCC) reflecting the local government unit’s (LGUs) financial growth and stability, and examines the potential reinforcing factors as well as the hindering factors on business licensing competitiveness. The survey was conducted in Mindanao to gather secondary sources of data from various local government offices, private sectors and regional agencies. The findings revealed that the quality of performance in terms of economic dynamism, efficiency and infrastructure is highly relevant but not excellent. The progressive LGUs have shown responsiveness on efficiency in terms of government policy on service, client demands, consistent with the national policies to improve support on the government economic programs, however, it failed to have an excellent rating. Thus, there are still more lacking areas in promoting tourism support, business and industry promotion, and transparency on entrepreneurship. The scope of economic development and competitiveness provided opportunities on the plurality of factors to describe increase accountability among key local authorities on systematic recording and archiving of financial data. Insurgencies and other security challenges have caused significant setbacks for sustainable development in Kaduna state. This study assesses the role of the Kaduna state government in managing the security challenges within the state. In this study, significant factors that affects the management of security and its challenges as well as the disposing conditions were critically analyzed. The objective of the study was to examine the managerial effort of the government in tackling security challenges in Kaduna state being critical in the daily running of the state and proposed appropriate measures that could help improve the current situation. Relevant data for this study were collected from both primary and secondary sources. The study employed the exploratory research method. Indigenes of Kaduna state from different LGAs comprised the study population out of which 100 questionnaires were administered serving as sample size. The study employed descriptive statistical instruments such as frequencies and percentages in analyzing the obtained data. The study showed that majority (51.3%) of the respondents indicated that the government is the most active agent in the fight against insecurity in the state with little corroboration from other agencies. Lack of finance was observed to be the major challenge in the fight against insecurity in the state. Though, most of the state’s managerial strategies were credible, yet laudable to some extent. It was however observed that the little corroboration from other agencies such as NGOs, civil societies, traditional rulers and other security agencies played a significant role. The study therefore, recommends that a more inclusive decision-making approach between the state and other agencies be promoted to ensure cross sectional development and fight against insurgencies in the state.
