For over 20 years Australia has provided assistance to Papua New Guinea in the development of their law and justice sector. The Justice Services and Stability for Development program is the most recent of such law and justice development assistance programs. Much like its predecessors, while it made some achievements, efforts have ultimately underperformed due to an inadequate and donor-centric monitoring and evaluation framework. It is contended that although an ideal monitoring and evaluation framework will not guarantee development results, it is a prerequisite. This ideal framework adopts the learning-effectiveness model and constructivist approach, relies on mechanisms such as self-reporting and qualitative research tested against context-centric indicators and is necessarily staged in its rollout design.

The Ebola outbreak in West Africa precipitated a renewed momentum to ensure global health security through the expedited and full implementation of the International Health Regulations (IHR) (2005) in all WHO member states. The updated IHR (2005) Monitoring and Evaluation Framework was shared with Member States in 2015 with one mandatory component, that is, States Parties annual reporting to the World Health Assembly (WHA) on compliance and three voluntary components: Joint External Evaluation (JEE), After Action Reviews and Simulation Exercises. In February 2016, Tanzania, was the first country globally to volunteer to do a JEE and the first to use the recommendations for priority actions from the JEE to develop a National Action Plan for Health Security (NAPHS) by February 2017. The JEE demonstrated that within the majority of the 47 indicators within the 19 technical areas, Tanzania had either ‘limited capacity’ or ‘developed capacity’. None had ‘sustainable capacity’. With JEE recommendations for priority actions, recommendations from other relevant assessments and complementary objectives, Tanzania developed the NAPHS through a nationwide consultative and participatory process. The 5-year cost estimate came out to approximately US$86.6 million (22 million for prevent, 50 million for detect, 4.8 million for respond and 9.2 million for other IHR hazards and points of entry). However, with the inclusion of vaccines for zoonotic diseases in animals increases the cost sevenfold. The importance of strong country ownership and committed leadership were identified as instrumental for the development of operationally focused NAPHS that are aligned with broader national plans across multiple sectors. Key lessons learnt by Tanzania can help guide and encourage other countries to translate their JEE priority actions into a realistic costed NAPHS for funding and implementation for IHR (2005).

Water and sanitation improvements together with hygiene (WASH) are central to health. However, progress in ensuring access to these basic services remains inadequate, particularly in the rural developing world. To remedy this appalling situation, decision-makers need reliable data on which to base planning, targeting and prioritization. However, the challenges of collecting such data and producing consistent evidence are diverse. To influence policy, data have to be easily and meaningfully interpreted. In addition, the evaluation framework needs to capture the complexity inherent in the delivery of rural services. And with limited resources, the neediest must be prioritized. In this paper we compare three different monitoring and evaluation approaches: health impact indicators, standard indicators of the World Health Organization (WHO)/United Nations Children's Fund (UNICEF) Joint Monitoring Programme (JMP), and one multidimensional, WASH-focused indicator. From a policy-making perspective, the likely utility of the outcomes produced by each approach is discussed. The epidemiological study produces misleading results, which do not help draw relevant conclusions. JMP indicators provide reasonable quality basic estimates of coverage across different contexts, but are inappropriate to build up a complete picture of such context. The index approach takes into account a broader view of service level, and proves useful as a policy tool to guide action towards improved service delivery.

Introduction: The United States Centers for Disease Control and Prevention (CDC), through U.S. President's Emergency Plan for AIDS Relief (PEPFAR), supports a third of all people receiving HIV care globally. CDC works with local partners to improve methods to find, treat, and prevent HIV and tuberculosis. However, a shortage of trained medical professionals has impeded efforts to control the HIV epidemic in Sub-Saharan Africa and Asia. The Project Extension for Community Healthcare Outcomes (ECHOTM) model expands capacity to manage complex diseases, share knowledge, disseminate best practices, and build communities of practice. This manuscript describes a practical protocol for an evaluation framework and toolkit to assess ECHO implementation.Methods and Analysis: This mixed methods, developmental evaluation design uses an appreciative inquiry approach, and includes a survey, focus group discussion, semi-structured key informant interviews, and readiness assessments. In addition, ECHO session content will be objectively reviewed for accuracy, content validity, delivery, appropriateness, and consistency with current guidelines. Finally, we offer a mechanism to triangulate data sources to assess acceptability and feasibility of the evaluation framework and compendium of monitoring and evaluation tools.Expected impact of the study on public health: This protocol offers a unique approach to engage diverse group of stakeholders using an appreciative inquiry process to co-create a comprehensive evaluation framework and a compendium of assessment tools. This evaluation framework utilizes mixed methods (quantitative and qualitative data collection tools), was pilot tested in Tanzania, and has the potential for contextualized use in other countries who plan to evaluate their Project ECHO implementation.

Education for Sustainable Development (ESD) empowers learners to take informed decisions and responsible actions for environmental integrity, economic viability and a just society, while respecting cultural diversity. Professor Yuto Kitamura, Graduate School of Education, University of Tokyo, Japan, is investigating how ESD affects the perception, consciousness and attitude of students and teachers. The goal is to develop a common framework and indicators to effectively monitor and assess the impacts of ESD at the school and institution level. Research at the Center for Advanced School Education and Evidence-based Research (CASEER) entitled 'Strengthening Social Resilience through Education for Sustainable Development-Building a Monitoring and Evaluation Framework and improvement mechanism' is seeking to enhance the quantity and quality of ESD. To do this, Kitamura and the team are exploring education policies in developing countries, with a focus on Southeast Asia where countries are starting to recognise the importance of ESD but have yet to implement them sufficiently. Therefore, the research of Kitamura and the team can assist with effectively incorporating ESD into teaching and learning activities. It will also help with monitoring and evaluating the impacts of ESD, which is something with which some countries in Southeast Asia are struggling. The goal of the research is to present a standard model consisting of a set of indicators and a questionnaire survey that can shed light on the present situation as well as future developments. When being implemented, the model can be modified according to the country and society in question.

Process is an important element in the success of any information systems development project, especially in academia where typically an undergraduate term project needs to go through the development phases within the space of a semester. Traditionally academic processes have been adapted versions of well-known industrial processes with one major exception—lack of customer feedback in the process. This omission of customer feedback results in students completing “toy” projects without significant real-world experience; efforts to incorporate artificial customer interactions have not been very successful either. It is our opinion that the industry processes cannot be simply copied in academia; what is required is a process that will better equip the students to face real-world challenges. WebHelix has been recently introduced as a practical process for Web engineering that helps students gain valuable real-world experience without sacrificing project and product management phases. In this chapter we propose the Augmented WebHelix process that augments the WebHelix in three ways: provides an option at the end of each slice of the helix to both release the current version and continue to the next slice of development; provides a qualitative evaluation framework, called the project evaluation framework (PEF), that provides a systematic approach for evaluating the status of the project; and the ability to evaluate the project at the end of each phase in a slice of the helix. The first augmentation provides the ability to release and continue which is more practical than the go/no-go approach adopted by WebHelix; the second augmentation, the PEF, allows different factors besides the return-on-investment as in WebHelix to be considered for evaluating the current phase and status of the project, and the third augmentation provides the ability to ensure the project is on track. In this chapter we describe the augmented WebHelix process and demonstrate its applicability to both academia and industry with examples.
