Of the many measures under Polish Rural Development Programme (RDP) 2014–2020, the aid instrument entitled “Support for investments in preventive measures aimed at reducing the effects of probable natural disasters, adverse climatic phenomena and catastrophes” is the focus of this publication. This mechanism is intended to support, inter alia, agricultural producers at risk of damage caused by natural disasters such as African swine fever (ASF). The aim of the article is to attempt to analyse whether, and to what extent, this form of support ensures the sustainability of an agricultural producer’s business by restricting the possibility of African swine fever spread. The author focuses on an analysis of normative solutions contained in the instrument to support investments aimed at preventing the destruction of agricultural productive potential, offered by RDP 2014–2020. The aid form concerned encourages agricultural producers to initiate preventive measures arising from the biosecurity programme aimed at restricting the spread of African swine fever. These are preventive in nature and enable making specific investments to prevent the destruction of agricultural productive potential due to the emergence of specific epizootic events.

Practical aspects of supporting investments preventing the destruction of agricultural production potential under the Rural Development Programme for 2014–2020 The article focuses on the analysis of normative solutions contained in the Rural Development Programme for 2014–2020 regarding the aid instrument titled, “Support for investment in preventive measures, which aims to reduce the effects of probable natural disasters, adverse climatic events and disasters”. The purpose of the article is to try to answer the question of whether and to what extent the form of support mentioned above ensures the durability of farming for an agricultural producer. The analyzed RDP 2014–2020 action is implemented as a part of two operations, i.e. limiting the possibilities of the spread of African swine fever virus (ASFV) and protecting agricultural production against the effects of adverse weather phenomena. Creating favorable financial conditions in these cases and introducing clear legal regulations contributes to the increase of farmers’ interest in adopting specific attitudes towards active risk management of agricultural activity and thus further contributes to increasing their resilience to emerging crisis situations. This tool significantly affects the protection of the workshop of agricultural producers. Based on the analysis of the research material, final conclusions are presented, indicating possible recommendations that should be implemented when designing the framework for the future financial perspective of the European Union for 2021–2027.

The article introduces state of organization of groups of agricultural producers, legal basis and scope of financial aid granted in framework of Rural Development Programme for years 2007–2013 under activity „Groups of agricultural producers” as well as rules for support under financial perspective 2014–2020. The increase in pace of creating the groups in 2013, regional diversity concerning size of the groups and branch has been pointed out.

This article provides an overview of some developments, internationally, regionally and in the SADC, in relation to development, that may be expected to influence the South African government’s response to the development needs of the people in the country.  An overview is provided of the somewhat haphazard way in which the Constitution of the Republic of South Africa, 1996 refers to the need for and objective of development (including rural development) in the country.  Through their explanatory outline of three distinct phases in South African rural development law and policy: 1994–2000 (the Reconstruction and Development Programme and related documents and their implementation); 2000–April 2009 (the Integrated Sustainable Rural Development Strategy and its implementation) and April 2009+ (the Comprehensive Rural Development Programme and related documents), the authors review some of the historical strengths and future prospects related to rural development in South Africa.  Based on an assessment of historical trends, a number of recommendations are made for government’s way forward in the implementation of the constitutional objectives, law and policy relevant to rural development in the country.

Hungary’s accession to the European Union caused major changes in the country’s life. Rural development subsidies can be received through extensive application mechanisms. This is particularly challenging for lagging micro-regions. My study presents the lagging microregion of Ibrány-Nagyhalász, focusing on what types of organizations and upon what grounds received subsidies in the framework of the Agriculture and Rural Development Operational Programme 2004–2006 (AVOP). I focus on the same parameters when examining the measures in the third axis of the New Hungary Rural Development Programme 2007–2013 (ÚMVP), followed by a comparison between the two programmes’ effectiveness. I conclude that due to the experience collected throughout the period of AVOP, both the number and the quality of applications have risen from the year 2007. Still, due to the lack of competence, cooperation and motivation, the region's planned improvements are not yet fully met and the capabilities of the region are not yet fully exploited. For the future, even more complex and more feasible projects are needed.
