The Impact

The article deals with investment subsidies which were drawn by enterprises of the dairy industry in 2007–2013. It is a subsidy within the Rural Development Programme 2007–2013 and the National subsidies. This article aims to assess whether these subsidies have contributed to higher economic efficiency of enterprises. The impact of investment grants to economic indicators (sales, debt ratio, labour productivity and production consumption) is evaluated. 35 dairy enterprises that drew investment grants, were analyzed in total. According to the results, grants from national sources have a greater impact on the economy of businesses. National subsidies improve labour productivity, sales and production consumption. Impacts of subsidies drawn from the Rural Development Programme are less noticeable. These subsidies affect only the production consumption by its decreasing. The market situation in 2008 and 2009 also influenced the rated indicators.

Since 2007, Romania was given the chance to develop a system for implementing development projects by attracting substantial external funding. in the period 2007-2013 the financial intervention in the rural areas, as part of the European Common Agricultural Policy (CAP), was a very consistent one (more than 10 billion euro). National Program for Rural Development 2007-2013 (NRDP) represents the strategy which presents the main characteristics of the financial support addressed to rural areas. The paper has two objectives: to explore the main problems NPRD 2007-2013 occurred and to discuss about its matching to the socio-economic reality of Romania. It consists in a desk-research, using secondary analysis on statistical reports and official documents as the methodological background. The data sources used are: Ministry of Agriculture and Rural Development, Interim report of National Rural Development Programme; Ministry of Agriculture and Rural Development – General Directorate for Rural Development, The situation of the NPRD projects, recorded in monitoring tables; The National Rural Development Programme 2007-2013 (consolidated version, December, 2013). Main results show important differences among NRDP interventions (measures). Some of them are in a good situation, but, in the same time, parts of them are delayed, facing huge difficulties from various reasons. On the other hand, our findings show that there is not a perfect match between the financial support programs and the Romanian rural reality. for the next period, in order to maximize the impact of the public intervention, Romanian authorities have to reconsider some key aspects of the programs, according more importance to the local characteristics of the rural areas.

The social inclusion of different rural population groups is one of the objectives of the Rural Development Programme of the Czech Republic for the period of 2007–2013. The fourth axis of this programme is devoted to the LEADER method and, as such, it establishes and supports an inclusive and participative bottom-up approach. This article is concerned especially with a specific social group of farmers and agricultural entrepreneurs, and the position of this group in the local action groups that constitute the National Network of the Local Action Groups (LAGs) in the Czech Republic. With regard to this subject, the role of farmers and agricultural entrepreneurs in LAGs was analysed using a questionnaire-based survey and testing a hypothesis of external and internal inclusion/exclusion (see Thuesen 2010) of farmers into/from local action groups. The results show that the level of participation differs in the local action groups, but generally speaking the position of agricultural subjects is decreasing off the subjects from the different spheres (especially NGOs).

The article introduces activities of local action groups (LAGs) in the Czech Republic. Attention is focused on the history of LAGs, evaluation of LAGs’ activities in the 2007–2013 period and preparation for the 2014–2020 period. Although this period has already started, drawing on subsidies is still lagging behind. Evaluation of LAGs is based on a questionnaire survey among LAGs, information on grants from “Axis 4 – Leader” of Rural Development Programme for the period 2007–2013, content analysis of several Strategies of Community Led Local Development prepared for the current programming period and experience from the creation of several Strategies. The paper also identifies problems of the LAGs (not only in the Czech Republic) and suggestions how to avoid them in the recent programming period.

Global and regional biodiversity loss is caused by several drivers including urban development, land use intensification, overexploitation of natural resources, environmental pollution, and climate change. The main aim of our study was to adapt the GLOBIO3 model to the conditions of the Czech Republic (CR) to assess loss of naturalness and biodiversity vulnerability at the habitat level on a detailed scale across the entire CR. An additional aim was to assess the main drivers affecting the biodiversity of habitat types. The GLOBIO3 model was adapted to CZ-GLOBIO by adapting global to local scales and using habitat quality and naturalness data instead of species occurrence data. The total mean species abundance (MSA) index of habitat quality, calculated from the spatial overlay of the four MSA indicators by our new equation, reached the value 0.62. The total value of MSA for natural and near-natural habitats was found to be affected mainly by infrastructure development and fragmentation. Simultaneously, intensity of land use change and atmospheric nitrogen deposition contributed primarily to the low total value of MSA for distant natural habitats. The CZ-GLOBIO model can be an important tool in political decision making to reduce the impact of the main drivers on habitat biodiversity in the CR.

The aim of the presented article is to evaluate the impact of climate change on the sugar content of grapes in the Czech Republic during the period 2000–2019 through selected indicators on the basis of available secondary sources. Attention is focused on the developments in both the main wine-growing regions of Moravia and Bohemia. In the field of viticulture and wine-growing, the sugar content of grapes, as a basic parameter for the classification of wines, plays an important role. In the Czech Republic, the average sugar content of grapes has had a constantly growing trend. This trend is evident both in the wine-growing region of Bohemia and in the wine-growing region of Moravia. The impact of climate change, especially the gradual increase of average temperatures in the growing season, cannot be overlooked. It greatly affects, among other things, the sugar content of grapes. Calculations according to the Huglin Index and the Winkler Index were used to determine the relationship between climate and sugar content. These indexes summarize the course of temperatures during the entire vegetation period into a single numerical value. The results show that both indexes describe the effect of air temperature on sugar content in both wine regions of the Czech Republic in a statistically significant way. The Huglin Index shows a higher correlation rate. The Winkler Index proved to be less suitable for both areas. Alternatively, the Winkler Index calculated for a shorter growing season was tested, which showed a higher degree of correlation with sugar content, approaching the significance of the Huglin Index.
