This is the continuation of previous publications, published both in Regions & Cohesion and in other places, aimed at examining available concepts that may be useful for the study of disasters and risk, their reduction and their prevention. The article reviews various definitions of social cohesion and disaster risk reduction to later explore the link between them by introducing associated notions such as solidarity and resilience. These are refl ections that have nurtured the Consortium for Comparative Research on Regional Integration and Social Cohesion (RISC) working group called “Social Construction of Risks and Disasters” and that, we hope, continue to nourish it.Spanish abstract:Este artículo explora el binomio cohesión social-reducción de riesgos de desastre. Se trata de la continuación de ejercicios anteriores, publicados tanto en Regions & Cohesion como en otros espacios, dirigidos a examinar conceptos disponibles que puedan resultar útiles para el estudio de los desastres, del riesgo, de su reducción y prevención. El artículo revisa diversas defi niciones de cohesión social y de reducción de riesgos de desastre para, posteriormente, explorar el vínculo entre ellas a partir de incorporar a la discusión nociones asociadas como solidaridad y resiliencia. Se trata de refl exiones que han nutrido al grupo de trabajo del Consorcio en Investigación Comparativa en Integración Regional y Cohesión Social (RISC, por sus siglas en inglés) denominado “Construcción social de riesgos y desastres” y que, esperamos, lo sigan nutriendo.French abstract:Cet article explore le binôme cohésion sociale-réduction des risques de désastre. Il s’inscrit dans la continuité de publications antérieures parues dans Régions & Cohésion et dans d’autres espaces dans le but d’examiner les concepts disponibles qui pourraient être utiles pour l’étude des désastres et des risques, de leur réduction et de leur prévention. L’article révise plusieurs défi nitions de la cohésion sociale et de la réduction des risques de désastres pour explorer ensuite le lien entre elles à travers l’introduction de notions associées comme la solidarité et la résilience. Il s’agit de réfl exions qui ont alimenté le groupe de travail du Consortium pour la recherche comparative sur l’Intégration régionale et la cohésion sociale nommé «Construction sociale des risques et des désastres » et qui, nous l’espérons, continueront à le nourrir.

Disasters result from hazards affecting vulnerable people. Most disasters research by anthropologists focuses on vulnerability; this article focuses on natural hazards. We use the case of wildfire mitigation on United States Forest Service lands in the northwestern United States to examine social, political, and economic variables at multiple scales that influence fire hazard and risk reduction treatments and their effectiveness. Variables highlighted include policy direction to prioritize wildfire risk reduction in the wildland-urban interface, laws and policies that make treating fuels in some national forest land management allocations challenging, social and political constraints on using prescribed fire, agency budget and target pressures, and integrating fire hazard reduction into forest management projects having multiple objectives. These variables compromise the effectiveness of wildfire mitigation treatments. Understanding the social dynamics of natural hazard mitigation is important because they affect its outcomes, creating differential exposure to natural hazards—one component of social vulnerability. Interdisciplinary research to identify how the social dynamics of natural hazard mitigation influence hazard reduction outcomes can contribute to more informed and effective approaches to disaster risk reduction.

Abstract. Disaster impacts are more frequent, deadly and costly. The social and environmental consequences are increasingly complex and intertwined. Systematic as well as innovated strategies are needed to manage the impacts. Disaster Risk Reduction (DRR) is a systematic approach to manage disaster risks while adaptive governance (AG) is suggested as an alternative approach for governing complex problems such as disasters. The author proposes that the AG can be practicalised through a mechanism of multi-stakeholder platforms (MSPs), interpreted as multiplicity of organisations at different scales of governance working towards more coordinated and integrated actions in DRR. Ten MSPs are selected at the global, regional, national and local level, focussing on the Indonesian MSPs. The literature reviews and in-depth interviews with key respondents in Indonesia show that the international and regional MSPs tend to have more human, technical and financial capacity than national and local MSPs. The author finds that most MSP roles focus on the coordination amongst multitudes of organisations. Only those MSPs that are able to generate new funding have the capacity to implement direct risk reduction activities. The development of the MSP is highly influenced by the UNISDR system operating at different levels. Particularly in Indonesia, MSP are also influenced by the operations of various UN and international organisations. Finally, the paper suggests the need for more provision of technical supports to local MSPs, more linkages with established networks in DRR and broader stakeholders involvement within the MSPs.

Landslides have occurred in various places in Indonesia. Likewise with West Java, there were many regions that has experienced repeated landslides. Having many experience of occurrences of landslides, we should have had a good landslide risk reduction program. Indeed, the incidence of landslides depends on many variables. Due to that condition, it may that a region would have different variable with another region. So it is impossible to generalize the implementation of a mitigation technology for all areas prone to landslides. Research of the Cililin's landslide is to anticipate the next disasters that may happen in around the area of 2013 Cililin Landslide. Through observation lithological conditions, water condition, land cover and landscape, as well as consideration of wide dimension of the building footing, the distance of building to the slopes and so forth, it has been determined some efforts of disaster risk reduction in the area around the landslide against the occurrence of potential landslide in the future.Bencana tanah longsor telah terjadi di berbagai tempat di Indonesia. Demikian halnya dengan Jawa Barat, tidak sedikit daerahnya telah berulang kali mengalami longsor. Seharusnya dengan telah banyaknya kejadian longsor, kita mampu mengupayakan program penurunan risiko longsor secara baik. Memang kejadian longsor bergantung pada banyak variabel, dimana dari satu daerah dengan daerah yang lain akan sangat memungkinkan mempunyai variabel yang berbeda, sehingga tidak mungkin kita membuat generalisasi penerapan suatu teknologi mitigasinya untuk semua daerah rawan longsor. Penelitian longsor di Cililin dilakukan untuk mengantisipasi terjadinya bencana di sekitar daerah Longsor Cililin 2013 yang lalu. Melalui pengamatan kondisi litologi, keairan, tutupan lahan dan bentang alam yang ada, serta pertimbangan akan dimensi luas pijakan bangunan, jarak batas bangunan dengan lereng dan lain sebagainya, telah ditentukan beberapa upaya penurunan risiko bencana di daerah sekitar longsor terhadap potensi kejadian longsor dimasa mendatang.Keywords: Landslide, risk reduction, footing of building, Cililin
