The study of the training of Basic Education teachers and the development of their technological competencies in this era called "The knowledge society" is a prevailing necessity, so this research aimed to identify the training needs of teachers An institution of basic education, belonging to the private sector of the State of Yucatan in the use of Information and Communication Technologies (ICT). The methodology used was based on the mixed approach (quantitative and qualitative), this allowed to perceive in an integral way the real situation of the teachers in the use and training in the ICT area. In the first phase of the study, a needs assessment was carried out, which was used to design and develop a Blended Learning (B-learning) course in the Modular Object Oriented Dynamic Learning Environment (MOODLE). The second phase was worked out the structure and logistics for its implementation; And finally, the results were analyzed and the conclusions were established. Among the important findings it was found that theory and practice are elements that must be worked together, simultaneously, in a way that they assist one another in the training course in the use of ICT. This way, an atmosphere of security and confidence is generated between the teacher and the student during their learning process.

Today, life is more complex and difficult due to uncertainties in society. Liquid life (Bauman, 2006) is frenetic, rapidly changing and highly influenced from information and communication technologies, and forces subjects to adapt to group behavior avoiding exclusion. Human beings are experimenting with the digital age and the pervasiveness of computers and IT/ICT equipment, which are influencing learning and knowledge construction. This raises questions in regard to a privileged role for digital competences in the knowledge society, whether or not there is a framework for digital competence assessment, and possible hints, suggestions, experiments, protocols, or curricula helping teachers in hitting this target with students. This paper answers these questions, describing the evolution of psycho-pedagogical paradigms and their comparisons. A framework for digital competence assessment is proposed and teaching activities are suggested. A proposal of a teaching-learning process called OTS (Open Teaching Process) is also presented.

Starting from a critical review of Knowledge Management initiatives in managerial contexts, this contribution proposes an alternative approach to knowledge management as intertwined sociotechnical circulation. In most organizational settings, Knowledge Management has been driven by ICTs (Information and Communication Technologies) and has equated knowledge with information, and so faces massive failures and conflicting results. In order to overcome the influence of the managerial debate in Knowledge Management, an alternative approach is proposed. Drawing on the Mobility Paradigm, Science and Technology Studies, and Practice-based Studies, knowledge and its management are re-framed as a collective, situated, heterogeneous and contextual practice, performed through sociotechnical processes embedded in multiple infrastructures. A short agenda of outcomes and consequences of this alternative Knowledge Management is then outlined, in order to emphasize the continuity and dialectic relationship between theory and practice, conceptual and operational levels, in enabling knowledge transformation and circulation.

The article deals with the problem of improving of methodological work with teachers of higher education institutions with specific educational conditions, experience of pedagogical activity of which does not exceed three years. The experience of organizing of methodological work with young teachers in the Donetsk Law Institute of the Ministry of internal affairs of Ukraine in the School for improving pedagogical skills is highlighted. In particular, it is noted that training at the School is carried out by organizing, practical and seminar classes with a total volume of 120 hours. The standard plan consists of three content modules: «Theory and practice of teaching and upbringing in higher education school», «Information and communication technologies in education», «Psychological aspects of teaching».

The article analyzed the peculiarities of the interpretation of the «communication culture» in the context of scientific researches of the past and contemporary domestic researchers. An analysis was carried out to define the concept of «communication culture of a person», the approaches to the definition of this concept are singled out. The positions of scientists concerning the role of eloquence in the formation of the linguistic personality are analyzed, the language is analyzed as a «social and psychological phenomenon», historical conditions of the formation of the concept of «communication culture» are characterized, in particular, attention is focused on the formation of the linguistic personality. It was found out that studies of the ancient traditions of the formation of the language of culture make it possible to better understand modern trends in the development of the person's communication culture. Modern studies have shown that in linguistics for a long time there was no unity in the interpretation of the concepts of «language» and «communication». Problems of the formation of the culture of broadcasting have become the object of research by eminent thinkers, beginning with the period of Antiquity. The question of the formation of a culture of speech has long traditions. Note that in European linguistics, the first decades of the twentieth century. Theoretical study and approval of the concept of «culture of language» in the scientific circulation is underway. It should be noted that in connection with the introduction of information and communication technologies in all spheres of society life has increased interest in the theory and practice of eloquence. This is explained by the fact that the active use of information and communication technologies involves the search for ways of speaking influence, both on the interpersonal and on the public level. According to authoritative experts in rhetoric, L. Matsko, O. Matsko, N. Mykhailychenko, V. Poltupets, etc., there are also communicative reasons that ensure the actual and further development of the theory and practice of oratory in the XX-beginning of the XXI century.

This article presents the results found in phase four of the doctoral thesis: "Pedagogical references for the use and appropriation of Information and Communication Technologies (ICT) within the educational processes planned and developed by teachers of higher education”. In this phase of the research, it was intended to establish in a direct and precise way how teachers make use of ICT within their classes. This research is carried out in the engineering faculties of three universities in Bogotá (Colombia): a private university, a public university, and a technological public school, training engineers by propaedeutic cycles. The methodology followed is framed under the mixed approach: qualitative and quantitative descriptive, using the technique of structured interview applied to 157 teachers who guide educational processes in engineering faculties. This study could undoubtedly serve as a reference to other engineering teachers who intend to make use of ICT in their educational processes. Este artículo presenta los resultados encontrados en la fase cuatro de la tesis doctoral “Referentes pedagógicos para el uso y apropiación de las Tecnologías de la Información y Comunicación (TIC) al interior de los procesos educativos planeados y desarrollados por los docentes de educación superior”. En esta fase de la investigación, se pretendía establecer la forma en la que los docentes hacen uso de las TIC en el interior de sus clases. Se realiza en las facultades de ingeniería de tres universidades de Bogotá (Colombia): una universidad privada, una universidad pública y una escuela tecnológica de carácter público, formadora de ingenieros por ciclos propedéuticos. La metodología seguida en esta fase está enmarcada bajo el enfoque mixto cualitativo y cuantitativo descriptivo, usando la técnica de entrevista estructurada realizadas a 157 docentes que orientan procesos educativos en las facultades de ingeniería. El estudio permitió recoger un buen número de experiencias educativas que, sin duda alguna, podría servir de referente a otros docentes de ingeniería que pretendan hacer uso de las TIC en sus procesos educativos.

In recent years, the Turkish agricultural sector has had serious problems, such as lower yields, higher input prices, higher production costs and loss of competitiveness in foreign markets, all leading to reductions in both crop and animal production. At the same time, measures such as curtailment of state financial support to farmers and farming businesses, coupled with the increasing costs of production inputs including seeds, fertilizers, sprays, machinery and decreasing crop prices have negatively affected the sector and primarily the farmers. But, besides taking measures affecting structural change, it is also necessary to establish ways of ensuring accurate information exchange between farmers, agri-food industries and institutions for research and development if productivity and improvements in the competitive power of Turkish farmers within foreign and domestic markets are to be assured. The paper outlines the current situation concerning information and communication technologies (ICT) and agriculture in Turkey and the challenges facing the rural sector in striving towards a knowledge society.

This paper explores the uses of information and communication technologies (ICT) in the universities of Castilla y León. We believe that the integration of ICT in the universities is essential for the development of a university system in line with the requirements of the knowledge society. This piece of work must be placed within a research that has analyzed the use of ICT in higher education in the universities of Castilla y León. In our view, the uses of ICT in higher education are one of the main key indicators for its level of integration. With this research, whose goals relate to ascertaining the level of integration of ICT in the universities of Castilla y León, we seek to identify the factors that influence the use-avoidance of ICT by the professors, and to describe the uses that they do of ICT in the development of their profession (teaching and research).For this reason, we have conducted an ex-postfacto research with a descriptive and improvement-seeking motivation. Even though the results of this research highlight the widespread use of ICTs within the universities, they also point out that this use is superficial and indicate a lack of actual integration of ICT in the universities of Castilla y León. El presente trabajo se enmarca dentro de una investigación que ha analizado la utilización que se hacen de las tecnologías de la información y la comunicación (TIC) en la educación superior en los centros universitarios de Castilla y León. Bajo nuestra perspectiva los usos de las TIC por parte del docente se conforman como un indicador esencial para conocer el grado de integración que éstas tienen dentro de las universidades. De esta forma los objetivos principales de la presente investigación se encuentran en relación con la indagación sobre el nivel de integración de las TIC existente en los centros universitarios de Castilla y León, tratando de identificar los elementos que influyen tanto en la utilización, como en el no uso de las TIC por parte del docente universitario, para posteriormente hacer un descripción sobre los usos a los que el profesorado destina las TIC en el desarrollo de su actividad profesional, tanto en el ámbito docente, como en el investigador. Para ello se ha llevado a cabo una investigación ex-postfacto, con una orientación descriptiva y de búsqueda de la mejora, cuyos resultados inciden en una generalización en la utilización de las TIC dentro de la educación superior de Castilla y León, aunque se ha de señalar que esta utilización se encuentra referida a unos usos superficiales de las TIC, lo que denota una falta de integración real de las TIC en las universidades de Castilla y León.

Knowledge Society (KS) is influenced by Information and Communication Technologies (ICT), economic changes, political, cultural and social concepts allowing access to other levels of welfare and progress. However, the differences in terms of access and ICT skills between different groups in society have created a problem of digital divide. To overcome this problem, models and strategies are required to achieve a greater impact on the population and that population can develop skills that enhance inclusion in the society knowledge. This work proposes an Interactive Ecosystem of digital literacy that aims to set a new educational paradigm approach to encourage different learning communities to uses new technologies of information and communication that allows them to be more competitive in today's world and thus shorten the digital divide. Finally, a case study is shown as an implementation of the ecosystem throughout an architectural model in the state of Aguascalientes, México.
