The results of theoretical analysis of modern directions, approaches and methods of stress management have been presented. It has been determined that the classification of methods of stress management depends on the type of psychotherapy, the direction of work with stress, time parameters of interaction with stress factors, the method of influencing the functional state, the method of anti-stress influence, etc. Based on the analysis of various scientific approaches, the methods of developing the ability to handle stress from law enforcers who study in higher education institutions with specific learning conditions are systematized and divided into three branches: prevention, neutralization and correction of stress, and recovery of organism resources. A series of trainings aimed on the formation and development of stress resistance and resource conservation among police officers at the stage of professional training were presented. For the first year cadets of Kharkiv National University of Internal Affairs a training program “Adaptation” was developed, the purpose of which is to develop skills and abilities of self-organization of the person that are essential for studying in higher education institutions with specific learning conditions; development of responsibility, social courage, high standards of behavior and motivation of achievement; development of active and prosocial models of behavior. For the second year cadets, a training program “Stress and Lifestyle” was developed, the purpose of which is the formation of rules of psycho-hygiene and mastering the methods of self-regulation of stress. For the third year cadets there is a training “Professional stress”, which task is to develop responsibility for personal development and promote self-realization and the formation of a cadet as a self-sufficient creative person. Also for the third year cadets we offer personal growth training “Life design of the person”, the purpose of which is to form the need for an active life position, willingness for self-development, self-improvement and increase of responsibility for one’s own life. On the basis of the research, conclusions were made on the expediency of the integrated implementation of the training system as a mean of forming and developing stress resistance and enhancing the existing personal resources of police officers at various stages of professional training.

The purpose of the study to summarize the experience of modern methods of organizing physical training of law enforcement officers and criteria for assessing physical fitness for joining the police. Results. The article considers topical issues related to the organization of physical training of cadets of higher education institutions of internal affairs bodies. Relevant areas for improving the process of psychophysical readiness are the use of priority sports, increasing the adaptation of freshmen to specific learning conditions, the use of pedagogical technologies, the introduction of new technologies for assessing the physical fitness of cadets and methods of physical training taking into account climatic and geographical conditions. Having conducted a detailed analysis of the state of organization of physical training of police cadets, the negative dynamics of physical training of cadets was established. In senior courses, the level of physical fitness decreases. The results of the scientific research confirm that the physical fitness of more than 40% of entrants is low, there is no motivation to improve their physical capabilities. Only 19.1% of respondents are satisfied with their physical shape. The experience of law enforcement shows that the underestimation of the importance of psychophysical readiness of personnel leads to injuries and wounds of law enforcement officers during the performance of official duties. The modern tendencies of improvement of physical training of police, and necessary conditions for development of professionally important physical qualities of militiamen are studied. A comparative analysis of Ukrainian and foreign experience of professional selection and evaluation criteria of physical fitness to law enforcement agencies. Conclusions. It was found that the priority issues that need to be addressed are the provision of favorable conditions for adaptation of freshmen to specific learning conditions, revision of criteria for assessing physical fitness, professional selection and the need to develop differentiated programs for psychophysical fitness of cadets.

The article is devoted to the analysis of administrative and legal regulation of practical training of applicants for higher education in higher education institutions with specific training conditions that train police officers. Today, practical training is an integral part of the educational process, which allows to ensure the acquisition of competencies and program learning outcomes provided by educational and professional programs. Based on the analysis of the Regulations on practical training of students and cadets of higher educational institutions of the Ministry of Internal Affairs of Ukraine, the authors have identified problematic issues of organization and conduct of various types of practical training. It is concluded that the existing mechanism of practical training of this category of persons and its normative expression needs to be improved, as it does not meet the needs of today, contains provisions that contradict other regulations, outdated terminology, does not take into account the organization of the educational process at the present stage of development. departmental education, etc. In addition, the draft Regulation on the practical training of applicants for higher education in higher education institutions with specific training conditions for the training of specialists for the Ministry of Internal Affairs of Ukraine and the National Police of Ukraine is being studied and is currently being discussed. The authors conclude that its provisions are unconditionally progressive, but make specific proposals to improve the proposed organizational and legal framework. In particular, it is proposed to specify the purpose of practical training, the mechanism of its organization for applicants for higher education by correspondence, persons studying under the program “2 years cadet - 1 year student», the order and grounds for involvement in public safety and order, clear determined their status, given the lack of specification of the rights and responsibilities of this category of persons in such activities.

The article addresses to the characteristics of the administrative and legal support of the the educational process organization in the Academy of the State Penitentiary Service. With the declaration of independence, Ukraine has paid attention to build a European state with appropriate standards in all spheres of state activity. One of the priority areas of this course is the development of a new functioning system of the structure of law enforcement agencies, including the penitentiary system. For the proper functioning of this institution, professional personnel is needed, who will be the main persons of the development of the new penitentiary system of Ukraine in compliance with the leading standards of the European community. The Academy of the State Penitentiary Service has been established and operates in accordance with the Law of Ukraine “On Higher Education”. The main purpose of the Academy is to train specialists in the field of knowledge “Law”, “Social and Behavioral Sciences” and other fields in order to meet the needs of the State Penitentiary Service of Ukraine, to provide society with qualified specialists with higher education, scientific, scientific and pedagogical staff according to the state order, contractual obligations and thus the new generations formation of national intelligentsia. The educational process in higher educational institutions with specific learning conditions, such as the Academy of the State Penitentiary Service, is carried out in accordance with the legislation on higher education, although general subordination is carried out by the relevant ministry – the Ministry of Justice of Ukraine. Having certain peculiarities in the cadets, students and associate professors’ training, the Academy also prepares students and graduate students at the expense of individuals and legal entities. The main participants in the educational process at the Academy, as well as in any higher educational institution with specific learning conditions, along with research and teaching staff, are cadets (students) (at the expense of legal entities), students (at the expense of individuals), associate professors (graduate students). All higher education obtainers, enrolled in the Academy receive higher education at the first (bachelor’s), second (master’s) and third (educational-scientific) levels. It has been noted that the data on the development of the abilities of students’ social intelligence during their studies in higher education institutions, which are presented in the literature, are ambiguous and need to be clarified. The author of the article has analyzed the peculiarities of the abilities of social intelligence of cadets of institutions of higher education with specific learning conditions in different years (time interval between studies – 15 years) and at different courses. The research was conducted at Kharkiv National University of Internal Affairs in 2002 and 2017 by using J. J. Guilford’s Social Intelligence Methodology. 4 groups of cadets participated in the study. They were future psychologists who studied at 1, 3 (2 groups) and 5 courses. According to the results of the study, cadets are most often diagnosed with the average and lower than the average levels of social intelligence (high level of social intelligence among the surveyed cadets in 2017 was not diagnosed), the most advanced ability of social intelligence was the ability to predict the effects of behavior. The smallest changes over time were established regarding the cadets’ abilities to logical generalization, the allocation of common essential features in various nonverbal responses of a person. In general, there was a certain decrease in the level of the development of cadets’ abilities of social intelligence, especially the ability to understand the internal motives of people’s behavior; the author of the study suggests that this may be due to the negative influence of a number of factors in the social environment, where the abilities of social intelligence are formed. Among the factors that negatively affected the level of development of the abilities of social intelligence of the study participants, the author has distinguished the following: changes in child-parent communication; change in the content of education and attitudes towards children in secondary schools; reduction of the intensity of direct friendship communication and increase of the importance of communication in social networks. The author has proved the necessity to improve the educational and pedagogical conditions aimed at developing the abilities of social intelligence of modern professionals in the law enforcement sphere.

The article is devoted to the issues of police education reform. Modern countries have different models of initial police training, based on their historical traditions and modern conditions of functioning of states. The author explored the current situation of police training in England, focusing on the Initial Police Learning and Development Program (IPLDP), because this program was the main among all other police training programs, but now this program is outdated. The author revealed that the current trend in the world is to increase the role of higher education institutions in the education system for training police officers. The example of England and Wales shows that the system of initial training, which is based on short-term training at the level of the police academy with subsequent service in practical units, does not meet the needs of the time and is outdated. The global trend is to reorient police training from specific practical knowledge, skills and abilities to higher education and the formation of a person with critical thinking and analytical skills, which meets the current challenges facing the police in the fight against crime. The author argues that such training can be carried out only with the involvement of higher education institutions. As examples, some empirical studies confirm this fact. It is pointed out that it is very important for a modern police officer to perform not only a profession, but also an education in this field in order to perform his / her duties. The author analyzes the opinions of foreign researchers on the advantages of university education over training in police academies. The author touches on the issue of reforming police education in Ukraine in terms of introducing a three-level model of police training and proposes to conduct additional research on both modern foreign experience and the advantages, disadvantages and prospects of the proposed model.

The article deals with disclosure of the peculiarities of police training in higher education institutions that belong to the sphere of management of the Ministry of Internal Affairs of Ukraine (departmental institutions). Emphasis is placed on bringing the domestic higher education system in line with European standards. Attention is paid to critical remarks on further prospects for the development of higher education institutions of the Ministry of Internal Affairs of Ukraine. Argued own position on the feasibility of maintaining the functioning of the departmental police training system. Emphasis is placed on the expediency of maintaining the training of police officers in the specialty 081 «Law» in higher education institutions of the Ministry of Internal Affairs of Ukraine. The most important features of police training in higher education institutions of the Ministry of Internal Affairs of Ukraine are the following: a) consistent adaptation to the requirements and features of policing; b) successful combination of theoretical approaches in the acquisition of legal knowledge with the practice of implementing legislation that occurs during training using elements of the police quest; c) unification of teaching materials available remotely, which should facilitate the exchange of best practices and access to knowledge at any time via the Internet.
