Prospects for creation and development of robotic systems in the interests of the Ministry of Internal Affairs of Russia

The analysis of foreign experience in the use of robotic technological systems (RTS) shows that there are many possible areas of their practical application in the activities of state enforcement agencies. In the activities of the Russian police small-sized ground-based robotic systems and unmanned aerial vehicles have been used, which expand the capabilities of the internal affairs bodies in the course of resolving official tasks. The article presents the current state of the use of RTS in the Ministry of Internal Affairs of Russia, discusses the main problems to be solved, and considers the prospects for development of police robotic systems. The scope of use of RTS for various purposes is determined, depending on the application environment and the method of basing.

This paper deals with the issue of the possibility of using unmanned aerial vehicles in fire and rescue services in several common problematic situations in which these rescue units operate. In the introductory chapter, the work defines factual terms and definitions related to the categorization of unmanned aerial vehicles in connection with the active legislation of the Slovak Republic and chronologically describes their historical development. Subsequently, it analyzes the current state of the issue in the Slovak Republic, and then compares it with the state of use of unmanned aerial vehicles in rescue services of the same purpose abroad. The main task of this work is to design and evaluate a possible solution to this issue. Other goals of this work include the creation of a theoretical base, which can be used for the practical application of the proposed solutions for the use of unmanned aerial vehicles of fire and rescue services.

Primary obstacle in using unmanned aerial vehicles are adverse meteorological conditions. To allow more usage options in day-to-day life, it is neccesary to increase safety in such conditions. The topic of this paper is analysing possible solutions. First part discusses the current state of art and describes systems currently used. It defined meteorological conditions such as low temperature, wind, humidity and low visibility. It describes their influence on usage of remote controlled aircraft and change in their flight characteristics. Next part is devoted to analysing possible solutions and their applicability. The objective was to find out how to increase safety during adverse meteorological conditions and which technologies are best for achieving this result. Selected technologies have shown great potential and options for increasing safety are plentyfull.

This paper discusses potential applications of unmanned aerial vehicles (UAVs) for disaster man age ment. Based on the current state and diversity of research, there is considerable evidence to sup port the strategic investment in UAV technology to develop new and enhance existing operational capabilities. When developing these capabilities, it is essential that officials understand a range of vari ables that will influence the development of a concept of operations for particular types of disasters. As the technical capabilities of UAVs exceed the permissible use of this technology, public safety officials and agencies will have to work closely with national airspace regulators to ensure that these responses are safe and do not endanger other aircraft. The community's attitude and perceived risks will also influ ence the potential use of UAVs for disaster management. It is essential that officials address these concerns and build in safeguards to protect against any breaches of privacy and individual rights.

Описано разработанное модельноалгоритмическое обеспечение управления взаимодействием гетерогенных робототехнических комплексов при сервисном обслуживании беспилотных летальных аппаратов (БЛА) во время выполнения групповых сельскохозяйственных задач. Представлены основные этапы функционирования БЛА при выборе свободной для обслуживания наземной роботизированной платформы, обмене энергетическими и физическими ресурсами. Рассматриваются алгоритмы смены режимов работы БЛА при сервисном обслуживании. Описана рекомендующая система AgrobotModeling, обеспечивающая многокритериальную оценку оптимального количества БЛА и наземных платформ, необходимого для обработки заданной площади угодья The developed modelalgorithmic support for controlling the interaction of heterogeneous robotic systems during the servicing of unmanned aerial vehicles (UAVs) during group agricultural tasks is described. The main stages of UAV operation are presented when choosing a freetoservice groundbased robotic platform, exchanging energy and physical resources. Algorithms for changing UAV operating modes during servicing are considered. Recommended system AgrobotModeling is described, which provides a multicriteria assessment of the optimal number of UAVs and ground platforms needed to process a given area of a land

Unmanned aerial vehicles (UAV), also known as drones, are gaining more and more practical application in modern society, particularly as the tools of implementation of the concepts of «smart city», «smart health care», «smart industries», Internet of Things, 3D mapping, digital transport. But currently it is impossible to use of UAV at certain objects, comprising objects of transport infrastructure (OTI), primarily, airports, because of existing restrictions due to security threats arising during the UAV flight.The authors of the present work have set a goal to offer a solution that allows to start operating UAV at transport infrastructure facilities that are currently prohibited for UAV flights. To achieve the objective of the work, using analysis and synthesis, comparison and generalization, factors and conditions for safe use of UAV at OTI have been formulated, a method for increasing security of UAV flight has been developed, followed by the suggestion on the UAV route control system.The proposed system makes it possible to safely use UAVs at OTI by restraining their flight area strictly to the designated corridor, which eliminates a threat of a collision of UAV with other vehicles operated at OTI, dangerous elements of OTI, as well as with people at the object.The system does not need electric power feeding, which makes it possible to implement the system without creating an auxiliary power supply infrastructure.The practical application of the proposed system and, as a consequence, implementation of a greater number of opportunities for the use of UAV, are capable to generate fundamentally new technological processes and structures at transport facilities, which is one of the directions for creating the next generation transport infrastructure based on IoT and artificial intelligence.

This article outlines the current state of research and development for autonomous unmanned aircraft for civil use. Specifically, the history of UAVs for civil use, research and development in the world, and the topics and prospects for the control and operation of autonomous UAVs for civil use are defined. The perspectives for the use of unmanned aerial vehicles (UAVs) are addressed, programs due to the formation and problems preventing the use of UAVs are listed, and ways of increasing competitiveness are taken into account. This article provides an overview of research involving the advancement of UAV technology for the management of UAV production. Technologies, structures and procedures are researched and studied. As well as potential needs and recommendations for the implementation and deployment of UAV technology, the shortcomings of current UAVs for civil production management will be addressed.
