The investment behavior of US firms exhibits systematic variation over the political cycle. After controlling for investment opportunities, US firms reduce investment expenditures approximately 2.0% during Presidential election years, 5.3% during periods of single-party government, and 8.7% during Republican presidential administrations. Neoclassical investment theory has little to say about direct links between investment and the political environment. I show that the empirical results arise naturally in a model of investment under regulatory and political uncertainty, provided that (i) regulatory policy affects the cash flows of the firm, (ii) firms have flexibility over the scale of their investments and (iii) regulatory uncertainty resolves quickly.

We provide evidence of corruption in allocation of public procurement and assess its efficiency. Firms with procurement revenue increase tunneling around regional elections, whereas neither tunneling of firms without procurement revenue, nor legitimate business of firms with procurement exhibits a political cycle. Data are consistent with the corruption channel—cash is tunneled to politicians in exchange for procurement contracts—and inconsistent with alternative channels. Using the strength of correlation between procurement revenue and tunneling around elections as a proxy for local corruption, we reject the “efficient grease” hypothesis: in more corrupt localities, procurement contracts go to unproductive firms. 2019 was considered by many analysts as a kind of milestone. V.Zelenskiy and his party “Servant of the People” won an unconditional victory on the presidential and parliamentary elections and, as it seemed, launched not only a new political cycle, but also a new stage in the political history of Ukraine. V.Zelenskiy for some time had almost unlimited political potential. It seemed that among decisions of many problems the prerequisites were created for finding solutions to the Donbass conflict. However, the political rating of the president demonstrated rapid erosion. Zelenskiy, who come to power riding the populist wave, haven’t a strong and stable political and economic base in the country and clear political preferences. So, under the pressure of the nationalistic groups he is moving in the direction laid by P.Poroshenko in attempts to manage the Donbass conflict, demonstrating a classic example of the “path effect”.

Este artículo es parte de las reflexiones realizadas en el marco del proyecto de Investigación “Participación ciudadana y construcción de ciudadanía en la Península de Osa, Puntarenas”, adscrito a la Vicerrectoría de Investigación de la Universidad de Costa Rica. RESUMEN Conforme la problemática ambiental se agudiza, diferentes actores sociales y profesionales incorporan este tema dentro de sus objetos de acción política, de investigación, acción social y docencia. De modo que si bien en la actualidad, Costa Rica es ubicada entre las experiencias exitosas de conservación ambiental, la historia pasada y presente demuestra que tal afirmación es falaz, y que existe un abismo importante entre las acciones políticas del Estado, y la de los sectores sociales –por lo general populares– en cuanto al tema ambiental y a los esfuerzos de protección que impulsan. Este artículo explora dimensiones de participación social en la zona sur del país, otrora enclave bananero, que en la actualidad se debate entre un desarrollo que respete y aproveche los recursos naturales existentes, o que en su lugar los deprede, generando una integración socioeconómica que cambiaría de forma radical las expresiones culturales y sociales de sus habitantes. Although Costa Rica is currently regarded as an example of successful environmental conservation stories, past and present history shows that this claim is false, and that there is a significant gap between the political actions of the State, and the social sectors-usually popular, in terms of the environmental issue and protection efforts they have both proposed. This article explores dimensions of social participation in the south of the country, a former banana enclave, which is currently being framed by a development that both respects and maximizes existing natural resources, or, in turn, it devastates them, creating a socio-economic integration that would radically change social and cultural expressions of its inhabitants. Timor-Leste rose to independence following a path that included three electoral processes organized under the auspices of the UN and has thus got elections imprinted on its own genetic code. After independence, the responsibility for electoral processes – a key aspect of the sovereignty of the Timorese people – was passed to the nation's authorities, who organized two full rounds of presidential and legislative elections in 2007 and 2012 with the assistance of the international community. This effort constitutes a major element in the process of granting the new regime internal and external legitimacy and at the same time is a response both to citizens’ perception of the political game in order to secure their empowerment and to the call for transparent, internationally acknowledged procedures. Initially, this essay analyses the legal and administrative framework for Timorese elections, bearing these competing requirements in mind. It then focuses on the 2012 elections: first, on the two rounds of presidential elections, including the intricate relationship between presidential candidacies and political parties, and then on the results of the legislative poll, which had a major impact on the political landscape. The final section deals with the challenges that lie ahead for the coming political cycle (2012–2017).

Purpose – The purpose of this paper is to use firm-level data to examine whether the political cycle differentially relates to small vs large firms in New Zealand; a country that operates a unicameral political system has a short three-year political term and a right-of-centre stock market premium exists. Design/methodology/approach – Using firm-level data from 1972 to 2010, the authors examine monthly returns during right-of-centre National governments and left-of-centre Labour governments. The authors apply Santa Clara and Valkanov (2003) regression analysis approach to examine the political cycle impact on firm returns. Findings – Like in the USA, New Zealand’s political cycle premium is driven by small firms; however, the results are opposite. In New Zealand, periods governed by the right of the political spectrum produce significantly higher stock returns than those from the left and this finding is primarily driven by small firms who perform particularly poorly under left-of-centre governments. Research limitations/implications – Small firms were relatively heavily affected by the move to an open, deregulated economy; they were also less able to cope with tight monetary conditions, and periods of sharply falling inflation. New Zealand’s three-year political term may encourage newly formed governments to implement relatively fast moving shifts in policy where a more reasoned and steady approach would be warranted. Originality/value – This is the first paper to use firm-level data outside of the USA to examine the political cycle impact.

Forming a management board for a Protected Area (PA) is a democratic process which exercises social participation in public environmental management. Ilha dos Lobos Wildlife Refuge (WLR), in southern Brazil, had its management council formed in 2016, 33 years after its creation. The objective of this article was to characterize the board members’ profiles emphasizing their perception of the role of the management council and the challenges and opportunities of this PA. In order to achieve these goals, qualitative methodologies such as the application of 30 questionnaires with closed questions and nine semi-structured interviews with the board members were used. Data collection also involved bibliographical and documentary research. The general profile of the board members is of residents at the PA municipality, with a high level of education, and with previous experience in other councils. According to the interviewed members, the main role of a board member is to provide the management council with technical information, to help integrating society with the PA, and to spread the importance of the WLR. Regarding the main goals of the WLR, its importance as a refuge for sea lions and for scientific research was highlighted. As to the conflicts, the management council members mentioned the illegal fishing within the PA and the fishery interaction with sea lions as the main problems. In terms of future perspectives, the board members revealed the desire to develop sustainable tourism and to implement a management plan. In this context, the establishment of the management council of Ilha dos Lobos WLR represents a milestone in the history of participative management of this PA, consolidating a space for clarification, discussion and integration with the stakeholders of its area of influence.
