The formation of modern youth is taking place in the period of socio-political transformations, which directly impact the life orientations of young people, their behaviour, social-economic situation. The factors mtioned above contribute to the spread of risks associated with threats to health and life, uncertainty of life start and self-realization, value and regulatory uncertainty. The purpose of the article: is to study approaches to identifying risk factors that impact the youth environment. Research methods applied: analysis and synthesis of scientific literature (to clarify the key concepts of the study), systematization (in order to identify existing scientific approaches to solving the problem), theoretical generalization (to formulate the final provisions and conclusions). If earlier scientific researches were mainly concentrated within the limits of natural-scientific and economic courses, now the allocation of a separate interdisciplinary direction − riskology is actual. The majority of young people experience the problem of life-start, which has a negative impact on the working career of young people, their family life and lifestyle and makes young people financially dependent on their parents. Globalization has had a significant impact on the development of the risk society. In the context of globalization, traditional social ties are being destroyed; young people avoid traditional restrictions, but at the same time lose a sense of reliability, stability, confidence in the future and feel anxious and afraid of the need to choose. Therefore, public policy should take into account all the factors that have a negative impact on the youth environment and help minimize the risks and form «socially healthy» youth.

This part of the monograph is related to initial coin offering – a mechanism that allows blockchain-based companies or projects to obtain financing. In return for financial support, ICO participants are offered different types of digital tokens – payment, utility or investment tokens. The chapter contains the systematization of issues related to ICO and tokens as well as a description of stages of initial coin offering. The SWOT analysis of ICO highlights the strengths and opportunities related to ICO – inter alia the possibility of portfolio diversification and the limited access for individual investors to early-stage investments (apart from ICO). Also the weaknesses of initial coin offering (e.g. the need to prepare a due diligence by an investor) and associated risks (e.g. regulatory uncertainty) are considered. Moreover, the author identifies research areas related to ICO. They include, among others, the identification of ICO success factors and the identification of factors affecting the rates of return on tokens.

The field of Environmental Communication has often critiqued the shortcomings of public hearings, noting their limitations in bringing about effective and equitable public decision making. While this work has been significant, it has tended to limit the deliberative field to public hearings themselves, sometimes going so far as to assume that public hearings are the only spaces in which significant deliberations occur. Using a field analysis of the “No Coal Plant” campaign in Surry County, Virginia (2008–2013), the authors illuminate some limitations of existing literature. Their analysis suggests that while public hearings can be extremely limiting, even “failed” public hearings can play a critical role in constituting, organizing, and pacing formal and informal deliberative spaces, which are necessary for communities as they manage the stresses and strains of the decision-making process.

COVID-19 spurred rapid expansion of pharmacy-based point-of-care testing (POCT). This growth was aided, in part, by federal guidance that removed state-level regulatory uncertainty surrounding the ability of pharmacists to administer, interpret, and act on the results of tests. Surveys suggest there is considerable confusion about the legality of these services by state regulators. To ensure the sustainability of POCT services over time, states should consider adopting a standard of care approach to regulation, allowing a flexible framework for practice innovation and expansion over time.

Purpose To explain how the U.S. Securities and Exchange Commission (SEC), in its Digital Asset Securities Release, issued on December 23, 2020, laid out its vision for how broker-dealers can comply with the custody requirements of Rule 15c3-3 under the Exchange Act (the Customer Protection Rule) for investments in digital asset securities. Design/Methodology/Approach Explains the current regulatory uncertainty for broker-dealers doing a business in digital asset securities and developing systems and procedures that result in compliance with the custody requirements of the Customer Protection Rule; seven minimum steps that broker-dealers can take and nine terms and conditions with which they can comply to protect against SEC enforcement action; and the SEC’s request for comment in response to its position statement. Findings A broker-dealer operating pursuant to the terms and conditions of the position statement articulated in the Release will not be subject to SEC enforcement action on the basis that the broker-dealer deems itself to have obtained and maintained physical possession or control of customer fully paid and excess margin digital asset securities for the purposes of paragraph (b)(1) of the Customer Protection Rule.
