scholarly journals Flood Risk Management: Case Study on Institutional Models

This paper presents the findings of an interdisciplinary review of possible country level institutional model alternatives for adopting flood risk management in the Republic of Macedonia, by harmonizing the national water management, and other related systems with the requirements of the EU Floods Directive. Based on the application of Analytic Hierarchy Process (AHP) theory, a tailor-made institutional model for integrated risk-based flood management is proposed as a substitute of the current ineffective flood management approaches that are based on purely engineering/design-based standards and ad-hoc interventions to flood events. It discusses the benefits of introducing the model and outlines the key preconditions to its operationalization. Given the similarity of existing flood management systems in the countries of the wider region, these findings can be used for initiating similar improvements in line with the contemporary flood risk management principles.

Floods are one of the biggest natural hazards to society, and there is increasing concern about the potential impacts of climate change on flood occurrence and magnitude. Furthermore, flood risk is likely to increase in the future not just through increased flood occurrence, but also through socio-economic changes, such as increasing population. The extent to which adaptation measures can offset this increased risk will depend on the level of future climate change, but there exists an urgent need for information on the potential impacts of climate change on floods, so that these can be accounted for by flood management authorities and local planners aiming to reduce flood risk. Agencies across the UK have been pro-active in providing such guidance for many years and in refining it as the science of climate change and hydrological impacts has developed. The history of this guidance for fluvial flood risk in England is presented and discussed here, including the recent adoption of a regional risk-based approach. Such an approach could be developed and applied to flood risk management in other countries, and to other sectors affected by climate change.

Abstract. Sustainable flood risk management (SFRM) has become popular since the 1980s. Many governmental and non-governmental organisations have been keen on implementing the SFRM strategies by integrating social, ecological and economic themes into their flood risk management (FRM) practices. However, justifications for SFRM are still embryonic and it is not yet clear whether this concept is influencing the current policies in different countries. This paper reviews the past and present flood management approaches and experiences from flood defence to FRM in four developed countries with the aim of highlighting lessons for developing mega deltas. The paper explored recent strategies such as “Making Space for Water, PPS 25, and NPPF” in the UK; “Room for Rivers” in the Netherlands which was promoted to cope with flooding, integrate FRM with ideas on sustainability, and deliver good FRM practice for next generations. The United States has also established a sound National Flood Insurance Program (NFIP), and Japan has developed an advanced flood warning and evacuation contingency system to prepare for climatic extremes. These case studies showed some good lessons to achieve long term SFRM direction to deliver flood management practices with social-economic and environmental concerns. Most of developing coastal megacities especially in Asia are still heavily reliant on traditional hard-engineering approach, that may not be enough to mitigate substantial risks due to human (exist huge populations, rapid socio-economic growth, subsidence) and natural (climate change) factors. We understand different countries and cities have their own interpretation on SFRM, but recommend policy makers to adopt “mixed options” towards thinking about long term and sustainability that with social, economic and environmental considerations.

<div> <p>What is your relationship with river? This was the central question posed by a series of creative practice workshops with scientists and local authorities who worked with complex flood risk management issues. Many of the flood mitigating solutions offered to managers are based on scientific methods to control and reduce river flooding. Scientific methods not only provide a sense of control towards river dynamics, but also develop a sense of security for people to feel safe from water. Because of climate change, flood events are increasing globally and some countries, like Scotland, are seeking to expand the possibilities of coping with extreme weather through broader, more holistic ways to mitigate flooding.</p> </div><div> <p>The aim of this study was to bridge rational knowledge often associated with scientific methods and the tacit knowledge that might emerge through participative art. The creative potential of art and participation in art practice was employed in collaboration with scientists and policy makers to inform future solutions towards flood mitigation.</p> </div><div> <p>The research used the theoretical premises described in what Irwin (2013) describes as a/r/tography: “drawing upon the professional practices of educators, artists, and researchers, it entangles and performs what Deleuze and Guattari (1987) refer to as a rhizome, an assemblage of objects, ideas, and structures that move in dynamic motion performing waves of intensities that create new understandings.” (p.199). Unlike the outcome and target driven aims of scientific methodology, these “waves of intensities” are crucial to understanding the form of intersubjective work which is crucial for art and creativity in art practice, because this is where affective transformation of meaning and understanding happens, through sensing, feeling and perceiving.</p> </div><div> <p>In the case of these creative practice workshops, the transformation that was explored was a shift from anthropocentric thinking about water to non-anthropocentric thought, achieved through sensing, feeling and perceiving. The creative practice workshops at the Scotland flood management conference 2020 were part of a larger process, where the intent was to initiate a transformative process that would work towards developing different ways of thinking in terms of Flood Risk Management. The process began with an artistic engagement with the river and the development of underwater film of rivers. This was followed by two participatory workshops. The next step consisted of an artistic response to the creative process undertaken by the participants. The last step was an engagement with water management policy makers. This will be further discussed in terms of a transformative process between artist and scientist.</p> </div>

The Hyogo Framework for Action (2005–2015) has been a long-standing international policy instrument for disaster risk management. However, many developing countries still lack the appropriate risk management policies and frameworks that suit the national and local needs. There is little or no discussion on the appropriate framework, approach and process for the implementation of international or national policies into the practices. There are many unanswered questions, particularly related to the standards and linkages among proposed tools such as damage, risk and need assessments, and their uses in the formulation of strategies and investment road maps. As a result, flood risk management related problems and issues are often addressed by many countries in an ad hoc and fragmented fashion. For many developing countries, the most pressing challenge at present is to find a trade-off between their capacity and risk reduction options. This paper discusses the current gaps and proposes the framework, approach, processes, and methodologies, in the form of guidelines, leading to the formulation of the flood risk management strategies and the investment road map.

Abstract. Flood risk emerges from the interaction of hazard and vulnerability. Over recent decades the notion of risk being the basis for flood management decisions has become widely accepted and operationalised through the use of models and quantified risk analysis providing the evidence for risk-informed decision making. However, it is now abundantly apparent that changes in time, at a range of scales, of pertinent variables that determine risk are not a second order consideration but, instead, fundamentally challenge the conventional approach to flood risk management. The nature of some of these changes, particularly those that operate on extended timescales, are highly uncertain, yet decisions that may have implications for several decades still have to be taken. In this paper we explore how flood risk management may be adapted to address processes of uncertain future change. We identify a range of levels at which change may be incorporated in decision making: in the representation of uncertain non-stationary quantities; in the rules that are used to identify preferred options; in the variety of options that may be contemplated for flood risk management; in the scope of problem definition, which increasingly extends to address multiple hazards and multiple functions of river basins; and in the social and organizational characteristics that promote adaptive capacity. Integrated responses to changing flood risk need to attend to each of these levels of decision making, from the technicalities of non-stationarity, to the promotion of resilient societies.

Critical infrastructure networks, including transport, are crucial to the social and economic function of urban areas but are at increasing risk from natural hazards. Minimizing disruption to these networks should form part of a strategy to increase urban resilience. A framework for assessing the disruption from flood events to transport systems is presented that couples a high-resolution urban flood model with transport modelling and network analytics to assess the impacts of extreme rainfall events, and to quantify the resilience value of different adaptation options. A case study in Newcastle upon Tyne in the UK shows that both green roof infrastructure and traditional engineering interventions such as culverts or flood walls can reduce transport disruption from flooding. The magnitude of these benefits depends on the flood event and adaptation strategy, but for the scenarios considered here 3–22% improvements in city-wide travel times are achieved. The network metric of betweenness centrality, weighted by travel time, is shown to provide a rapid approach to identify and prioritize the most critical locations for flood risk management intervention. Protecting just the top ranked critical location from flooding provides an 11% reduction in person delays. A city-wide deployment of green roofs achieves a 26% reduction, and although key routes still flood, the benefits of this strategy are more evenly distributed across the transport network as flood depths are reduced across the model domain. Both options should form part of an urban flood risk management strategy, but this method can be used to optimize investment and target limited resources at critical locations, enabling green infrastructure strategies to be gradually implemented over the longer term to provide city-wide benefits. This framework provides a means of prioritizing limited financial resources to improve resilience. This is particularly important as flood management investments must typically exceed a far higher benefit–cost threshold than transport infrastructure investments. By capturing the value to the transport network from flood management interventions, it is possible to create new business models that provide benefits to, and enhance the resilience of, both transport and flood risk management infrastructures. Further work will develop the framework to consider other hazards and infrastructure networks.

In this paper, we discuss the potential role of immersive interactive games in public engagement with environmental science, in this case flood risk management. Recent high magnitude storm events in the UK have fuelled great public interest in flooding. However, there remains an apparent mismatch between the scientific voice of flooding research and the wider public discourse, which we argue games may be able to address. Downpour! is a street game that casts players as flood risk advisers in a fictional flooding scenario. Players work in teams to respond to an immediate crisis and make longer-term decisions about mitigation through a series of encounters with actors, films, puzzles and treasure hunts. The game was created by a street game designer in collaboration with film-makers, environmental scientists and public institutions, with performances at the Manchester Science Festival and the Festival of Social Science 2016. Based on observations and responses from these events, we discuss how the game fostered understanding of, and engagement with, decision-making in flood risk management. Games offer people the agency to experiment with decisions in a safe space. As a result, we found that players begin to independently interrogate both scientific and political dimensions of flood management. The immersive nature of a street game further creates an emotional connection with the issues, which has the potential for triggering active involvement in flood-related efforts. We conclude by reflecting on the process behind the game creation, commenting on the strengths and difficulties of innovative collaborations between environmental scientists and creative practitioners.

This chapter provides an analysis of various resilience definitions and depicts the differences in definition between engineering, ecological and socio-ecological resilience in an easy-to-understand graphic representation. It also articulates commons and differences between conventional flood risk management and resilience-based flood management and presents a mathematical formulation to facilitate resilience discussion. Furthermore, it highlights some studies and initiatives towards the operationalization of the resilience concept in flood disaster management practice. The most important message this chapter is intended to deliver is that resilience is not just about bouncing back. Indeed, it should be enhanced to bounce forward.

Abstract. Urban flooding has been and will continue to be a significant problem for many cities across the developed and developing world. Crucial to the amelioration of the effects of these floods is the need to formulate a sound flood management policy, which is driven by knowledge of the frequency and magnitude of impacts of these floods. Within the area of flood research, attempts are being made to gain a better understanding of the causes, impacts, and pattern of urban flooding. According to the United Nations office for disaster reduction (UNISDR), flood risk is conceptualized on the basis of three integral components which are frequently adopted during flood damage estimation. These components are: probability of flood hazard, the level of exposure, and vulnerabilities of elements at risk. Reducing the severity of each of these components is the objective of flood risk management under the UNISDR guideline and idea of “living with floods”. On the basis of this framework, the present research reviews flood risk within the Lagos area of Nigeria over the period 1968–2012. During this period, floods have caused harm to millions of people physically, emotionally, and economically. Arguably over this period the efforts of stakeholders to address the challenges appear to have been limited by, amongst other things, a lack of reliable data, a lack of awareness amongst the population affected, and a lack of knowledge of flood risk mitigation. It is the aim of this research to assess the current understanding of flood risk and management in Lagos and to offer recommendations towards future guidance.
